Rhoades Construction, Inc., in the amount of $4,372,117.50; (2) Approve an additional $269,675 to cover the cost of administration and inspection fees; (3) Approve $619,000 for project development costs; (4) Approve $437,000 to provide construction contingency funding; and (5) Autharize the City Manager, or designee, to approve additional increases in either the construction management or construction contingency amounts up to a total of$80,000. Fiscal Impact The Caldwell Park Expansion Project (Project) is funded through multiple sources, including. (1) the Proposition 68 Statewide Park Development Program Grant in the amount of$5,230,064; (2) Community Services Department Pacific Gas and Tree Mitigation Funds in the amount of $24,764; (3) Caldwell Parking Lot Reserved Funds in the amount of$6,600; (4) Aquatic Center Improvement Funds totaling $59,672; (5) Public Works Water Utility Funds in the amount of $250,000; (6) Cell Tower Funds, $206,692.50; for a total of $5,777,792.50. This project lev�rages unexpended, prior-year funding to meet the fmancial obligation stated herein. Fu11 project funding is contingent upon approval of administrative carryover requests pursuant to Council Policy 409. Project cost components are estimated, and some shifting of the funds may be necessary to balanee the project within the approved project budget. If the project is not awarded, then the project completion deadline of 2028 wi11 not be met, and the City may be required to refund the State's money that has been received to date. Background/Analysis Attached is a project tabulation of bids received and opened on July 9, 2026. The low bid in the amount of $4,372,117.50 was received from S.T. Rhoades Construction, Inc. of Redding, California. The engineer's estimate was $4,954,845. Total project development costs for this project were estimated to be $619,000. Project development costs include engineering, surveying, right-of-way, environmental, and consultant services. California Proposition 68 - the Drought, Water Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 funds the majority of the Caldwell Park Expansion Project. The project includes improvements to Caldwell Park and an expansion into the City-owned open space area east of Market Street. To date, staff has completed several phases of the project, including planning, environmental review, design, permitting, and bid preparation. In addition, the City completed the design and construction of the skate park expansion (excluding the planned lighting improvements), commissioned and installed a public art piece, and procured exercise equipment for future installation. These efforts have utilized approximately $2.124 million of the original $6.7 million project budget and have positioned the project at its �inal construction phase, which will complete the remaining grant-funded improvements and the 2028 grant deadline. This final phase of project includes asphalt repairs and replacement in select parking lot areas near the Aquatic Center; demolition and replacement of a restroom facility; construction of a bike park and plaza along with associated parking area improvements; lighting for the new skate park, a portion of the Sacramento River Trail and the bike park plaza; as well as installation of �tness equipment, landscaping and other associated improvements. The project addresses some critical maintenance needs for parking lots, restrooms and irrigation. The ongoing maintenance for the bike park is performed through a Memorandum of Understanding with the Redding Trail Alliance. Any remaining tasks will be absorbed into current duties for Parks staff as the reduction of maintenance items and areas balances with the introduction of new areas. Balancing the maintenance burden is accomplished by introducing hardscape to landscaped or natural areas, fixing asphalt and concrete, replacing aged irrigation, and replacing a restroom building, all of which are large contributors to the maintenance needs of Caldwell Park. On November 26, 2019, the Redding Planning Commission approved Use Permit Application UP- 201-01782 and adopted the Mitigated Negative Declaration for the project, thereby satisfying the requirements of CEQA. Project Description The City of Redding Community Services Department is requesting approval of Use Permit Application UP-2019-01782 for the Caldwell Park Expansion Project consisting of two areas: Caldwell Park, west of the Market Street Bridge; and Caldwell Park, east of the Market Street Bridge. Several improvement projects are proposed for the existing improved park area, Caldwell Park west, including expanding the skate park, construction of a wall ball court, installation of shade structures and lighting, replacement of the existing restroom, and installation of public art and trail access necessitating an encroachment in the 100-year floodplain of the Sacramento River. Expansion of Caldwell Park, east of the Market Street Bridge includes construction of a new bike park with expanded parking, shade structure, lighting, and other appurtenant amenities. P�cEL SIZE. Caldwell Park consists of approximately 70 acres in total while the area of th� proposed bike park expansion east of the Market Street Bridge consists of approximately 10 acres. The developed area of Caldwell Park is an existing landscaped park, while Caldwell Park east of the Market Street Bridge is mostly an undeveloped area with vegetation consisting of annual grasses, non-native shrubs, and scattered oak and cottonwood trees. An area of riparian forest habitat occurs on the west end of the area, near the Market Street Bridge, however it will be undisturbed with the project E�sTING LA1v�UsE. Caldwell Park, west of the Market Street Bridge is a developed City park. The area of the proposed bike park expansion is for the most part vacant and undeveloped with the exception of the existing River Trai1 parking lot and rest room facility. GENERAL PLAN DESIGNATION. "Park" and"Greenway." ZoNING DESIGNAT1oN. "PF-FP"Public Facilities with Floodplain Combining District SURROUNDING LAND USES North: Residential uses across Quartz Hill Road from the existing developed Caldwell Park; a mobile home park and Turtle Bay Arboretum adjacent to the bike park expansion. East: Sacramento River Trial and Sundial Bridge. South: Riparian woodland and the Sacramento River. West: Office park and single-family residential neighborhood. Background The proposed Caldwell Park expansion project incl�udes a number of improvements to the existing area of Caldwell Park and installation of a new bike park on the vacant land east of the Market Street Bridge. A Use Permit is required for new park and recreational facilities, such as the new bike park, by the "PF" Public Facilities District zoning of the property. Typical improvements identified in the existing area of Caldwell Park west of the Market Street Bridge would not ordinarily require a discretionary permit; however in this case, the proposed addition of artwork is located within the 100-year floodplain of the Sacramento River necessitating a Use Permit for encroachment into the floodplain. Additionally, due to the scope of the project it was determined that an initial study should be completed for the entire project under the California Environmental Quality Act (CEQA). Therefore the Planning Commission is responsible for certifying the environmental document. The Planning Commission may recall, the property east of the Market Street Bridge proposed for the new bike park was one of the City-owned properties included in this year's Annual General Plan and Zoning Cleanup that was before this body in Apri1 2019 for a recommendation to City Council who then later approved the changes in May 2019. The General Plan was reclassified from "Greenway" to "Park" and the zoning map changed from "RM-6" Residential Multiple Family District to "PF"Public Facilities District in order to facilitate today's request. The property was acquired in 1976 for development of a park along the Sacramento River when offered for sale from the adjoining property owners. Subsequently, the Sacramento River trailhead and parking lot were constructed at the end of what was known as "Traveled Way," providing aecess to Caldwell Park and the Arboretum area by way of the Saeramento River Trail. Therefore, in July 2019, the City Council authorized the Community Services Department to apply for funds for the expansion project under the California Statewide Park Development and Community Revitalization Program grant administered by the California Department of Parks and Recreation. Following the passage of Proposition 68, the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018, the California Statewide Park Development and Community Revitalization Grant Program allotted $254.9 million to create, expand, and renovate parks and recreational opportunities in underserved communities. The Community Services Department identified undeveloped and under-utilized space in and around Caldwell Park as spaces that are well-suited to the priorities of the grant. While the use permit application process allows for property owner notification and public engagement, the grant required a series of at least five public meetings to develop the scope and content for the application. Those meetings were held in partnership with the Redding Parks and Trail Foundation and the Redding Trail Alliance and included a Survey Monkey with approximately 250 responses. The application has also been before the Community Services Advisory Commission who provides oversite for the recreation and park development in the City. The Caldwell Park Expansion Conceptual Site Plan is attached for your review and includes following park improvements: CaL�wEZL Paxx WEST oF Tx�Ma��T STx��T BxI�G�. • Expanding the skate park, installation of a shade structure and lights; • Construction of a wall ball court; • Installation of a shaded outdoor exercise equipment center; � Replacing the existing restroom with a new ADA-compliant restroom; � Installation of a lighted multipurpose athletic court; � Renovation of the existing trail access and event space; � Installation of a paved pathway from the event space to the River Trail; � Installation of a public art piece near the River Trail; � Planting approximately 20 native trees and shrubs. Issues G�N��U PLAN CoNSISTENCY. The proposed park expansion project is clearly consistent with the goals and policies of the Recreation Element of the City's General Plan, including the following: Goal Rl —Recognize the Sacramento River as the backbone of the City's park system. • Policy R1B — Preserve native trees and riparian and other natural vegetation along the Sacramento River by incorporating those features into park design, where feasible. One of the goals of the concept plan is to design around the natural vegetation and existing t�ees as inuch as feasible and a�void any enc�oachment in the a�ea of�ipariar� vegetation. Goal R2 — Preserve and encourage the judicious development of those natural resource areas which have a unique recreation potential. • Policy R2A - Establish park sites and public open space areas along the river and tributary creeks through public and private land purchases, land dedications, easements, and similar mechanisms. � Policy R2B - Promote the use of native plants, particularly valley oaks, where appropriate in park and natural open-space areas. The concept plan incorporates the use of native trees and shrubs. The proposed project is also consistent with the Community Services DepartmenYs 2018-2021 Action Plan. FLoo�wAy ENcxoACHtvI�NT. For the most part the 100-year floodplain of the Sacramento River is confned to the area along the trail and along the River banks,just outside of the formal park area. However there is an area along the trail that is located in the floodplain where a piece of public art is proposed, therefore in accordance with the City's floodplain regulations, it must be demonstrated that the proposed encroachment wi11 not limit the capacity of the floodway or raise the base flood water surface elevation. A flood eneroachment assessment was submitted by Pacific Hydrologic Incorporated and concludes that the potential impact would be immeasurable. Environmental Determination Staff prepared an Initial Study and Mitigated Negative Declaration in accordance with the Cali�ornia Environmental Quality Aet. A notice of availability of the environmental document Report to Redding Planning Commission November22,2019 Re: 4(b)3--Use PermitApplication UP-2019-01782, City of Redding Community Services Department Page 5 was sent to the appropriate public agencies, interested parties, and surrounding property owners for review (documents attached). The environmental document concludes that with application of standard City and agency development standards and regulations (Best Management Practices) and the identified mitigation measures, the project does not have the potential to significantly affect the environment. The public review period for the Mitigated Negative Declaration ended on November 18, 2019. Two letters of comment were received (Central Valley Regional Water Quality Control Board and California Department of Fish and Wildlife). A copy of the letters and response to those comments is attached to the document. BlozoGlcAz REsou�zcEs. A Biological Resource Assessment was prepared by Vestra Resources Inc., for the project site. The assessment found that the project area may be suitable habitat for special-status wildlife species (Silver-Haired Bat). The assessment also addressed the potential for presence of migratory birds. Mitigation measures were included in the Mitigated Negative Declaration and project conditions of approval allowing tree removal only outside of the main breeding/nesting seasons for migratory birds and bats, unless their absence is confirmed by a qualified biologist. The study also identified two sensitive habitat types in the project area: Valley Oak Woodland and Valley Foothill Riparian /Great Valley Cottonwood Riparian, however, best management practices include high visibility fencing and flagging along the edges of the work zone to prevent encroachment in the riparian area. Public Comment Staff has not received any public comments on the expansion project as a result of notification of the Planning Commission hearing. Project Conditions The draft conditions of approval for this project are attached. Required Findings Certain �ndings must be in evidence to support approval of the Mitigated Negative Declaration under CEQA and approval of the use permit. The findings are provided as an attachment to this report. Planning Commission AuthoNity The Planning Commission has the authority to approve the Mitigated Negative Declaration and approve, conditionally approve, or disapprove an application for a use permit under Section 18.14.060 of the Zoning Ordinance. Alterna�ives The following alternatives are offered for consideration: 1. Adopt the Mitigated Negative Declaration and approve Use Permit Application UP-2019- 01782, subject to the recommended conditions of approval. Conclusion The proposed grant funding would a11ow for a number of improvements to the existing Caldwell Park and allows for the expansion of the boundaries to include an under-utilized lot to the east of the Market Street Bridge for which there has been tremendous community support. The project is consistent with the City's General Plan policies and the Community Services Department's 2018-2021 Action Plan. The Community Services Department is providing funding of $15,000 for studies reguired to complete the California Environmental Quality Act (CEQA) documentation and filing fees which must be submitted prior to grant award. Funding from the Parks Development Fund will be utilized for the study. If awarded the grant, the combination of park renovation and improvement of features will generate additional maintenance costs. Staff is negotiating a Memorandum of Understanding with the Redding Trail Alliance to perform long-term maintenance and operations of the bike park to offset the costs. In addition, the Parks Division will assist with garbage collection, tree care, and irrigation system maintenance for the bike park. Alternative Action The City Council could decline to apply for the funds under this grant opportunity or provide staff with alternative direction. The Cominunity Services Department (Department) identified undeveloped and under-utilized space in and around Caldwell Park and Lake Redding Park as spaces that are well-suited to the priorities of this grant. The grant application deadline is August 5, 2019, and the application requires a minimum of five public meetings to develop the scope and content for the application as well as determine project details and the associated community narrative. In partnership with the Redding Parks and Trails Foundation and the Redding Trail Alliance, the Department will have held five public workshops, with the last one occurring on Friday, July 12, 2019, to establish priorities for the project. The proposed grant funding would allow for the expansion of the boundaries of Caldwell Park to include an under-utilized lot to the east which is directly across Market Street and adjacent to a mobile home park. This area is currently host to a River Trail parking lot and restroom. Following the completion of the Caldwell J�unior Bike Park in 2017, the community heavily supported the development of a destination bike park concept. The public meetings indicated that the community's support of the bike park continues to grow. The City's grant application wi11 include the construction of the bike park and expansion of the skate park as projects. Additional proposed recreation concepts include an outdoor fitness area, multi-purpose court space, and a climbing and bouldering station. Support amenities and revitalizations include parking improvement and expansion, trail repairs, trail lighting, and shade structures. Overall, staff believes the project will increase utilization of the park, revitalize aging infrastructure, and activate currently undeveloped and under-utilized City-owned property. The proposed project is consistent with the Department's 2018-2021 Action Plan. Recommendation Approve and authorize the following actions relative to the Caldwell Park Expansion Project funded by a Proposition 68 Statewide Park Development Program grant: (1) Approve the changes to the grant scope; and (2) Authorize th� City Manager, or designee, to submit the proposed change to the State for approval and to amend the grant agreement, and execute all documents necessary to change the grant's scope. Fiscal Impact The Caldwell Park Expansion Project is funded by a Proposition 68 Statewide Park Development Program grant. To date, the City of Redding (City) has expended$2.2 million of the $6.7 million grant award. The City is required to complete the fu11 project scope by 2028. Should the City not complete the project scope or reach an agreement for a reduced project scope by 2028, the State may require the City to refund any previously reimbursed expenses. Changing the scope will not impact the General Fund. AZteNnative Action The City Council could decline to authorize staff to change the scope of the project, or provide staff with alternate direction. Backgt�ound/Analysis The City benefitted tremendously from the passage of California Proposition 68 - the Drought, Water Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018. In 2019, staff successfully applied for the Caldwell Park Expansion Project. The grant project proposal included improvements to the existing Caldwell Park and an expansion into the City-owned open space area east of Market Straet. The following features make up the original scope of the grant: Report to Redding City Council October 1 D,2023 Re: 9.6(b)--Approve Scope Change for the Catdwell Park Expansion Project Page 2 • Reconstructed/recon�gured Aquatic Center parking area; • Redding Bike Park; • Skate Park addition with lighting; • Shade structures; • Exercise equipment; • Multipurpose court area; • Wall-ball court; • Sacramento River Trail lighting and Caldwell walking path improvements; • Public art; • Replace existing restroom with new prefabricated restroom building; and • Bouldering/climbing area. To date, staff has completed the overall project design documents, the design and construction of the skate park addition (without lighting), commissioned the public art sculpture, and purchased th� exercisa equipment. Portions of the bike park are actively und�r construction by the Redding Trail Alliance as a volunteer project. These project components have expended $2.2 million of th� original $6.7 million budget. Between the grant award data in May 2020 and today, inflation, labor shortages, and supply chain issues vastly diminished the purchasing power of the grant. Recognizing this issue, the State is providing contract extensions through 2028 to allow grante�s to find additional funding or modify their projects to suit the awards. To continue the project`s forward momentum and reduce the compounding effect of continual inflation, staff is r�questing to formally reduce the project's scope and align it with the remaining $4.5 million budget. Staff selected the feat�ures highlighted as the most important by the community during the project's public �ngagement process and the elements crucial to long-term planning and development efforts. The revised scope eliminates: � Aquatic Center parking lot re-construction; � Wall-ball and multipurpose courts; � Multiple shade structures; � Landscape areas; and � Major modifications to the acc�ss road on the eastern edge of Caldwell Parl�. The proposed new scope includes: • Redding Bike Park; • Small portions of reconstructed parking areas; • Skate park lighting; • Exercise equipment; • Sacramento River Trail lighting; • Public art; • Replace existing restroom with new prefabricated restroom building; and • Bouldering/climbing area. To avoid further impacts to the project, staff used strategies to reduce project costs and maxiinize th� effectiveness of available grant funding. These include: Report to Redding City Council October 1 D,2023 Re: 9.6(b)--Approve Scope Change for the Catdwell Park Expansion Project Page 3 • Partnening with the Redding Trail Alliance to build the asphalt pump track, jump line, and skills trail at the bike park, an estimated $600,000 project savings; • Partnering with the Redding Trail Alliance to form a sponsorship program for bike park features; • Partnering with the Redding Parks and Trails Foundation to raise construction funds through their annual Vine and Dine event; • The City's Water Utility is contributing approximately $250,000 towards the construction of the Redding Bike Park parking lot to of�set the impacts of the planned on-site collector well project; • Since 2020, contractor donations and partnerships with City utility projects have provided import fi11 material for the bike park. Over 4,000 cubic yards of donated fill saved the project approximately$200,000; and • Staff applied far and obtained a $25,000 grant to subsidize the cost of the exercise equipment. Staff discussed a potential scope change with the grant agency. If the City Council approves the change an official scope change request will be sent to the grant agency. The Community Services Advisory Council (CSAC) considered the scope change on September 20, 2023. CSAC members unanimously votad to recommend the City Council approve the scop� changes. EnviNonmental Review On November 26, 2019, the Planning Commission approved Use Permit UP-2019-01782 for the Caldwell Park Expansion Project. Staff filed a California Environmental Quality Act (CEQA) exemption for the project on February 3, 2020, thereby satisfying the requirements of §15074 CEQA Guidelines.
