Fiscal Impact Oregon Street Improvements (Project) is being funded by two sources: (1) Clean California funds in the amount of$1,813,000; and (2) Streets funds in the amount of $209,ll2 for a total available budget of$2,022,112. The estimated cost of the project is $2,021,950. Report to Redding City Council February 9,2026 Re: 4.11(d)--Award BS 5667 Oregon Street Improvements Page 2 Alternative Actzon The City Council (Council) may choose not to award the bid for the project and provide staff with alternate direction. If the project is not awarded, the sidewalk gaps wi11 not be filled and trash and debris will continue to be swept into Calaboose Creek and ultimately to the Sacramento River. In addition, if the project is not awarded, the City of Redding (City) would be at risk of losing state funding due to grant requirements for project delivery. Background/Analysis Attached is a project tabulation of bids received and opened on January 29, 2026. The low bid in the amount of $1,312,100 was received from JF Shea of Redding, California. The engineer's estimate was $1,657,310. Total project development costs for this project are estimated to be $351,750. Project development costs include engineering, surveying, right-of-way, environmental, and consultant services. The project will construct improvements along Oregon Street between Yuba Street and Shasta Street. Improvements include completing sidewalk gaps with curb, gutter, and sidewalk, tie-in paving and closing in Calaboose Creek with a concrete box culvert. It will also include a mid- block pedestrian crossing and associated curb ramps and other miscellaneous items. Additionally, as part of the Clean California program, the City has previously received $298,000 for landscaping, litter abatement, and beautification along the project corridor. The City has entered into a separate contract with a local non-profit, fu11y funded by the grant, to achieve that program goal. It is anticipated that the project will be completed in Fall 2026. Environmental Review On June 15, 2021, the Council adopted the Mitigated Negative Declaration, the Mitigation Monitoring Program, and approved the Oregon Street Improvements Project, thereby satisfying the requirements of the California Environmental Quality Act (CEQA Guidelines §15074). No further action is required. Council Priority/City Manager Goals This agenda item is a routine operational item. The estimated to .'"the project is $1,500,000 and will be funded through a combination of grants etsand Roads funds. ; ,, , Alternative Action `' The City Council (Council) may choose not to adopt the MND and/or the MMP, and not approve the project as described. Without approval, the project would not proceed as a City of Redding (City)project, s it would not be in compliance with the California Environmental Quality Act. Background/Analysis The project area includes two discontinuous segments along Oregon Street: the first area is located between Yuba Street and Butte Street, and the second area is located between Tehama Street and Shasta Street. The purpose of this project is to improve pedestrian access and safety. The project is needed because these two roadway sections do no currently have continuous sidewalk on the east side which forces pedestrians to walk on the edge of the pavement next to Report to Redding City Council June 9,2021 Re: 4.11(c)--Oregon Street Improvements Project Page 2 an open channel or walk in the traveled way. Under existing conditions, some disabled pedestrians do not have any other option and must traverse the travel way. The proposed project would provide approxirnately 460 linear feet of 10-foot sidewalk for pedestrians, as well as Americans with Disabilities Act(ADA) compliant curb ramps. There is an existing sidewalk between the two project segments. The existing section of sidewalk is built over Calaboose Creek and is in alignmnt with the stret grid plan. Calaboose Creek functions as part of the City's storm drain system and captures drainage from residential, commercial, and industrial uses. In order to construct the project, approximately 460 feet of new 5-foot by 8-foot box culvert would be installed within the two open channel segments of Calaboose Creek along Oregon Street. The new sidewalk Gtb and gutter would be constructed over the subsurfaee box culvert. The project includes,,dmg and a pavement overlay; however, the project wi11 not inerease vehicle cyas the rty will conform to the existing sidewalk section and street grid. Utility reln includes fourty poles, as well as AT&T lines. The project will require earthwork, ct extension, drain modification, vegetation removal, utility relocation, paving, sign llation, and stripin "ie majority of work wi11 occur within the City's right of way(ROW),ever, temporary peris to enter and construct will be needed to install the new culvert and coYt the drainage fromrivate properties. Permanent ROW acquisition will not be required. Constn will te one season and the project is anticipated to be built in 2022. ,f `}..,, ' An Initial Study (IS) w`"prepar;±°satisfy` requirements of the California Environmental Quality Act (CEQA). They were sent to local resource agencies, the Shasta County C1erk, and posted on the Public Works Department website. A public notice was also sent to landowners who own property in the vicinity of the project and posted in the 1oca1 newspaper. One comment letter was reeeived during the public comment period. The comment was from the California Department of Fish and Wildlife and the response to the comment letter has been prepared and is attached to the final MND.
