Fiscal Impact The purchase of fiberglass crossarms is included in Redding Electric Utility's (REU) General System Improvements Fiscal Year 2025-27 Biennial Budget. These costs include the annual recurring expenditures for installing infrastructure required to maintain reliable electric service. In the five-year plan presented to the City Council (Council) in June 2025, this and other General System Improvements, were anticipated to be funded by bond proceeds. If related capital costs exceed the approved budget, staff will return to Council with recomm�nded budget adjustments. Alternatzve Action Council may reject staffs recommendation and provide alternative direction. Background/Analysis Report to Redding City Council July 8, 2026 Re: 4.5(a)--Award of Bid Schedule No. 5700 -Fiberglass Crossarms Page 2 The Redding Electric Utility (REU) maintains a comprehensive inventory of electric system components to support ongoing operations, system reliability, and infrastructure replacement projects. Fiberglass crossarms are critical structural components used in the construction, maintenance, and repair of overhead distribution �acilities. REU consumes approximately 650 crossarms annually across eight stock configurations, supporting residential and commercial development, emergency repairs, and planned capital improvement projects throughout REU's service territory. There is not currently a supply contract for these materials, requiring staff to solicit new competitive bids to ensure continued availability of compliant, high-quality components. Maintaining reliable access to fiberglass crossarms is essential to prevent construction delays, reduce outage duration, and support regulatory compliance for electric system operations under CPUC General Order 95. On June 10, 2026, staff opened bids for Bid Schedule No. 5'700. Four bids were received and evaluated on the basis of bid responsiveness, technical specification compliance, and evaluated unit pricing. The lowest evaluated bid, submitted by Elite Textile Trading LLC at $116,566.54, was determined to be non-responsive due to material technical deficiencies. The second-lowest evaluated bid was submitted by Anixter at $209,673.75 annually, proposing MacLean Power Systems (MPS) fiberglass crossarms as an alternate manufacturer. Engineering review confirmed the MPS product line meets or exceeds all load rating and material requirements. Awarding this bid ensures price stability, maintains warehouse inventory levels, and supports uninterrupted electric utility operations. MacLean Power Systems manufactures at Newberry, South Carolina, providing domestic supply chain stability. The recommended contingency authority provides flexibility to address potential tariff adjustments, freight increases, or unforeseen operational demands during the contract term. Environmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required.
