Fiscal Impact This agreement will provide additional funding for the current School Resource Officers (SRO) assigned with the Shasta Union High School District (SUHSD). In the last fiscal year (2025- 2026), the SUHSD agreement with the Redding Police Department (RPD) provided funding for two officers in the amount of$324,972. RPD covered the cost of one additional SRO at a cost of $162,486. Going forward, the SUHSD has agreed to fund all three positions at a cost of $487,458. This will offset General Rund expenditures and create savings for the City of Redding. Alterna�ive Action City Council could choose not to enter into the agreement and provide staff with alternative direction. This would reduce the funding RPD receives for SROs. Background/Analysis RPD has six different SROs that are assigned to different schools throughout the City. These positions are currently assigned to the Redding Elementary School District, Enterprise Elementary School District, Shasta Community College, and Shasta Union High School District. Due to loss of grant funding, one officer was eliminated in the 2002-03 school year and was reinstated by RPD in the 2004-OS school year, at no cost to the SUHSD. SUHSD approached RPD in 2025 asking to fund an additional SRO for the Foothill High School Campus, bringing the total SROs for the SUHSD to three. In anticipation of SUHSD covering the cost of two officers for nine months, the fiscal year 2026- 2027, the RPD budget included $337,970. This included a 4-percent increase ($13,070) over fiscal year 2025-26 to cover annual step increases. The final agreement for fiscal year 2026-27 totals $487,458, which is designed to cover the cost of three officers for nine months. The recognition of revenue in the amount of $149,490 is the $487,458 less current budget of $337,970. In 2026, SUHSD agreed to fund the cost for all three officers for the nine months of the year that they are committed to the district. EnviNonmental Review Accepting the agreement is not a project as defined by the California Environmental Quality Act, therefore, no further action is required at this time.
