SUBJECT: 4.5(c)--Award of Bid Schedule No. 5718 —Padmount Capacitor Banks
Recommendation
Authorize and approve the following relative to Bid Schedule No. 5718, Furnish Padmount
Capacitor Banks:
(1) Award Bid Sched�ule No. 5718 to Mader Supply LLC in the amount of $285,656.09,
including sales tax; and
(2) Authorize the City Manager, or designee, to approve additional contingency expendit�ures
of up to $57,000 to address unforeseen cost increases associated with material, labor, or
supply chain fluctuations.
Fiscal Impact
Funding for the proposed purchase, incl�uding the contingency, is included in Redding Electric
Utility's (REU) adopted Fiscal Year 2025-2027 Biennial Budget within the General System
Improvements Capital Improvement and the OverheacUUnderground Infrastructure Replacement
Programs. Sufficient appropriations are available to support the proposed purchases in an amount
not to exceed $342,656.09, together with a requested contingency of up to $57,000 for
unforeseen increases in material, labor, or supply chain fl�uctuations. Approval of this action will
not require additional appropriations or increase the adopted biennial budget. Project costs may
be reimbursed from Electric System Revenue Bond proceeds.
Alternative Action
Council may reject staffs recommendation and provide alternative direction.
Background/�lnalysis
Padmount capacitor banks supply reactive power to REU's underground 12-kV distribution
system. These units correct power factor on distribution circuits, support service voltage during
peak load conditions, and reduce line losses, which allows REU to deliver additional usable

capacity over existing conductor and substation transformers. Units are purchased for installation
at locations identified through system capacity and voltage studies, and as replacements for units
removed from service.
The Purchasing Division distributed 13 bid opportunity notices, posted Bid Schedule No. 5718
on the City's website, and advertised the solicitation as a 1ega1 notice in the Record Searchlight.
Seven bids were received and opened on Ju1y 30, 2026.
Mader Supply LLC, submitted the low bid at a total delivered cost of$285,656.09. Bidders were
required to submit a technical information statement and supporting technical specification
sheets with their bids. Staff completed a technical review and evaluation of the low bid submittal
and determined the bid to be responsive to the technical and general specifications, and Mader
Supply LLC to be a responsible bidder.
The award is a one-time order for the quantities bid and does not establish an ongoing or
continuing agreement. The requested contingency authorization of$57,000 provides flexibility to
address unforeseen cost increases associated with material, labor, or supply chain fluctuations
prior to delivery, without requiring staff to return to the Council.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.
