SUBJECT: 4.6(a)--Ratify Submitted Application for the U.S. Consumer Prod�uct Safety
Commission's Pool Safel Grant Program
Recommendation
Authorize and approve the following:
(1) Approve and ratify the City of Redding as an applicant for up to $107,500.00 from the
U,S. Consumer Product Safety Commission's Pool Safely Grant Program; and
(2) Authorize the Director of Community Services and Airports, or designee, to execute all
documents necessary to apply for the grant.
Fiscal Impact
The grant application requests up to $107,500.00 for the Redding Aquatic Center (RAC) from
the U.S. Consumer Product Safety Commission (CPSC) through the Poo1 Safely Grant Program
(PSGP) for the 2026-2027 and 2027-2028 aquatic seasons to enhance existing programs.
The proposed grant application budget provides an opportunity to reduce the General Fund
expenditures by funding activities and administrative costs that are currently supported with City
of Redding resources. Funds, if awarded, would be a $76,500 positive impact to the General
Fund in the form of staff time and overhead to cover the following:
• Preseason lifeguard training and instructor certification, reducing the General Fund
contribution toward staff development.
� Water safety educational materials and printing, expenses that are currently funded
through the General Fund and provided for through the Communications, Media, and
Public Relations and the Recreation Division marketing efforts.
� Reimburse allowable indirect costs, helping recover administrative and overhead
expenses assoeiated with managing the program.
� Offset a portion of front desk and administrative support needed for participant
registration, customer service, and program coordination.

The remaining $31,000 of grant funds would provide funding to expand the pool safety program
campaign and related expenses.
No matching funds are required for the program.
Alternative Action
The City Council (Council) could decline to apply for the funds under this grant opportunity or
provide staff with alternate direction.
Background/Analysis
Under the Virginia Graeme Baker Pool and Spa Safety Act, the U.S. CPSC is accepting
applications for the PSGP. This program aims to prevent drowning and drain entrapments of
children in pools and spas by providing funding to state and local governments.
With nearly twice the national average for drowning incidents, Shasta County faces a unique
combination of geographic, recreational, and demographic factors that make water safety
education and drowning prevention a critical public health priority. Drowning remains one of the
leading causes of unintentional injury-related death for young children, and most incidents are
preventable through a combination of swim skills, active supervision, barriers, and public
education. As the largest provider of aquatic programming in the North State and a regional hub
serving Shasta County and surrounding rural communities, the RAC is uniquely positioned to
address these challenges by expanding access to water competency instruction, training aquatic
professionals, and delivering evidence-based drowning prevention education. Investing in
comprehensive water safety initiatives will help reduce preventable aquatic injuries, strengthen
community awareness, and equip children and families with the knowledge and skills needed to
be safe in, on, and around the water.
Due to the gap between Council meetings and the July 13 grant due date, staff was unable to
obtain authorization to apply and now seeks to ratify the application. If awarded, these grant
funds will be utilized through educating children, families, aquatic professionals, and community
members about drowning and entrapment prevention, safe aquatic practices, and the importance
of developing lifelong water competency thereby meeting the goals of the PSGP.
Environmental Review
This is not a project defined under the California Environmental Quality Act, and no further
action is required.
