SUBJECT: 4.5(a)--A�uthorize the Procurement of Underground Vault Struct�ures, Lids, Pads,
and Cover Assemblies from A proved Vendors
Recommendation
Approve the following actions related to Bid Schedule No. 5694 for the procurement of
underground vault structures, lids,pads, and cover assemblies:
(1) A�uthorize Redding Electric Utility to procure underground vault struct�ures, lids, pads,
and cover assemblies from Oldcastle Infrastructure as the primary vendor, Jensen Precast
as a backup vendor, and Madruga Ironworks as a specialty vendor, on a per-auote basis
without soliciting multiple quotes;
(2) A�uthorize total expenditures for these purchases not to exceed $1,200,000 per fiscal year
for a period not-to-exceed two fiscal years, beginning in Fiscal Year 2026-27 and ending
at the close of Fiscal Year 202'7-28; and
(3) Authorize the City Manager, or designee, to approve additional expenditures of up to
$150,000 per �iscal year to address unforeseen cost increases associated with material,
labor, or operational requirements.
Fiscal Impact
Funding for the purchase of primary concrete vaults, lids, and assemblies is included in Redding
Electric Utility's (REU) adopted Fiscal Year 2025-2027 Biennial Budget within the General
System Improvements (GSI) Capital Program. These expenditures repres�nt recurring capital
investments necessary to replace and install underground electric infrastructure that supports the
continued reliability of the electric distribution system.
Sufficient appropriations are available to support the proposed purchases in an amount not to
exceed $1,200,000, together with a requested contingency authorization of up to $150,000 for
unforeseen increases in materials, labor, or other operational costs.
Consistent with the Five-Year Financial Plan presented to the City Council in June 2025, this
project, along with other eligible General System Improvements, is anticipated to be financed, in
whole or in part, through Electric System Revenue Bond proceeds.

Approval of this action wi11 not require additional appropriations or increase the adopted biennial
budget.
Alternative Action
The City Council may reject staffs recommendation and provide alternative direction. Without
this authorization, each vault and lid purchase would require a separate solicitation, delaying
customer service connections and underground cable replacement work and increasing
administrative cost without a demonstrated pricing benefit, as the last three solicitations
produced no bid responses.
Background/Analysis
Primary concrete vaults and lids are critical components of REU's underground electric
distribution system. REU installs these struct�ures at cable termination points, sectionalizing
locations, and operational access points to support new development, customer service
connections, system reliability improvements, and infrastructure replacement projects throughout
the City.
The City of Redding (City) has authorized these purchases on a per-quote basis since 2022.
Co�uncil approved sole-source procurement from Cook Concrete Prod�ucts, Inc. (Cook), now
operating as Oldcastle Infrastructure (Oldcastle), at $350,000 per fiscal year in July 2022;
increased that limit to $600,000 and added Jensen Precast (Jensen) as a source for vault lids in
October 2022, after Cook quoted lead times of up to 30 weeks on lids it does not manufacture in-
house; and reauthorized purchases from both vendors at $600,000 per fiscal year in August 2024.
In each of the last two �scal years the limit was reached before a11 planned work could be
authorized,reguiring work to be deferred. That authorization expired June 30, 2026.
In April 2026, the Purchasing Division issued Bid Schedule No. 5694 for the supply of
underground vault structures, 1ids, pads, and cover assemblies. Despite public advertisement and
direct outreach to known suppliers, the solicitation resulted in no bid responses. This is the third
consecutive solicitation to produce no responses, following Bid No. 5279 in March 2022 and Bid
No. 5495 in June 2024. Continued volatility in material, transportation, and labor costs has
significantly affected supplier willingness to commit to fixed pricing over extended contract
periods.
Staff recommends authorizing procurement from three approved vendors, each with a defined
ro1e. 0ldcastle is the primary vendar. It has supplied REU continuously since 2022, has
consistently met REU's technical specifications and delivery commitments, and manufactures
configurations already standardized within REU's underground distribution system. Keeping a
single primary source for standard configurations preserves that standardization, which supports
component interchangeability and simplifies field installation and long-term maintenance. The
substantial majority of purchases under the prior authorizations were placed with Oldcastle for
these reasons.
Jensen serves as a backup vendor for use when Oldcastle cannot meet required delivery
timeframes or when a speeific product configuration is unavailable. Jensen was originally
approved for this reason, and precast lead times have continued to vary substantially. 1Vladruga

Ironworks serves as a specialty vendor for fabricated steel lids, cover assemblies, and non-
standard applications outside the standard precast product lines. Purchases from the backup or
specialty vendor will be documented in the purchase file with the reason Oldcastle was not used,
which creates a clear record without adding an approval step to routine work.
The requested $1,200,000 annual authorization supports anticipated underground cable
replacement work, accommodates inflation in material and labor costs, and maintains flexibility
to respond to customer-driven development. Annual expenditures have grown from
approxi�nately $175,000 in Fiscal Year 2021-22 to the fu11 $600,000 authorization in each of the
last two fiscal years, driven by increased cable replacement volume and continued cost
escalation. The higher authorization better aligns procurement authority with anticipated
expenditures and reduces the need for mid-cycle amendments, and the $150,000 contingency
addresses unforeseen cost increases without returning to Council for routine adjustments. The
authorization is limited to Fiscal Years 2026-27 and 2027-28, and the Purchasing Division will
re-advertise for competitive bids prior to its expiration in June 2028.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.

GENERAL SPECIFICATTONS
1. PURPOSE
The purpose of these specifications is to establish requirements for precast concrete underground vault
structures, vault lids, al�uminum quick-release lids,traffic-rated frame and cover assemblies, and
associated enclosure pads and covers for general use in the City of Redding Electric Utility's underground
distribution system. It is the intent of these specifications to obtain products of proven performance,
rugged,reliable, and capable of remaining in service for many years with minimal maintenance.
Only manufact'urers with a minimum of five(5)years of demonstrated experience manufacturing
products of the type and size specified wiil be considered. Manufacturers shall have continuous market
presence in the United States with necessary infrastnzcture in place,including technical support and
ability to suppiy replacement components.
All products shall be manufactured with parts and materials commonly available in the United States
where practicai. Products built to foreign or international standards wi11 not be allowed unless the
manufact�urer positively demonstrates,to the City's satisfaction,that the products also meet all applicable
AST1V1,AASH.O,ANSI, and California standards in addition to the requirements of these specifications.
2. ORDERING AND PAYMENT
Orders will be placed at any time within the contract period utilizing the City's purchase order process.
Each purchase order wi11 specify the delivery location(City warehouse or job site) and, for job site
deliveries, the site address and site contact.Any standby time beyond the first thirty(30)minutes shall be
billed per Item E-l.For warehouse deliveries, order confirmation shall be provided to the Electric Utility
Warehouse at(530)224-4329 within two (2)business days of purchase order issuance. Far job site
deliveries, confirmation shall be provided to the designated REU site contact identified on the purchase
order. The City of Redding issues payment upon receipt and acceptance of the complete order under each
purchase order; no partial payments will be made unless otherwise agreed in writing. Sales tax shall be
invoiced where applicable.
Should a situation arise requiring immediate delivery,the City reserves the right to purchase f'rom any
available source if the successful bidder is unable to make timely delivery.
3. TERM OF CONTRACT
The materials to be furnished under this proposal shall be delivered at such time and in such quantities as
called for by the City of Redding and the initial contract period shall begin upon date award through June
30, 2027. If mut�ually agreeable,with all prices,terms and conditions remaining the same,this contract
may be extended annually for up to two(2) additional one-year periods through June 30, 2029.
4. PRICI�NG
Prices shall be firm for the initial contract period through June 30, 2027.
Bidders may submit pricing for all groups or for individual groups on1y. A bid that omits pricing for one
or more groups will still be considered for the groups on which pricing is provided,provided all other
responsiveness criteria are met for those groups. Failure to provide a unit price for any item within a
group the Bidder has elected to bid will result in the bid being considered non-responsive for that group.
5. CONTRACT CANCELLATION
City of Redding reserves the right to cancel this contract with thirty(30) days advance written notice. All
orders in production at the time of cancellation will be paid for upon receipt and acceptance of the units.
6. DELIVERY
6.1 Warehouse Delivery. Materials ordered for warehouse delivery shall be shipped and delivered FOB
Redding, California,to the City of Redding Corporation Yard, Electric Utility Building No. 2, 20055
Viking Way,Redding, CA 96003-8229. Materials shall be loaded such that they may be unloaded with a
forklift from the side of the delivery vehicle. Delivery will only be accepted during normal warehouse
hours, Monday through Friday, 8:00 a.m. to 3:00 p.m., excluding weekends and City holidays. The
Bidder shall call the Electric Utility Warehouse at(530)224-4329 at least 24 hours prior to delivery.
6.2 Job Site Delivery. Materials ordered for job site delivery shall be delivered FOB to the specified job
site address within the REU service territory. The purchase order will specify the site address, site
contact, and whether placement into a prepared excavation is required. The Bidder shall coordinate
delivery timing with the City site contact at least 48 hours in advance. When vault bodies are to be set
into excavations, the excavation will be prepared and ready prior to the Bidder's scheduled arrival.
Standby time charges (Item E-1) apply when excavation readiness or City direction is unavailable within
thirty(30)minutes of the scheduled arrival time.
6.3 General. All shipping costs including freight, delivery, fuel surcharges, and U.S. Customs fees if
applicable shall be borne by the Bidder. No additional freight or delivery charges will be permitted
beyond the unit price bid.
7. LIQUIDATED DAMAGES
In the event the Bidder is awarded the contract and fails to deliver the materials within the quoted lead
time, ar any extended lead time agreed upon in writing,liquidated damages shall be assessed at the rate of
$100.00 per calendar day for each calendar day the complete order is received late. The total amount of
liquidated damages shall not exceed ten percent(10%)of the net cost of the order. The City will also
attempt to procure items from other sources if delivery is significantly delayed.
8. DELAYS AND EXTENSION OF TIME
If the Bidder is delayed in delivery by any act or neglect of the City, or by strikes, lockouts, fire, adverse
weather conditions not reasonably anticipated, acts of God, or unavoidable casualties,the Bidder shall,
within 48 hours of the start of the occurrence,provide written notice to the City of the cause of the delay
and an estimate of the tiine extension required.No claim for damages shall be made for delays arising
from the above causes; only an appropriate extension of time will be considered.
Failure by the Bidder to provide timely written notice will be considered grounds for refusal of a time
extension.No extension of time will be considered for delays at international border crossings due to
inspection procedures, nor for weather conditions normal to Northern California.
9. BID EVALUATION
The Estimated Quantity column on the Bid Proposal Spreadsheet is the multiplier used to determine the
lowest responsive bidder. The evaluated price of each item is the unit price multiplied by the estimated
quantity. The Bid Group Evaluated Subtotal is the sum of all evaluated line items within that group. The
Net delivered Evaluated Total is the sum all groups. In all cases,unit prices shall prevail in detennining
evaluated totals.
The City reserves the right to make separate awards by group to different responsive bidders if doing so
results in a lower overall cost to the City or is otherwise in the City's best interest. A separate contract or
purchase order will be issued to each awarded vendor. Bidders shall not condition tbeir pricing on
receiving an award of all groups.
10. GUAI2ANTEE
The Bidder warrants that all materials furnished shall be free from defects in design, materials, and
workmanship, and shall perform under all conditions of service specified or reasonably implied. The
Bidder shall,upon written notice from the City,promptly repair or repiace at no charge any materiais that
prove defective within two(2)years from the date of delivery under normal and proper use.
11. QUALITY ASSURANCE
Only products that the City of Redding Electric Department recognizes as meeting or exceeding the listed
specifications will be accepted. Prior approval by the Electric Department is required for any substitutions
or deviations. The City reserves the right to inspect materials upon delivery and reject any item that does
not conform. Rejected items shall be removed and replaced at the Bidder's expense.
12. TRANSP012TATION AND HANDLING
Bidder shall transport all products by methods that prevent damage; deliver in undamaged condition and,
where possible, in manufacturer's original packaging. Bidder shall ensure adequate blocking,bracing, and
cushioning,particularly for precast concrete items. City personnel wi11 inspect all deliveries upon receipt;
products found damaged will be rejected and replaced by the Bidder at no additional cost.
13. SAFETY DATA SHEETS
Safety Data Sheets (SDS) shall accompany each order, and four(4) copies shall be supplied at the time of
delivery, if applicable. Under no circumstances will a potentially hazardous material be brought onto a
City project site until adequate SDS information has been received. The handling and transportation of
any hazardous materials must comply with all applicable federal, state, and local regulations.
14. USAGE REP012T
The Bidder shall provide a summary of items and quantities purchased under this contract at any time
upon request by the City of Redding.
15. AWARD OF CONTRACT
The award of this contract, if made,will be based on availability of budgeted funds and will be made to
the responsible bidder(s)with the lowest responsive price. Awards may be made on a group-by-group
basis to different vendors where that approach yields a lower overall cost to the City or is otherwise in the
City's best interest. A separate contract or purchase order will be issued to each awarded vendor.
The City reserves the right to reject any or all bids and to waive minor irregularities as may be in the
Ci1y's best interest. Award of one or more groups to a bidder does not obligate the Ci1y to award
remaining groups to that bidder.
TECH�NICAL SPECI�FICATIONS
1. BID GROUP A-PRECAST CONCRETE VAULT BODIES AND PULL BOXES
l.l SCOPE
This section governs precast concrete vault bodies (Bid Items A-1 through A-5), electric pull boxes(Bid
Items A-6 through A-8), and pull box ring components (Bid Items A-9 through A-14). Ring components
for Items A-9 through A-14 are governed by this section as structural elements of the pull box assembly.
Concrete lids for pull boxes are separately bid under Group B.
1.2 CODES AND STANDARDS

1.3 MATERIALS
Concrete shall be Class A, 5.5-sack minimum mix design with a ininimum 28-day compressive strength
of 5,000 psi. Water-cement ratio shall not exceed 0.45. Aggregates shall conform to ASTM C33. Tongue-
and-groove joint surfaces shall be sealed with plastic mastic sealant per CS1122 Note 5.
1.4 DESIGN LOADS
Traffic-rated vault bodies and pull boxes shall be designed for AASHTO H-20 highway loading(16,000
lb wheel load)with appropriate impact factor per ASTM C857 and CS1121 Note 2.Non-traffic-rated
structures sha11 be designed for non-traffic loading per ASTM C857.
1.5 LIFTING HARDWARE
Lifting inserts shall be rated for the full unit weight with a minimum safety factor of 5:1 per CS 1 l 22 Note
9.
1.6 DIMENSIONS
Vault body and pull box dimensions shall conform to the applicable REU Construction Standard as listed
in the Bid Schedule. Interior dimensions for vault bodies are governed by CSO428 (Item A-1), CS1116
(Item A-2), CS 1 ll 8 (Item A-3), CS ll 20(Item A-4), and CS ll 22 (Item A-5).Puil box dimensions shall
conform to CS1110 as applicable per bid item. Ring component dimensions for Items A-9 through A-14
are governed by the applicable Construction Standard; the bidder sha11 confirm dimensional compatibility
with existing installed structures and note any deviation on the product information sheet.
1.7 OPENINGS AND CONDUIT KNOCKOUTS
Vault bodies and pull boxes shall include cond�uit entry knockouts as shown on the applicable REU
Construction Standard. Knockouts shall be cleanly formed without cracking or spalling of adjacent
concrete.
1.8 SURFACE FINISH AND MARKINGS
Interior surfaces shall be smooth-formed or given a rubbed finish. Each structure shall be permanently
marked witl�the manufacturer's name, date of manufacture, and applicable ASTM designation. Each
structure shall be stenciled on an exterior surface with the unit weight(lbs) and manufacturer's catalog
number per CSO428 Note 3.
1.9 FACTORY TESTING AND CERTIFICATION
Each structure shall be tested and certified per ASTM C858. The manufacturer shall submit test reports
and dimensional certifications with each delivery or upon request.
2. BID GROUP B- PRECAST CONCRETE PADS VAULT LIDS AND PULL BOX LIDS
2.1 SCOPE
This section governs precast concrete vault lids(Bid Items B-1),pull box lids (Bid Items B-4 through B-
9), and the precast concrete transformer and sectionalizing enclosure pads (Bid Item B-2 through B-3 and
B-10 through B-11).
2.2 CODES AND STANDARDS
ASTM C857, ASTM C858,ACI 318, CPUC General Order 128
REU Construction Standards CS0330, CS0331, CS1110, CSl 132, CSl 135, CSO428
2.3 MATERIALS
Concrete shall have a minimum 28-day compressive strength of 5,000 psi. Water-cement ratio shall not
exceed 0.45. Aggregates shall conform to ASTM C33.
2.4 VAULT LIDS
Precast concrete vault lids(Items B-1) shall conform to the applicable REU Construction Standard. Lids
shall be dimensionally compatible with the corresponding vault body opening. Load ratings shall be
clearly stated by the manufacturer and confirmed by the bidder as compatible with the specified
application.
2.5 PULL BOX LIDS
Precast concrete pull box lids (Items B-4 through B-9) shall conform to CS 1110 or the applicable pull box
standard. Lids shall be dimensionally compatible with the corresponding pull box opening and load-rated
for the specified traffic condition.
2.6 SECTIONALIZING ENCLOSURE PAD
Precast concrete sectionalizing enclosure pads (Items B-2 through B-3) shall conform to ASTM C857 and
ACI 3l 8. Minimum 28-day compressive strength: 5,000 psi. Pad dimensions,reinforcing, and
configuration shall conform to REU Construction Standards CSl 132 and CSl 135 as applicable per bid
item. The City will provide enclosure base dimensions with the purchase order.
2.7 TRANSFORMER PADS
Precast concrete transformer pads (Items B-10 through B-11) shall conform to ASTM C857 and ACI 318.
Minimum 28-day compressive strength: 5,000 psi. Water-cement ratio shall not exceed 0.45. Aggregates
shall conform to ASTM C33.
Pad dimensions,reinforcing, grounding, and configuration shall conform to REU Construction Standard
CS0330 or CS0331 as applicable per bid item.
2.8 MARKINGS AND CERTIFICATION
Each lid and pad shall be marked with the manufacturer's name, date of manufacture, and applicable
ASTM designation. Unit weight and catalog number shall be stenciled on each unit per CSO428 Note 3.
The manufacturer shall submit dimensional certifications with each delivery or upon request.
3. BID GROUP C-ALUMINUM QUICK-RELEASE COVERS AND LIDS
3.1 SCOPE
This section governs aluminum quick-release covers and lids for vault and pull box openings at non-
traffic and incidental-traffic locations (Bid Items C-1 through C-4).
3.2 CODES AND STANDARDS
ASTM B209-Standard Specification for Aluminum and Aluminum-Alloy Sheet and Plate
CPUC General Order 128
REU Construction Standards CS 1134 and CS 1126
3.3 DESIGN REQUIREMENTS
Covers and lids shall be rated far incidental pedestrian and sidewalk loading as applicable per bid item.
Each unit shall be dimensionally compatible with the corresponding vault or pull box opening as shown
on the applicable REU Construction Standard. The bidder shall confirm dimensional compatibility prior
to order placement; any incompatibilities shall be noted as deviations on the prod�uct information sheet.
3.4 MATERIALS AND FINISH
Covers and lids shall be fabricated from aluminum alloy. Finish shall provide corrosion resistance
suitable for direct burial and outdoor exposure. Load ratings shall be clearly stated by the manufacturer.
3.5 MARKINGS
Each cover and lid shall be permanently labeled'R.E.U. HIGH VOLTAGE'per CSl 114 Detail C and
CS l 126 Note 3.".
3.6 SUBMITTALS
The bidder shall submit dimensional drawings and load rating certifications for each Group C bid item
with the bid proposal. Written REU Engineering approval of submitted drawings is required prior to
placement of the first purchase order under each item.
3.7 RETRO-FIT 3X5 LIDS
Retrofit lids are aluminum quick-release lids intended for installation on existing in-service vault
openings without replacement of the existing frame or surround per CS ll 34. The retrofit lid shall seat
directly on the existing opening and provide a secure,weather-resistant fit without structural modification
to the vault. Load ratings shall be consistent with the applicable Group C bid item and clearly stated by
the manufacturer.
4. BID GROUP D-FULL-TRAFFIC FRAME AND COVER ASSEMBLIES
4.1 SCOPE
This section governs full-traf�c-rated frame and cover assemblies for vault openings in paved roadway
and traffio-exposed locations (Bid Items D-1 through D-3).
4.2 CODES AND STANDARDS

4.3 DESIGN LOADS
All assemblies shall be designed for AASHTO H-20 highway loading(16,000 lb wheel load)with
appropriate impact factor per CS1121 Note 2.
4.4 FRAME
Frames shall be adjustable galvanized steel per ASTM A-123,providing a minimum of three(3)inches of
vertical grade adjustment. The frame shall accept grouting between the base and vault opening without
cracking or distortion. Where aluminum covers interface with galvanized steel frames, a factory-installed
dielectric barrier(neoprene or nylon) shall be provided per CPUC GO-128 Rule 35.3.
4.5 COVER
Covers shall be aluminum, load-rated far AASHTO H-20 service, with a skid-resistant surface. Each
cover shall be permanently labeled"R.E.U. HIGH VOLTAGE" per CSl l 14 Detail C.
4.6 MATERIALS AND FACTORY TESTING
All steel frame cotnponents shall be hot-dip galvanized per ASTM A-123. Fasteners shall be AISI Type
304 or 316 stainless steel, or hot-dip gaivanized per ASTM Al 53. Each assembiy shall be factary-
inspected for dimensional compliance and galvanizing continuity prior to shipment.

4. Identification plate (ane} shall be supplied and state "HIGH VOLTAGE" "R.E.U.". See Detail "C" on Drawing

5. Ali grautirlg of risers, covers, conduits or specific sections of spiice box shall be the responsibility of the

1. This cover shall be used with REU appraval in a traffic area.
2. The frame and cover assembly shall meet dimension requirements as shown and design strength shall
meet or exceed the latest edition of ASTM C 857 designation A-16 �AASHTO DESIGNATION HS 20-40)
based on 16,OOOIbs. per wheel, 10"x20" wheel load area and increased 30% for an impact factor. Proof of
specification compliance shall be the responsibility of the contractor andlor vendor.
3. Covers shall be instalied within an adjustable frame which shall have a minmum of three inches of
adjustment. All steel shall be galvanized as per the latest revision of ASTM Spec. A-123, ar shall be an
epoxy non-skid sand finish.
4. ldentification plate (one} shall be supplied and state ""HIGH VOLTAGE" "R.E.U.". See Detail "C" on Drawing
GS1114.
5. All grouting of risers, covers, conduits or specific sections of splice box shall be the responsibility of the
customer and/or contractor. Grout used between frame and splice box shall be suitable for full traffic laads
and cansistent with ASTM C 857 desigr�ation A-16 laading and shall be allowed to cure 24 hours before any
faad is applied. See Drawing CS1120 and CS1122 for primary electric vaults.
6. See Drawing CS1114 for construction and installatian details.
7. All sections of a splice box must be permanently marked with the delivery date.
8. Remavable beams shall have a 1"diameter hole in each end for lifting.

4. The bedding materials shall consist of 3"to 6"of inechanically compacted Caltrans 3/4"Class 2 aggregate per City of
Redding Construction Standard Page 100.00.
5. The precast splice box shall be assembled by loweri�g each section inta the excavation. The base section is lowered
first,set level,firmly positioned and mastic sealant installed before placing intermediate and top sections.Care shall be
taken ta insure that the seal surfaces are clean and that the gasket material is properly placed.
6. Backfill shall consist of 3/4" Caltrans Class 2 aggregate. Backfilling shall not commence until splice box is completely
assembled. Backfilling shall be installed in 12"maximum lifts and mechanically compacted to 90°Ifl relative compaction.
A4ternatively,slurry backfifl per Page 611.00 may be used with no compaction required.

This standard provides installation requirements for a 200A padmount sectionalizing enclosure
designed to be mounted on a 3'x 5' primary splice box.
2. Applicable Vault or Pad Types
2.1 The enclosure shall be mounted on a standard 3' x 5' primary splice box (per CS1116).
2.2 Developers providing the pad must follow utility-approved dimensions and reinforcement
guidelines detailed in this standard..
2.3 This pad design is compatible with both E750.00 (Trinetics) and E750.01 (Madruga Ironworks)
sectionalizing enclosures.
3. Installation Details
3.1 The sectionalizing enclosure shall be secured onto a reinforced concrete pad, designed to
overhang the vault by minimums of:
3.1.1 5 1/2" at the back
3.1.2 1 1/2" on the front and sides
3.2 The primary opening shall be 12"x 52".
3.3 The access opening shall be 18" x 60", flush with the inside of the vault.
3.4 The enclosure pad shall include two-piece diamond plate covers flush with the top surface of
the pad. The covers should have tamper proof provisions and marked "R.E.U. HIGH
VO LTAG E".
3.5 See Sheet 3, Angled Frame Detail, for frame reinforcement and anchor bolt placements.
4. Clearance Requirements
4.1 Minimum 3'clearance on all sides of the enclosure for access.
4.2 Vault access cover clearance shall be maintained per standard spacing in CS1116.
4.3 Enclosure shall be set 2" above final grade to prevent water intrusion.

6.1 This design is compatible with both legacy and new enclosure styles.
6.2 If an alternative pad design is proposed, it must be reviewed and approved by REU T&D
Engineering.
6.3 For cable training, grounding, enclosure assembly, and all REU-furnished equipment—
including the sectionalizing enclosure, 15kV junctions, and cabinet extensions—refer to
Standard CS1197. These components are furnished by REU, are not included in this
standard's Bill of Materials, and are shown for reference only.
6.4 All backfill, bedding, and base prep materials shall contain 6" of inechanically compacted

This standard applies to the installation of 36"x60"flush-mount aluminum frame and cover assemblies for retrofit on
existing 3'x 5'vaults with drag-off lids.
2. Installation Details
2.1 Units are to be installed in areas subject to light incidental vehicle loading only(e.g.,sidewalks, alleys,or access
roads), not rated for street or heavy traffic. Unit has AASHTO H10 capacity for vehicles with a single axle load of
16,000 Ibs.
22 Use the 1"diameter holes in the side bars of the cover assembly to assist in field setting and alignment.
2.3 Secure the frame to the vault using at least four 1/2"diameter concrete wedge anchors.
2.4 Ensure the GIS facility ID number is affixed and visible beneath the clear plastic nameplate window.
2.5 After installation,confirm that the cover opens freely, latches securely, and the hold-open arms engage properly.
2.6 Ensure the vault cover frame is set flush with the surrounding surface(e.g.,sidewalk, alley, or access road). The
gap between the frame and adjacent surface material shall not exceed 3/8"at any point to prevent trip hazards and
ensure a clean,secure fit.

designed for direct placement on the primary splice pad detailed above a 4E or 3E electrical pull box.
2. Applicable Vault or Pad Types
2.1 The enclosure shall be mounted on a 4E concrete electrical pull box (per CS1110).
2.2 Developers providing the pad must follow utility-approved dimensions and reinforcement
guidelines detailed in this standard.
2.3 This pad design is compatible with E750.01 (Madruga Ironworks) sectionalizing enclosures.
3. Installation Details
3.1 The enclosure base must be flush with the pad surface, ensuring secure anchor bolt
placement.
3.2 The primary opening shall be 46" x 14".
3.3 The cabinet shall be installed parallel to sidewalks or roadways, with front clearance as
specified.
3.4 Final pad height shall be set 2" above grade.
3.5 One 3/4"x 12'ground rod shall be installed in the location shown.
4. Clearance Requirements
• Minimum 3'clearance on all sides of the enclosure for access.
• Cable entry clearance shall follow standard spacing as detailed in Sheet 6.

6. Notes
6.1 This standard is intended for newer enclosure models, but remains backward-compatible with
existing installations.
6.2 If an alternative pad design is proposed, it must be reviewed and approved by REU T&D
Engineering.
6.3 For cable training, grounding, enclosure assembly, and all REU-furnished equipment—including
the sectionalizing enclosure, 15kV junctions, and cabinet extensions—refer to Standard
CS1197. These components are furnished by REU, are not included in this standard's Bill of
Materials, and are shown for reference only.
6.4 All backfill, bedding, and base prep materials shall contain 6"of inechanically compacted
Caltrans 3/4" Class 2 aggregate per City of Redding Construction Standard Page 100.00.
6.5 All conduit terminations shall be fitted with a manufactured end bell to protect cable insulation
from abrasion.

CITY OF REDDING
NOTICE INVITING BIDS
GENERAL CONDITIONS
1. DEFINITIONS:
In these specifications the word "City," means the City of Redding, California.
The term "Bidder" or "Vendor", means the person, firm, or corporation submitting a bid on these
specifications or on any part thereof.
The term "Contractor," means the person, firm, or corporation with whom the Contract is made by
said City, or the agent or legal representative who may be appointed to represent such party, firm,
or corporation in the execution of this Contract.
The term "Engineer," means the City Engineer of the City of Redding, acting either directly or
through his personally appointed agents, such agents acting severally within the scope of the
speci�c duties entrusted to them.
2. PROPOSALS:
Bids, to receive consideration, shall be made in accordance with the following instructions:
(a) Bids shall be made as indicated on the forms contained in the documents attached
hereto and entitled 'BID," properly executed in �I�ITE I�K, with all blank spaces
filled in. The signatures of all persons signing the bid shall be in longhand. The
original completed Bid Form shall be without alterations or erasures. Additional
information may be submitted by the bidder on a separate sheet.
(b) Before submitting a bid,bidders should read the Speci�cations carefully and should
inform themselves completely as to all existing conditions and limitations. The bid
shall incl�ude the cost of all items necessary to complete the Contract.
(c) Each proposal, along with the required number of copies of proposal, shall be
enclosed in a sealed envelope addressed to the City C1erk of the City of Redding,
City Hall, Redding, California 96001. The outside of the envelope shall be plainly
marked with Bidder's name and address and the Bid Schedule Number.
(d) A11 bids received after the scheduled closing time for receipt of bids shall NOT be
accepted or considered and shall be reYurned to the bidder unopened.
3. WITHDRAWAL OF BID:
Any bidder may withdraw his bid, either personally or by written request, at any time prior to the
scheduled closing time for receipt of bids. Written request shall be address to the City Clerk.

4. INTERPRETATION:
If a prospective bidder is in doubt as to the true meaning of any part of the "Notice Inviting Bids,"
"General Conditions," or the "Specifications," or finds discrepancies in or omissions in the same,
he may submit to the City a written request for an interpretation or a correction thereof. Any
interpretations or corrections of the proposed documents wi11 be made only by addendum mailed
or delivered to each person receiving a set of such documents. Such addendum shall be considered
as part of the Contract.
5. AWARD OF CONTRACT OR REJECTION OF BIDS:
The Contract will be awarded within sixty(60) calendar days after the opening of bids. The City,
however, reserves the right: (1) to award bids received on the basis of individual items, or groups
of items, or on the entire list of items unless this right is denied by the Bidder in its bid;
(2) to reject any or all bids, or any part thereof; (3) to waive any informality in bids; and (4) to
accept the bid that is in the best interest of the City. The City's decision shall be final.
(a) The award of the contract, if it is awarded, will be to the lowest responsible bidder
whose proposal complies with all the requirements prescribed. If the lowest
responsible bidder refuses or fails to execute the contract, the City may award the
contract to the second lowest responsible bidder. If the second lowest responsible
bidder refuses or fails to execute the contract, the City may award the contract to
the third lowest responsible bidder. If award can not be made within 60 calendar
days from the opening of bids an extension period may be granted to keep the Bid
open, upon written agreement between the City and concerned bidder.
(b) Execution of Contract
Upon the City's approval of a11 submittals, the contract (purchase order) shall be
executed by the City. At the City's sole discretion, a requirement for the bidder to
countersign the purchase order may be required, and be returned to the City within
10 business days.
6. ASSIGNMENT OF CONTRACT:
No assignment by the Contractor of any contract to be entered into hereunder or any part thereof,
ar of funds to be received thereunder by the Contractor,will be recognized by the City unless such
assignment has had the prior approval of the said City.
7. QUALIFICATIONS OF BIDDER:
Only manufacturers or contractors of established reputations, or their duly authorized dealers or
agent,having prop�r facilities for the manufacture of the materials or equipment and for servicing
same, or for proper execution of the work called for in the Specifications, will be considered in
making the award.
The bidder shall furnish proof that he has in operation material similar in size and operating
characteristics to the material he proposes to furnish herein.

S. ERRORS AND OMISSIONS:
The Contractor will not be allowed to take advantage of any error or omission in the Specifications
or in the "Contractor's Specifications." Full instructions will always be given when such error or
omission is discovered and brought to the City's attention in writing.
9. DELIVERIES,DESTINATIONS,EXTENSION OF TIME:
The successful bidder shall deliver the items called for in his bid free from any and all claims,
debts, or demands whatsoever. Delivery is F.O.B. Redding, California, with all freight charges
borne by the successful bidder.
Deliveries shall be made as set forth in Detail Specifications. Delivery is defined as colnplete
delivery in good order at place designated in Detail Specifications or Purchase Order. Applications
for extension of time beyond guaranteed completion time shall be made in writing to the
Purchasing Officer not less than seven(7)calendar days from the beginning of any condition which
will cause delay. Contractor must supply Purchase Order number in said correspondence.
Allowances will be made for delay of delivery due to strikes, fires, floods, or other causes clearly
beyond the control of the Contractor.
10. PAYMENT TERMS:
Payment Terms are Net 30 unless otherwise agreed to by both parties. Cash discounts offered for
payment in less than twenty (20) calendar days will not be considered as a basis of award. All
cash discounts shall be taken and computed from the date of delivery or completion and acceptance
of the material and service, or from the date of invoice, whichever is latest.
Each payment obligation of the City is conditioned upon the availability of State or local
government funds which are apportioned or allocated for the payment of such obligation. If the
funds are not allocated and available for the continuance of the function performed by the Supplier,
the product or service directly or indirectly involved with the performance of that function may be
terminated by the City at the end of the period for which funds are available.
11. PUBLIC INFORMATION
All submitted bids and information included therein or attached thereto shall become public record
upon their delivery to the City. Bids may be reviewed by outside interested parties after all bids
received for a particular project have been reviewed and the intended awardee has been selected.
By submission of a bid, Vendor understands and agrees that the City of Redding is subject to the
California Public Records Act (Cal. Gov. Code section 62500 et seq.), and that all or part of the
bid submitted by Vendor may be subject to disclosure therein regardless of whether the proposal
or part thereof is marked as proprietary. The City reserv�s sole discretion to determine whether
disclosure is necessary under State law, and Vendor hereby releases City from all liability relating
to such disclosure. City sha11 have no obligation to litigate the issue of disclosure under the Act
on behalf of Consultant.

12. PATENT RIGHTS:
The equipinent to be furnished hereunder shall not, either in construction, manufacture, use, sale
or other particular, infringe any letters patent heretofore granted, and the Contractor shall defend
and pay the entire cost of defending any claim or suit whenever or wherever made or brought
against the City based upon an infringement or alleged infringement of such letters patent, and
shall indemnify and save harmless the said City from and against any and a11 liability, damage,
loss or injury adjudged or sustained in any such claim or suit, or adjudged or sustained by reason
of the equipinent to be furnished hereunder constituting any infringement of any letters patent, or
adjudged or sustained by reason of inability of said City to use equipment because of any
infringement or alleged infringement of any letter patent.
13. MATERIALS,WORKMANSHIP,AND DESIGN:
All work must be done and completed in a thorough, workmanlike manner by mechanics skilled
in their various trades,notwithstanding any omission from the Specifications. The Contractor sha11
be held to guarantee all material, apparatus, and equipment to fulfill all requirements and special
guarantees set forth in the Specifications.
The fact that materials or equipment shall have been successfully tested and passed by the Engineer
shall not relieve the Contractor of responsibility in case of later development of flaws or defects.
14. COMPLIANCE WITH SPECIFICATIONS OF MATERIALS:
Whenever in the Specifications any material or process is indicated, or specified by patent or
proprietary name or by name of manufacturer, such specifications sha11 be deemed to be used for
the purpose of facilitating description of the material or process desired and shall be deemed to be
followed by the words "or equivalent", and the Contractor may offer any material or process which
shall be equal in every respect to that so indicated or specified; provided, however, that if the
material,process, or article offered by the Contractor is not equal in every respect to that specified;
then the Contractor must furnish the material,process or article specified, or one that is the equal
thereof in every respect.
15. STATE TAXES:
The prices bid shall include any tax heretofore imposed by the State, which is applicable to the
material to be furnished. If any sales tax, processing tax, adjustment charge, or other taxes or
charges are imposed or changed by the State after the date set for opening bids, and made
applicable directly upon the production, manufacture or sale of the supplies to be furnished and
are paid by the Contractor on the articles or supplies furnished, then the prices stated in the
schedules will be increased or decreased accordingly, and amounts due the Contractor as the result
of such change will be charged to the City and added on vouchers (or invoices) as separate items.
When, and if, the California Use Tax is required to be quoted as a separate item as indicated in the
bid, the prices thus quoted by a bidder authorized or required to collect the Use Tax shall show as
a separate item. The priees quoted by a bidder who is NOT authorized nor required to collect the
California Use Tax shall not include tax,but bidder shall state that he is not authorized or required
to collect the California Use Tax.

16. PREPARATTON FOR SHIPMENT:
The Contractor shall prepare all articles and materials far shipment in such a manner as to protect
them from damage in transit, and shall be responsible for and repair all damaged parts or replace
all losses incurred in transit to the designated delivery point. When necessary, heavy parts shall
be mounted on skids or crated, and all articles or materials that might otherwise be lost shall be
boxed or wired in bundles. All articles shall be plainly marked for identit"ications and destination.
17. FAILURE TO MEET REQUIREMENTS OF SPECIFICATIONS AND
GUARANTEES:
Should the test of any material, apparatus, or equipment show that it does not meet the guarantees
and requirements of the Specifications, the Contractor shall at once proceed to furnish the new
parts as may be necessary to bring it up to requirements. All expenses of furnishing new parts, or
alteration to existing parts, and of tests made necessary by such failure to meet the guarantees and
other requirements of the Specifications shall be borne by the Contractor.
The City reserves the right to continue the use or operation of defective material or equipment until
satisfactory replacements or repairs have been made, provided that the period of such use pending
such corrections shall not exceed one year from date of delivery at designated place in Detail
Specifications without the written consent of the Contractor.
18. NON-DISCRIMINATION PROVISION:
Except as provided in §12940 et seq. of the California Government Code, contractor shall not
discriminate against any person because of his/her race, religious creed, color, national origin,
ancestry, physical disability, mental disability, medical condition, marital status, sexual
orientation, or sex nor refuse to hire or employ the person or to refuse to select the person for a
training program leading to employment, or to bar or to discharge the person from employment,
or from a training program leading to employment, or to discriminate against the person in
compensation or in terms, conditions or privileges of employment. The contractor shall insert in
all subcontracts for any work covered by this contract this non-discrimination provision.
19. LOCAL PREFERENCE:
For the purchase of taxable goods, the City provides a five percent (5%) preference wherein the
lowest local bidder which submits a bid within five percent (5%) of the lowest bid has the ability
to match the lowest bid, if such bid is submitted from a non-Redding bidder. To qualify for the
preference, the local bidder must have a valid business license from the City of Redding, and have
a place of business with a physical address located within the jurisdictional limits of the City of
Redding.
20. TERMINATION OF CONTRACT:
The City may, by giving ten (10) calendar days written notice to the Contractor, terminate this
contract prior to the designated completion date FOR DUE CAUSE. Due cause for termination
shall be, but not limited to, the best interests of the City, failure of the product to meet
specifications, and/or for reasons of unsatisfactory service. The City may, upon giving thirty

(30)calendar days written notice to Contractor,terminate the contract with or without cause.Upon
termination or other expiration of the contract, each party will assist the other party in orderly
termination of the contract and the transfer of all assets, tangible and intangible, as may facilitate
the orderly, non-disrupted business continuation of each party.
21. HOLD HARMLESS:
Vendor hereby agrees to protect, defend, indemnify and hold harmless, City, its officers, elected
or appointed officials, employees, agents and volunteers froln and against any and all claims,
damages, losses, expenses,judgments, demands,penalties, fines, defense costs, and consequential
damage and liability of any kind of nature,however caused, arising directly or indirectly out of the
obligations or operations herein undertaken by Vendor, caused in whole or in part by any act or
omission of the Vendor, any subcontractors, any directly or indirectly employed by any of them
or anyone for whose acts any of them may be liable, including but not limited to concurrent active
or passive negligence, except where caused by the active negligence, sole negligence or willful
misconduct of the City. Vendor will conduct a11 defense at its sole cost and expense and City shall
have right to approve or disapprove Vendor's legal counsel. City shall be reimbursed for all costs
and attorney's fees incurred by City in enforcing this obligation. This indemnity shall apply to all
claims and liability regardless of whether any insurance policies are applicable. The policy limits
do not act as a limitation upon the amount of indemni�cation to be provided by Vendor.
22. DEVIATIONS:
If there are any deviations from the specifications set forth herein, the bidder shall note the
deviations in his bid. Failure to note a deviation from the specifications may be grounds for
rejection by the City of that particular bid. Where deviations are noted, the City reserves the right
to accept a bid containing such deviations provided that, in the sole opinion of the City, the
deviation or deviations so noted do not affect the overall capability of the item bid to perform the
function for which it is to be acquired and such deviations result in lesser total cost to the City for
the subject item.
23. GOVERNING LAW AND VENUE:
Any action filed regarding the award of the Bid/Proposal must be filed with the Superior Court of
the County of Shasta, California.
Any subsequent agreement shall be deemed to have been entered into in Redding, California; a11
questions of the validity, interpretation or performance of any of its terms or of any rights or
obligations of the parties to the agreement sha11 be governed by California law; and any action
brought by either party to enforce any of the terms of the agreement shall be filed with the Superior
Court of the County of Shasta, California.
24. DEFAULT BY SUPPLIER:
In case of default by Supplier, the City reserves the right to procure the goods or services from
other sources and to hold the Supplier responsible for any excess costs occasioned to the City
thereby. Supplier must notify the City immediately upon knowing that non-performance or delay
will apply to this order whether as a result of Fo�ce Majeure or not. Supplier shall not be held
accountable for additional costs incurred due to default as a result of FoNce Majeure. When

delay is ascertained Supplier is to submit in writing a Recovery Plan for this order. If the Recovery
Plan is not acceptable to the City or not received within 10 calendar days of the necessary
notification of delay or Force Majeure default, then the City may cancel this order in its entirety
at no cost to the City, owing only for goods and services completed to that point.
25. CITY OF REDDING BUSINESS LICENSE
The awarded Vendor/Contractor may be required to obtain a City of Redding Business License

6.02.020It is unlawful for any person to be engaged in business in the city without having a valid
license fi^om the city to do so, in compliance with any and all regulations contained in this chapter
pe�taining to the business, unZess the person is exeinpt under the p�ovisions of this chapter. No
pe�son who is an employee, o� the direct �epresentative of a licensee, shall be required to pay a
license fee fo�doing any pa�t of the wo�k of the licer�see.
24. INSURANCE (IF REQUIRED)
Contractor shall designate the City of Redding, 777 Cypress Avenue, Redding, CA 96001 as the
Certificate Holder of the insurance. Contractor shall furnish the City with certificates of insurance
and original endorsements effecting the coverages required by this clause. Certificates and
endorsements shall be submitted electronically via the City's approved system for electronic
insurance document management. A link will be provided for the Contractor, or their insurance
agent, to enter and upload documents directly to the City's approved electronic system. The
certificates and endorsements for each insurance policy are to be signed by a person authorized by
the insurer to bind coverage on its behal£ All endorsements are to be received and approved in
the City's approved electronic system by the City's Risk Manager prior to the commencement of
contracted services. The Contractor is to cease performing work if out of compliance with these
requirements. The City may withhold payments to the Contractor if adequate certi�cates of
insurance and required endorsements have not been submitted as described above or provided in
a timely manner.

in favor of City, its elected of�'icials, officers, employees, agents and
volunteers;
4. Garagekeepers Liability, $500,000 for vehicles in the care, custody, and
control of the Contractor/Vendor.
5. Professional Liability (Errors and Omissions) Insurance, appropriate to
Contractor/Vendor's profession, against loss due to error or omission or
malpractice in an amount not less than $1,000,000. To be used for
Professional Services Contracts
6. Course of Construction Insurance providing coverage for all "risks" of loss in
the amount of the completed project value. To be used when items are
stored unprotected and could be damaged and/or trenches and
performing construction related work (digging up of asphalt).
7. Contractor Pollution Liability,in the amount of$1,000,000,to include but not
limited to coverage for bodily injury, property damage and cleanup arising
from pollution conditions created by the contractor or encountered during
work at job site. Coverage must apply to cleanup,damage or injury that occurs
on, or that originates from,the site. To be used when work is being done in
and around waterways (including storm drains) or potential of
hazardous waste spills. Also, whenever hauling hazardous materials.

8. Aircraft Liability: $5,000,000 per occurrence for bodily injury, personal
injury and property damage. Policy is to have a minimum sublimit of
$500,000 per passenger. I�f Commercial Aircraft Liability insurance or
other form with a general aggregate limit is used, the general aggregate
limit shall be equal to the required occurrence limit.
9. On-Hook Coverage insuring vehicles in tow for limits sufficient to cover any
auto physical damage or a combined single limit of one million($1,000,000).
10. Automobile Liability, owned, non-owned and hired, including MCS-90
endorsement for waste spills and cleanup.
11. Commercial Crime Policy in the amount of $1,000,000, appropriate to
vendor's profession, against loss due to theft, robbery, burglary, fraud,
embezzlement, or forgery by employees.
C. Any deductibles or self-insured retentions must be declared to and approved by City.
At the option of the City,either: the insurer shall reduce or eliminate such deductibles
or self-insured retentions as respects the City, its elected officials, officers,
employees, agents and volunteers; or the Contractor/Vendor shall procure a bond

guaranteeing payment of losses and related investigations, claims administration and
defense expenses.
D. The General Liability shall contain or be endorsed to contain the following
provisions:
1. City, its elected officials, officers, employees, and agents are to be covered as
additional insured as respects liability arising out of work or operations
performed by or on behalf of Contractor/Vendor; premises owned, leased or
used by Contractor/Vendor; or automobiles owned,leased,hired or borrowed
by Contractor/Vendor. The coverage shall contain no special limitations on
the scope of protection afforded to City, its elected officials, officers,
employees, agents and volunteers.
2. The insurance coverage of Contractor/Vendor shall be primary insurance as
respects City,its elected officials, officers, employees, agents and volunteers.
Any insurance or self-insurance maintained by City, its elected officials,
officers, employees, agents and volunteers, shall be in excess of
Contractor/Vendor's insurance and shall not contribute with it.
3. Coverage shall state that the insurance of Contractor/Vendor shall apply
separately to each insured against whom claim is made or suit is brought,
except with respect to the limits of the insurer's liability.
4. Each insurance policy required by this Contract shall be endorsed to state that
coverage shall not be canceled except after thirty (30) calendar days' prior
written notice has been given to City. In addition, Contractor/Vendor agrees
that it shall not reduce its coverage or limits on any such policy except after
thirty(30) calendar days' prior written notice has been given to City.
E. Insurance is to be placed with insurers with a current A.M.Best's rating of no less
than A-VII.
F. Contractor/Vendor shall designate the City of Redding as a Certificate Holder of the
insurance. Contractor/Vendor shall furnish City with certificates of insurance and
original endorsements effecting the coverages required by this clause. Certificates
and endorsements shall be furnished to: Risk Management Department, City of
Redding, 777 Cypress Avenue, Redding, CA 96001. The certificates and
endorsements for each insurance policy are to be signed by a person authorized by
the insurer to bind coverage on its behal£ All endorsements are to be received and

G. The requirements as to the types and limits of insurance coverage to be maintained
by Contractor/Vendor as required this Contract, and any approval of said insurance
by City, are not intended to and will not in any manner limit or qualify the liabilities
and obligations otherwise assumed by Contractor/Vendor pursuant to this Contract,
including, without limitation,provisions concerning indemnification.
H. If any policy of insurance required by this Section is a"claims made"policy,pursuant
to Code of Civil Procedure § 342 and Government Code § 945.6, Contractor/Vendor
shall keep said insurance in effect for a period of eighteen (18) months after the
termination of this Contract.
I. If any damage, including death, personal injury or property damage, occurs in
connection with the performance of this Contract, Contractor/Vendor shall
immediately notify City's Risk Manager by telephone at (530) 225-4068. No later
than three(3) calendar days after the event, Contractor/Vendor shall submit a written
report to City's Risk Manager containing the following information, as applicable: 1)
name and address of injured or deceased person(s); 2)name and address of witnesses;
3) name and address of Contractor/Vendor's insurance company; and 4) a detailed
description of the damage and whether any City property was involved.
NOTE: The City of Redding uses an online electronic insurance document management program.
Once you have been awarded a contract with the City of Redding you will receive an email from
the City of Redding's online insurance program requesting you to forward the email to your
insurance provider(s).
Contractor's insurance agent shall furnish the City with certificates of insurance and original
endorsements effecting coverage required by this clause through the City's online electronic
insurance document management program. All endorsements are to be received via the online
program and approved by the Risk Management Department before the project commences.

SUBJECT: 4.5(c)--Authorize the procurement of Primary Underground Electrical Vaults and
Lids on a Per Quote Basis
Recommendation
Authorize the following actions related to the procurement of primary concrete vaults and lids:
(1) Authorize the procurement of primary concrete vaults and lids from Cook Concrete
Products, Inc (Cook) and/or Jensen Precast(Jensen) on a per quote basis;
(2) Authorize the purchase spending limit with Cook and/or Jensen for purchases of primary
vaults and lids for a total not to exceed $600,000 per fiscal year starting in Fiscal Year
2024-25 through the end of Fiscal Year 2025-26; and
(3) Authorize the City Manager, or designee, to approve an additional $150,000 per fiscal
year, if needed, due to unforeseen cost increases resulting from ongoing supply chain
disruptions.
Fiscal Impact
The purchase of primary concrete vaults and lids was included in Redding Electric Utility's
(REU) General System Improvements Fiscal Year 2023-25 Biennial Budget and the
Overhead/LJnderground Infrastructure Replacement Project for the Electric Utility Line
Construction Services. In the five-year plan presented to the City Council (Council), REU
anticipated these projects may be bond-funded. If capital expenses related to these efforts are
projected to exceed the approved budget, staff will return with additional recommendations
related to budgetary adjustments and financing options
Alternative Action
The Council could choose not to authorize purchases from Cook and Jensen on a per quote basis,
and request staff to return to the Council with alternative options.

Background/Analysis
Primary concrete vaults and lids are installed in underground electric cable termination points to
support new development projects and internal reconstruction projects. REU utilizes these vaults
and lids at sectionalizing and operational locations within the system to serve customers as well
as to facilitate construction and enhance function and reliability.
The previous approval to purchase primary concrete vaults and lids on a per auote basis from
Cook ended June 30, 2024. The City of Redding's (City) Purchasing Division solicited new bids
for primary vaults and lids in June 2024 (Bid#5495). The bid advertisement resulted in zero bid
responses due primarily to ongoing fluctuations in material and labor prices
After consultation with the City's Purchasing Officer, staff is seeking the Council's approval to
purchase vaults and lids from Cook and/or Jensen on a per guote basis. Approving the purchase
of vaults and lids from the two different vendors allows REU to evaluate multiple quotes and
purchase the best option based on up-to-date pricing and lead times as the supply chain continues
to stabilize. Both vendors have been approved and utilized in the past and have demonstrative
quality products at competitive prices.
Based on the elevated costs of goods, the number of projects currently in development, and the
work that needs to be performed on REU's aging infrastructure, the anticipated budget for vaults
and lids is a not-to-exceed amount of$600,000 annually.

required.
