Fiscal Impact The Stillwater Wastewater Treatment Plant (WWTP) Secondary Clarifiers 1 & 2 Rehabilitation. (Project) is being funded by the Wastewater Utility Division. The Wastewater Utility has sufficient Fiscal Year 2026-27 budget for this project and its funding will not impact other activities or projects. Project cost components are estimated, and some shifting of the funds may be necessar to balance the ro'ect within the a roved bud et. Without this project, there is an increased potential for higher maintenance costs, decreased reliability, and an increased risk of equipment failures and sanitary sewer overflows at the Stillwater WWTP. Background/Analysis The City of Redding's (City) wastewater system includes two wastewater treatment plants, 20 lift stations, and appro�mately 435 miles of public sewer pipeline ranging from 6 to 54 inches in diameter. The City's Stillwater WWTP treats wastewater from the Stillwater Basin, which includes the portion of the City east of the Sacramento River. Approximately one-third of the City's population resides within the Stillwater WWTP service area. The Stillwater WWTP was constructed in 1991. The Secondary Clarifiers 1 & 2 have been in service since that time and are now in need of rehabilitation. The mechanical equipment in the clari�ers has reached the end of its service life, and the grout floors in the clarifiers have separated from the concrete foundation in several areas and are beginning to crack. The Project will replace all of the mechanical equipment in Secondary Clarifiers 1 & 2, and remove and replace the grout floors in the clarifiers. Attached is a tabulation of bids received and opened on June 18, 2026, for construction of the project. The low bid in the amount of$2,590,000 was received from RTA Construction, Inc., of Redding, California. The engineer's estimate was $2,908,502. Total project development costs are estimated at $45,000 and include engineering, surveying, right-of-way, environmental, and consultant services. Envir�onmental Review Staff has determined that the project is categorically exempt from environmental review under California Environmental Quality Act G�uidelines, pursuant to Sections 15301 - Existing Facilities. Class 1 exemptions include the operation,repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The project is a regular maintenance item and does not involve change or expansion of use. The project has no potential to have a significant effect on the environment.
