These expenditures represent recurring capital investments necessary to install and rplace electric infrastructure to maintain reliable elecric service. In the five-year plan presented to the City Council (Council) in June 2025, this and other General System Improvements, were anticipated to be funded, in whole or in part, th.rough Electric System Revenue Bond proceeds. Report to Redding City Council August27,2026 Re: 4.5(a)--Award of Bid Schedule No. 5715-200-Amp Loadbreak and 600-Amp Deadbreak Elbows Page 2 Background/Analysis REU maintains a comprehensive inventory of electric distribution system components to support ongoing operations, system reliability, and infrastructure replacement projects. Separable insulated connectors, 200-amp loadbreak elbows and 600-amp deadbreak elbows, together with their associated assemblies, mounting brackets, and parking stands, are the standard means of terminating and sectionalizing underground primary distribution cable. These components are installed at pad-mounted transformers, switchgear, junction enclosures, and sectionalizing cabinets throughout REU's service territory. REU consumes these components continuously across new underground residential and cominercial development, cable replacement, emergency repairs, and planned capital improvement projects. Maintaining an adequate supply ensures REU can respond effectively to planned construction, scheduled replacements, and unplanned emergency repairs, and supports safe restoration of underground facilities. Consistent with prior awards, staff separated Bid Schedule No. 5715 into three bid groups: (1) Bid Group I - 200-Amp Elbows and Assemblies, (2) Bid Group II - 600-Amp Elbows and Assemblies, and (3) Bid Group III - Mounting Bracket and Parking Stands. This format allows for more competitive pricing across different groups of similar equipment. Six bid opportunity notices were distributed to potential vendors, in addition to posting the bid on the City's website and advertising in the Record Searchlight. On July 20, 2026, staff opened bids for Bid Schedule No. 5715, with two bids received. Bids were evaluated on the basis of responsiveness, technical specification compliance, and evaluated unit pricing applied to annual estimated quantities. OneSource Supply Solutions submitted the lowest responsive and responsible bid, at a combined net cost delivered price of$690,282.50, or $740,327.98 including sales tax. Their proposal was confirmed to meet a11 bid specifications and product requirements, including conformance to IEEE Std 3$6, Standard for Separable Insulated Connector Systems for Power Distribution Systems Above 600 V, and to REU construction standards far 15 kV class underground distribution. Awarding this contract will provide price stability, maintain appropriate warehouse inventory levels, and support reliable electric utility operations. The requested contingency includes a standard allowance for unforeseen cost escalations, including future price increases associated market conditions. The contingency also allows REU to purchase additional material as needed to meet operational requirements, including emergency repairs, unplanned replacement of failed equipment, accelerated inventory replenishment, and other reliability or maintenance needs necessary to support uninterrupted utility operations. Should total costs exceed both the base award and authorized contingency amounts, staff will return to the City Council with recommendations for any necessary adjustments. Environmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required.
