SUBJECT: 4.6(b)--Accept Grant Agreement From The California State Library To Support
The Shasta Public Libraries Libra Literac Services Pro rams.
Recommendation
Authorize and approve the following:
(1) Authorize the City of Redding, serving as the Fiscal Agent for the Redding Municipal
Library Board pursuant to Redding Municipal Code Title 2 (Administration and
Personnel), Chapter 2.42 (Redding Municipal Library), to accept the grant from the
California State Library;
(2) Adopt Resolution approving and adopting the 54th Amendment to City Budget
Resolution No. 2025-049 appropriating $61,460 in grant funds from the California State
Library for Adult and Family Literacy services; and
(3) Authorize the City Manager, or designee, to execute all subsequent documentation
relative to the grant.
Fiscal Impact
Accepting the grant allows the City of Redding (City) to receive $61,460 in California State
Library grant funds for adult and family literacy service programs at the Redding, Anderson, and
Burney libraries. There is no match required for this grant and there is no impact to the General
Fund.
Alternative Action
The City Council (Council) could choose not to accept the $61,460 grant. This would limit adult
and family literacy srvices at the Redding, Anderson, and Burney libraries. The Council could
also provide staff with alternate direction.
Report to Redding City Council August27,2026
Re: 4.6(b)--Accept GrantAgreement from the California State Library Page 2
Background/Analysis
Per City Manager's Policy (CM Policy) CM 97-1, grant applications under $70,000 that do not
require matching funds or involve a financial commitment on the part of the City of Redding
(City) may be submitted by staff without prior approval by the CounciL The policy also sets the
threshold for Council approval of grant award acceptance at $35,000 or above. Therefore, as this
grant is under $70,000 and did not require any matching funds, staff did not seek the Council's
approval to apply for the Grant, but is now requesting approval to accept the award.
The California Library Literacy Services (CLLS) campaign was created in 1984 as the first state-
wide library-based adult literacy service to help reduce the high level of illiteracy in California
and connect more Californians with public libraries. Programs through CLLS reach and support
English-speaking adults with low literacy skills who have yet to succeed in the traditional
classroom environment. These no-cost programs help adults improve their basic reading, writing,
math, and speaking skills, connect them to resources and provide additional programming to
support their families.
Shasta Public Libraries currently provides adult and family literacy services at the Redding,
Anderson, and Burney libraries, with a focus on literacy tutoring through one-on-one and small-
group instruction. The grant funds pay for the staff time and materials required to deliver these
services, as the services are not part of the current contract to operate the libraries.
Should Council accept funding from the California State Library, Shasta Public Libraries will be
able to continue providing essential adult and family literacy services at all three library
locations. The annual grant funding will support ongoing literacy tutoring for adults and families
while ensuring consistent, accessible literacy services remain available throughout the
community.
The City Attorney's office has reviewed and approved the language of the Agreement.
Environmental Review
This is not a project defined under the California Environmental Quality Act and no further
action is required.

Plans for all funds."
