Alternative Actzon
The City Council (Council) may choose not to award Request far Proposals No. 5691 or
authorize the execution of the Consultant and Professional Services Contract at this time. By
doing this, the existing lift station SCADA and hardware systems wi11 not be upgraded and will
continue to be deficient with limited capabilities to evaluate and monitor the stations throughout
the City of Redding(City).
Background/Analysis
The Wastewater Utility determined that after several decades of using a variety of devices from
multiple manufacturers, resulting in a patchwork of technology, it was time to upgrade the
SCADA system for the lift stations. There are 21 sites (18 lift stations, a flow monitoring station,
and two solid waste gas extraction sites) in various locations throughout the City that will be
included in this upgrade ranging from sma11 package stations, to large complex stations.
While the current systems are sti11 functional, the inconsistency in manufacturers and overall
technology has led to multiple challenges. Some of these challenges include lack of support due
to obsolete equipment, variable programming due to assorted brands and manufacturers,
limitations on integration leading to custom or workaround solutions, and inefficiency in staff
training on equipment. To address this, staff went to the Council in October 2025 to sole source
the manufacturer of the equipment. After the sole source was approved by the Council, staff was
then able to move forward with the RFP to update the lift station SCADA system.
The RFP included the following language to identify the overall project scope. To alleviate
systemwide SCADA and hardware deficiencies and to add necessary remote monitoring and
alarm notification capabilities, the City is seeking proposals from highly qualified firms to
provide professional services related to software procurement, development, testing,
documentation, integration, remote access, and alarm notifications associated with a turnkey
SCADA system.
Consultant Selection Process
Four staff inembers from various Departments throughout the City (Public Works, Wastewater
Utility, Electrical Technicians) formed a review and selection panel. The panel's evaluation was
based on the RFPs selection criteria and the consultants' abilities and qualifications to complete
the scope of services required.
On May 29, 2026, three proposals, including consultant fees in sealed envelopes, were received.
The panel members evaluated and scored each proposal based on the consultants' understanding
of the projectlscope, project's team experience with similar types of projects and City projects,
experience and qualifications of the projeet team, overall project approach, ability to manage
project schedule and budget, and geographic location of the team. The panel ranked the firms
based on its scores as follows:

PACE Engineering 1
ACET Solutions LLC 2
ArcSine Engineering 3
Report to Redding City Council August27,2026
Re: 4.11(b)--Award RFP 5692 for Wastewater SCADA Upgrades Page 3
Following the evaluation and ranking, PACE Engineering's proposed fees were opened and
reviewed. As part of City Manager Policy 22-03, price is not the singular guiding issue in
selecting a consultant. In addition, the RFP states the following in the Evaluation Criteria
section, "The consultant fees will be evaluated to determine if the amount of the fee is
considered a reasonable cost for the work. In the event that the top ranked consultant submits a
fee that is not considered a reasonable cost for the work and the consultant does not agree to
lower the fee to an acceptable level, the City Engineer reserves the right to bypass the top ranked
consultant and to negotiate with the second ranked consultant." PACE's proposed fee was more
than 4 times the amount that the wastewater utility had anticipated. After discussion and
negotiations with PACE, it was determined that a reasonable cost could not be reached between
the City and the Consultant based on the scope of services that were desired.
Staff proceeded to review and evaluate ACET Solutions proposed fee. After confirming their
proposed scope and fee encompassed what City staff was anticipating staff determined that
moving forward with ACET Solutions was the appropriate direction.
The consultant fee is estimated and payments will be for actual work performed on a not-to-
exceed basis. However, staff recommends the approval of an additional $86,600 in contingency
reserve. Contingency funds may be necessary due to unforeseen project issues. If the
contingency reserve needs to be utilized, an amendment would be negotiated with the consultant
and the contract would be modified with approval of the City Manager.
The attached professional services contract with ACET Solutions, is approved as to form by the
City Attorney.
Environmental Review
Staff has reviewed the project and determined that it is categorically exempt from environmental
review under the California Environmental Quality Act, pursuant to Section 15301 — Existing
Facilities. Class 1 exemptions include the minar alteration of existing public and private
facilities, eguipment, and topographical features involving negligible or no expansion of use. The
existing SCADA system will be upgraded to meet modern standards and requirements, and the
activity will not result in expansion of use. The project has no potential to have a significant
effect on the environment.
Council Priority/City Manager Goals

challenges of today's residents and workforce. Anticipate the future to make better
decisions today."
