Re: 4.11(e)--Award BS No. 5688 Enterprise We1110 CO2 Rehabilitation Page 2
Project cost components are estimates and allowable shifting of the project development,
construction, construction management, and construction contingency funds may be necessary to
balance funds within the approved total project budget.
Alternative Action
The City Council (Council) may choose not to award the bid for the project and provide staff
with alternate direction. If the project is not awarded, rehabilitation will not be completed and
Enterprise Well 10 will remain out of service. Not having this well operational potentially limits
the City's available water supply, particularly during periods of high demand or when surface
water allocations are curtailed.
Background/Analysis
Attached is a tabulation of bids for the project received and opened on August 6, 2026. The low
bid in the amount of$196,490 was received from Subsurface Technologies, Inc. located in Rock
Tavern, New York. The engineer's estimate was $160,000. Total project development costs for
this project are estimated to be $15,000. Project development costs include engineering,
surveying, right-of-way, environmental, and consultant services.
The project will include the rehabilitation of Enterprise Well 10, located at 4602 Goodwater
Avenue, utilizing liquefied carbon dioxide and installing the pump and motor.
It is anticipated that the project will be completed late Fa112026.
Environmental Review
Staff has determined that the project is categorically exempt from environmental review under
California Environmental Quality Act Guidelines Section 15301 — Existing Facilities. Class 1
exemptions include the operation, repair, maintenance, permitting, leasing, licensing, or minor
alteration of existing facilities, structures, or topographical features involving negligible or no
expansion of use. The Contractor will perform the rehabilitation; however, this work wi11 not
result in expansion of use. This project has been reviewed and the area has no underlying value
for sensitive environmental resources. The project has no potential to have a significant effect on
the environment.
