SUBJECT: 4.11(d)--Authorize the Purchase of a Hydro-Cleaner for the Wastewater
Collections Division
Recommendation
Authorize and approve the following relative to the purchase of a Hydro-Cleaner for the Public
Works Wastewater Collection Division:
(1) A�uthorize the purchase of a 2027 Kenworth T480 cab and chassis using Sourcewell
contract pricing from Pape Kenworth, equipped with a Sewer Equipment of America 1"
Hydro-Cleaner using Sourcewell contract pricing from UROCK Utility Equipment Inc.,
with a net delivered cost of$403,483.49, including all applicable taxes and fees; and
(2) Authorize the City Manager, or designee, to approve future pricing adjustments, terms,
and policy changes as needed up to an additional $15,000.00 for the purchase of the truck
mounted hydro cleaner vehicle.
Fiscal Impact
Sufficient funds are available in the Wastewater Utility rolling stock account for the proposed
purchase of the truck mounted 1" Hydro-Cleaner totaling $403,483.49. This is a planned and
budgeted rolling stock replacement.
Alternative Action
The City Council may choose not to authorize the purchase, which wi11 lead to continuing to
operate the existing unit at a higher maintenance cost and reduced reliability, or offer alternative
direction to staf�
Background/Analysis
City Wastewater Collection staff maintains approximately 435 miles of sanitary sewer pipes. The
nature of the maintenance includes the continual cleaning of sewer pipes to help prevent
bloekages and subsequent Sanitary Sewer Overflows (SSOs). The Wastewater utility eurrently
operates a 2015 Pipe Hunter 1" Hydro-Cleaner Mounted on a 2016 Freightliner Cab & Chassis
whieh is seheduled for replacement due to age and serviceability.

This unit was purchased for $225,089 in 2015 and since then has accumulated 10,141 hours of
operation or 354,935 miles, when converted to miles with a standard conversion rate of 1 hour
equaling 35 iniles. Additionally, $140,000 in maintenance and repair expenses have been spent
on this unit. Fleet has assigned this vehicle the highest priority of replacement with an
assessment score of 15/15.
This unit is used for safe maintenance of all diameters of sewer pipes and is the most critical
equipment used in emergency response efforts. Most sewer main blockages can be relieved
safely and e�ficiently with this unit which assists in the reduction of SSO's.
The replacement equipment is manufactured by Sewer Equipment of America and is distributed
by UROCK Utility Equipment Inc. under a Sourcewell competitive bid contract, as the sole
source vendor for the western United States. The Kenworth cab and chassis will also be
purchased under a Sourcewell competitive bid contract through Pape Kenworth in Anderson,
California, with UROCK Utility Equipment Inc. installing the 1" Hydro-Cleaner body on the
Kenworth chassis.
The purchase of the replacement piece of equipment will be procured by previously
competitively bid Sourcewell cooperative contracts. In addition to being an industry standard,
yielding significant cost savings via reduced equipment prices, utilization of the Sourcewell
contracts also saves a significant amount of staff time by avoiding single solicitations for
equipment and vehicle replacement. The City also receives signi�cant price discounts d�ue to the
economies of scale realized through the volume purchases on a multi-agency cooperative
contracts.
