A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE USE OF TAX INCREMENT FUNDS TO CONSTRUCT THE
SAFE ROUTES TO SCHOOL PROJECT.
WHEREAS, the Redding Redevelopment Agency desires to contribute tax increment funds from
the Buckeye Redevelopment Project to construct curb, gutter, sidewalk, and drainage improvements along Lake
Boulevard between Oasis Road and Hiatt Drive located within the Buckeye Redevelopment Project Area; and
WHEREAS, Section 33445 of the Health and Safety Code states that the Agency may pay all or
part of the costs of a public improvement if the legislative body determines that the improvement will benefit the
project area from which the funds are derived, that there are no other reasonable means of fmancing the
improvement, and that the project will assist in the elimination of blight; and
WHEREAS, Section 33678 of the Health and Safety Code states that use of tax increment funds
for public improvements must meet the definition and purpose of Redevelopment as prescribed in Sections 33020
and 33021 and primarily benefit the project area; and
WHEREAS, the City Council is the legislative body for the City of Redding.
NOW, THEREFORE, the City Council FINDS, RESOLVES, and ORDERS as follows:
1. The Analysis of Findings, attached and incorporated herein, is hereby adopted in satisfaction
of the requirements set forth in Health and Safety Code Sections 33445 and 33678.
2. The public improvements are of primary benefit to the Buckeye Redevelopment Project Area.
3. There are no other reasonable means of financing the public improvements available to the
community.
4. The payment of funds for the public improvements will assist in the elimination of one or
more blighting conditions in the Project Area and is consistent with the adopted implementation plan.
5. The public improvements meet the defmition and purpose of Redevelopment as prescribed
in Sections 33020 and 33021.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular meeting
of the Redding City Council on the 1 st day of August, 2006, and was duly adopted at said meeting by the
following vote:

ANALYSIS OF FINDINGS
SAFE ROUTE TO SCHOOL PROJECT
The Redding Redevelopment Agency (Agency) desires to utilize tax increment funds to construct curb,
gutter, sidewalk, and storm-drainage improvements along the east side of Lake Boulevard from the Oasis
Road intersection north to the Buckeye Elementary School. The purpose of the improvements is to
provide approximately I, I 00 feet of pedestrian access to the school, which lies within the Buckeye
Redevelopment Project Area.
Health and Safety Code Section 33445 stipulates that before the Agency can pay all or part of the costs
of any public improvement, the City Council must determine that the improvement is of benefit to the
project area from which the funds are derived or to the immediate neighborhood in which the project
is located, that no other reasonable means of fmancing the improvement is available to the community,
and that the payment of funds for the improvements will assist in the elimination of one or more
blighting conditions in the project area, and is consistent with an adopted implementation plan. Health
and Safety Code Section 33678 adds to the above that if tax increment money is used, the improvements
must meet the definition and purpose of Redevelopment as prescribed in Sections 33020 and 33021 and
primarily benefit the project area.
Does the construction of sidewalk and, storm-drainage improvements meet the definition of
Redevelopment and are the proposed improvements of primary benefit to the Project Area?
California Redevelopment Law, Health and Safety Code Section 33020, defines redevelopment as the
planning, development, replanning, redesign, clearance, reconstruction, or rehabilitation, or any
combination of these of a survey area. Health and Safety Code Section 33021 notes that redevelopment
includes provisions for open-space types of uses, including public infrastructure. The sidewalk and
storm-drainage improvements are the development and rehabilitation of an open-space public use that
is in the interest of the general welfare. The following confirms that the improvements meet the
definition of Redevelopment and are primary benefit to the Project Area.
There is no safe pedestrian access to the Buckeye Elementary School along Lake Boulevard, north of
Oasis Road, which is the primary route to the school. Lake Boulevard is a four-lane arterial. There is .
no continual improved walkway on the east side of Lake Boulevard and visibility between Oasis Road
and the School is limited by vegetation and the curvature of Lake Boulevard. The average daily traffic
on this section of Lake Boulevard is 9,119 vehicles. Children who walk to school are forced to walk
outside the road or on the road's paved shoulder. The School and the stretch of road between the School
and Oasis Road lie within the Buckeye Proj ect Area. Approximately 77 percent ofthe children attending
the School live south of Oasis Road. The majority of these children, who would benefit from the
pedestrian improvements, reside in the Buckeye Proj ect Area. The proposed improvements are primarily
for the safety of the children walking to and from School. However, a secondary benefit is to the
adjacent parcels. These parcels will benefit from having curb, gutter, and sidewalk along their frontage
and from the storm-drainage improvements that will channel surface water runoff.
Are any other reasonable means offinancing available to the community to fund the improvements?
Total costs of the project is estimated to be $516,620. The State has granted the maximum allotted
allocation of$450,000, with a match requirement of$66,620. The Agency has budgeted $50,000 for the
improvements, leaving a shortfall of$16,620. There are no available funds for this project from the City
of Redding's Traffic Impact Fee, nor does it qualify for funding from any of the City's benefit districts.
There are no other reasonable means of financing available to the community to help fund the sidewalk

and drainage improvements. Furthermore, it is possible that the Agency may be asked to increase its
contribution to $66,620 to cover the unfunded match balance.
Will the proposed project assist in the elimination of one or more blighting conditions within the
Buckeye Project Area? Is the proposed project consistent with the Implementation Plan adopted for
the Project Area?
The Preliminary Report for the Buckeye Redevelopment Plan lists the lack of sidewalks as one of the
constraints placed on the ability to safely commute within the Project Area. The Buckeye
Redevelopment Plan proposes to eliminate and prevent the spread of blight and deterioration in the
Project Area by the construction or reconstruction of public improvements, including infrastructure
improvements. The Plan specifically points out the need for curb, gutter, and sidewalks in areas where
lack of these improvements is identified as a safety issue. The proposed project assists with the
elimination of a blight condition that is a safety issue by providing sidewalk and drainage improvements
along a major arterial that is the primary route to an elementary school.
The Five-Year Implementation Plan for the Buckeye Redevelopment Project Area was adopted by the
Redding and Shasta County Redevelopment Agencies on June 20, 2005, and June 21,2005, respectively.
The proposed project is consistent with the Implementation Plan, as the Plan lists sidewalk
improvements along Lake Boulevard, north of Oasis Road, as an activity that will improve public safety
and facilitate rehabilitation in older neighborhoods.
