RESOLUTION NO. 2006 - --H-
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
CERTIFYING THE COMPLETENESS AND
ADEQUACY OF MASTER ENVIRONMENTAL IMPACT REPORT EIR-I-02
FOR THE OASIS ROAD SPECIFIC PLAN
WHEREAS, the City of Redding, as lead agency for the Redding Oasis Road Specific Plan
(Project), has conducted the following environmental review for the proposed Project:
1. A Notice of Preparation of a Draft Master Environmental Impact Report (DMEIR) was
circulated for review and comment on May 14, 2004.
2. A Notice of Completion of a DMEIR was circulated for review and comment on August 8,
2004.
3. A public hearing was conducted by the Planning Commission to receive public comment on
the DMEIR on September 13, 2005. Notice of that hearing included a letter notice to all
property owners within 300 feet from the project boundary as well as property owners
specifically requesting to be notified of the public hearing in addition to publication in the
Record Searchlight newspaper.
4. After closure of the public comment period, all oral comments received at the September 13,
2005, hearing and additional written comments received during the comment period were
summarized and responded to in writing. Responses specific to local and State agencies
were mailed directly to those agencies on April 28, 2006.
5. Written comments on the DMEIR by State and local agencies and individuals and responses
to comments were included in the Final MEIR (FMEIR); and
WHEREAS, the DMEIR identified significant and potentially significant environmental
impacts; and
WHEREAS, the DMEIR identified potential significant impacts in the areas of Land Use;
Traffic and Circulation; Vegetation, Wildlife, and Wetlands; Cultural Resources; Hazards and
Hazardous Materials; Geology and Soils; Hydrology and Water Quality; Public Utilities and
Services; and Population and Housing and identified mitigation measures which will reduce
these potential impacts to below the level of significance; and
WHEREAS, the DMEIR, identified potential significant impacts in the areas of Air Quality,
Noise, and Parklands which result from the project after mitigation; and
WHEREAS, the subsequent consideration of adoption of the Oasis Road Specific Plan will
require that the approving body make the findings required by the California Environmental
Quality Act (CEQA); adopt a Statement of Overriding Considerations that explains the reasons
for acceptance of each of the remaining unavoidable significant effects; and adopt a mitigation
monitoring and reporting program; and

WHEREAS, comments received during the review process resulted in revisions and/or additions
to the DMEIR text, tables, figures, and mitigations that do not require recirculation of the
DMEIR as specified by CEQA Guidelines Section 15088.5 which, given the length of public
review and the number of public hearings, the public has riot been deprived of meaningful
opportunity to comment upon the environmental effects of the project;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding,
based upon the entire record of the environmental review for the Oasis Road Specific Plan,
makes the following findings:
1. The FMEIR has been completed in compliance with CEQA.
2. All required notices for the DMEIR and FMEIR were made, and the notices contained the
information required by CEQA Guidelines Sections 15082, 15085, and 15807.
3. Public hearings were held which did not present any evidence to change conclusions in the
DMEIR.
4. The FMEIR represents the City of Redding's independent judgment and analysis.
BE IT FURTHER RESOLVED that the City Council of the City of Redding, based upon
substantial evidence in the administrative record and EIR-I-02, certifies that the attached
EIR-I-02 has been completed in compliance with the California Environmental Quality Act of
1970 (California Public Resources Code Section 21000, et seq.), as amended, and the State
guidelines thereto (California Code of Regulations Section 15000, et seq.); that the report reflects
the independent judgment of the City of Redding as Lead Agency; and that the information
contained in said report, together with any comments received during the public review process,
has been reviewed and considered by this Council.
BE IT FURTHER RESOLVED that the City Council of the City of Redding hereby directs
City staff to obtain an advisory recommendation from the Planning Commission and then return
to the Council with a Specific Plan and necessary CEQA fmdings for consideration and potential
adoption.
I HEREBY CERTIFY that the foregoing resolution was introduced, read, and adopted at a
regular meeting of the City Council on the 6th day of June, 2006, by the following vote:
