RESOLUTION NO. 2005-153
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF REDDING COMMENDING ASSISTANT CITY MANAGER
PHILLIP A. PERRY
FOR 32 YEARS OF DISTINGUISHED SERVICE
TO THE CITY OF REDDING
WHEREAS, Phillip A. Perry was employed by the City of Redding from September 17, 1973, to December
31, 2005, provid~ng more than 32 years of distinguished service as a City employee; and
WHEREAS, Phil Perry was promoted through the ranks during his tenure with the City from Planner, to
Associate Planner, to Senior Associate Planner, Deputy Planning Director, Director of Planning and Community
Development, Director of Planning and finally, serving as Assistant City Manager since 1995; and
WHEREAS, Phil Perry has provided consistent and dedicated service to the City, playing an instrumental
role in many of the City's capital projects and successes such as:
. New Redding Civic Center Building and campus
. Sports Complex - Big League Dreams
. Sports Complex - Soccer Fields
. Stillwater Business Park
· Renovation and Grand Opening of the Cascade Theater
. Parkview Neighborhood revitalization
. Aquatic Center
. Downtown Specific and General Plans
. Clover Creek Preserve Area
. Parks, Trails, and Open Space Master Plan
· The Market Street Demonstration Block and the Yuba Street Streetscape
. Sundial Bridge
. Redding Area Bus Authority's Intermodal Facility and Maintenance Facility remodel
. Generation Unit #5 at the Redding Power Plant
. Lake Redding Bridge
· New Corporation Yard and Transfer Station; and
WHEREAS, Phil Perry took pride serving as the Executive Director and Secretary to the Redding
Redevelopment Agency, during which time he provided for necessary infrastructure in the Canby- Hilltop-Cypress
Redevelopment Project Area which served as the catalyst and facilitated the core retail development along Dana
Drive; and
WHEREAS, Phil Perry also provided exemplary leadership and oversight to the Electric Utility Department
through the deregulation era and implementation of the electric utility surcharge which ensured the financial
stability the Utility enjoys today; to the Solid Waste Department establishing a stable financial plan and
implementing waste reduction programs which made Redding one of the few California cities to meet the state
mandated waste diversion requirements; to the Municipal Utilities Department where he worked to update the Water
and Wastewater Master Plans, and the Storm Water Operation Plan - performing all duties with quintessential
quality, pride, determination and integrity.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding and City staff pay
tribute to Phil Perry, a man respected and admired for a wealth of accomplishments and for his commitment and
dedication to the betterment of our community, and extend congratulations on a well-deserved retirement and
success in all future endeavors.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular meeting of the
Redding City Council of the City of Redding on the 6th day of December, 2005, and was duly adopted at said
meeting by the following vote:
