RESOLUTION NO. 2006-101
LANDSCAPE MAINTENANCE DISTRICT "L" (TERRA VIST A ESTATES)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
APPROVING THE REPORT OF THE ENGINEER AS FILED, AND
DECLARING ITS INTENTION TO:
(1) SET A PUBLIC HEARING DATE RE LANDSCAPE MAINTENANCE
DISTRICT "L."
(2) LEVY AND COLLECT ASSESSMENTS IN DISTRICT "L" FOR
FISCAL YEAR 2006-07 PURSUANT TO THE LANDSCAPING AND
LIGHTING ACT OF 1972, COMMENCING WITH SECTION 22500
OF THE STREETS AND HIGHWAYS CODE.
WHEREAS:
A. The City Council heretofore ordered the consolidated formation of Landscape Maintenance
District "L" (District) under authority granted by the Landscaping and Lighting Act of 1972,
as set forth in Part 2 of Division 15 of the Streets and Highways Code of the State of
California.
B. The purpose of the District is to provide maintenance to those landscaping improvements
required within the public rights-of-way and/or easements by the conditions of development
approval of the subdivisions contained therein.
C. The Engineer has filed his Report with the City Clerk pursuant to Streets and Highways Code
Section 22565, et seq.
D. This Resolution is made in satisfaction of those requirements set forth in the Streets and
Highways Code Section 22624.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL THAT:
1. Pursuant to the Streets and Highways Code ~22623, the Report of the Engineer, as filed, is
hereby approved.
2. The Report of the Engineer, on file with the City Clerk, contains a full and detailed description
of the improvements, the boundaries of the District and any zones therein, and the proposed
assessments upon the assessable lots and remaining parcels within the District.
3. The existing improvements for each subdivision in the District are set forth in Part E of the
Engineer's Report, on file with the City Clerk, under the column entitled "Improvements."
4. The general locations ofthe lots and remaining parcels in the District are set forth in Part A of
the Engineer's Report, on file with the City Clerk.
5. Only costs for the maintenance oflandscaping; miscellaneous lighting; mulching; vandalism;
repairs to the irrigation system; electric and water charges; replacement of vegetation as
necessary; removal of trimmings, rubbish, and debris; maintenance ofthe detention basin; and

other improvements to remove or cover graffiti, administrative costs, painting of any walls, and
such other maintenance and incidental expenses as are defined by Streets and Highways Code
Sections 22526 and 22531 and authorized pursuant to Streets and Highways Code Section
22569, will be assessed.
6. A public hearing will be held on Tuesday, July 18, 2006, at the hour of 7 p.m., or as soon
thereafter as the matter may be heard, in the City Council Chambers located at 777 Cypress
Avenue, Redding, California, to address the levy of the proposed assessment for Fiscal Year
2006-2007. The proposed assessment for Fiscal Year 2006-07 is $365.12, which is not an
increase within the meaning of Streets and Highways Code S 22624 and 22630.5 because the
cost ofliving adjustment in the amount of$12.82 is pursuant to a methodology approved at the
time of the formation of the District.
7. The method of calculating the adjustment in annual assessment is set forth in Part C of the
Engineer's Report, on file with the City Clerk, under the column entitled "Assessment District
Revenue. "
8. That the City Clerk shall give notice of said hearing pursuant to the Streets and Highways Code
Section 22626(a).
I HEREBY CERTIFY that the foregoing resolution of intention was introduced, read and adopted
at a regular meeting ofthe City Council on the 5th day of July 2006 by the following vote:
