SUBJECT: 4.5(b)--Authorize the following relative to Bid Schedule No. 5'704 for furnishing
electric utilit trench and excavation work.
Recommendation
Authorize and approve the following relative to Bid Schedule No. 5704 for furnishing electric
utility trench and excavation work:
(1) Award to Chavez General Engineering Construction Inc., at the bid unit prices, for a total
amount of$1,040,610.00;
(2) Authorize the City Manager, or designee, to approve contingency funding in the amount
of$210,000, representing 20 percent of the evaluated contract amount;
(3) A�uthorize the City Manager, or designee, to extend the contract for up to two additional
one-year periods, if mutually agreeable, with all prices, terms, and conditions remaining
the same; and
(4) Find that the activity is categarically exempt from environmental review under the
California Environmental Quality Act; pursuant to Section 15301 — Existing Facilities,
Section 15302 — Replacement or Reconstruction, and Section 15303 —New Construction
or Conversion of Small Structures.
Fiscal Impact
Funds for this project, including the proposed contingency, are available within Redding Electric
Utility's (REU) adopted Fiscal Year 2026-2'7 biennial General System Improvements Capital
Program budget. Approval of this action will not require additional appropriations or inerease the
overall adopted capital budget.
Alternative Actzon
The City Council could choose not to award and reject the bid and provide staff with alternate
direction.

Background/Analysis
This is a routine bid for procurement of services to provide electric utility excavation and
associated construction services. REU relies on on-call excavation and associated construction
services to install, maintain, repair, and rebuild underground electric infrastructure. The work
may include trenching, potholing, conduit installation, vault and pull-box excavation, backfill,
concrete and asphalt restoration, traffic control, and related site work. Maintaining access to
these services allows REU to respond efficiently to planned utility improvements and
unanticipated field conditions.
The proposed contract will cover the period from the award of the contract through June 30,
2027. REU will issue work only as needed and subject to available budget appropriations. The
contract will support residential and commercial development while also providing the
construction capability needed to repair or reconstruct existing electric facilities.
On June 18, 2026, four bids were opened for the subject utility excavation work as shown on the
attached bid tabulation form. Chavez General Engineering Inc. of Palo Cedro, California,
submitted the low bid for the evaluated total of $1,040,610.00, and is in compliance with the
specifications and general conditions. The engineer's estimate for this bid was $1,823,482.00.
EnviNonmental Review
Staff has reviewed the activity and determined that it is categorically exempt from review under
the California Environmental Quality Act Guidelines, per Section 15301 - Existing Facilities,
Section 15302 - Replacement or Reconstruction, and Section 15303 - New Construction or
Conversion of Small Structures. C1ass 1 exemptions include the operation, repair, maintenance,
or minor alteration of existing facilities, structures, or eguipment involving negligible or no
expansion of use. C1ass 2 exemptions consist of replacement or reconstruction where the new
structure will be located on the same site and will have substantially the same purpose and
capacity. Class 3 exemptions consist of construction and location of new small facilities and
equipment, or conversion of existing structures. The trenching and excavation contract will
support REU's effort to maintain, replace, upgrade, and construct sma11 new facilities and
convert existing service systems. The actions will occur in previously disturbed areas, have
substantially the same purpose and capacity, and result in a negligible expansion of use. The
activity has no potential to have a significant effect on the environment.
