SUBJECT: 4.11(b)--Accept Grant Funds from the State of California Department of
Transportation and Ado t Bud et Resolution Appropriating Funds
Recommendation
Authorize and approve the following actions regarding the Highway Bridge Program (HBP)
grant funding from the State of California, Department of Transportation:
(1) Accept additional $585,730 awarded to the City of Redding for the Canyon Road Bridge
over ACID Canal Project; and
(2) Adopt Resolution approving and adopting the 45th Amendment to City Budget
Resolution No. 2025-049 appropriating a total of$585,730 of HBP Funds for the Project.
Fiscal Impact
An additional $585,730 in Highway Bridge Program (HBP) grant funds have been allocated to
the City of Redding (City) for the Canyon Road Bridge over ACID Canal Project (Project) in
order to complete design, advertise, and construct the Project.
The total project cost estimate is currently $5,410,920 with a current budget authorization
totaling $2,124,120 ($1,827,951 HBP and$296,169 Traffic Impact Fee) including approximately
$930,000 specifically for project development costs (preliminary engineering, environmental and
right-of-way) and the remainder for construction costs.
Staff proposes to increase the Traffic Impact Fee (TIR) funding on the project by $230,000 using
TIF funds available in the Fiscal Year (FY) 2026-2'7 budg�t and add $2,371,070 Streets funding
using Streets Capital budget available in FY 2026-27. The Streets funding is sourced from the
City's annual Gas Tax allocations and, pending additional HBP funds from State of California,
Department of Transportation (Caltrans), is not anticipated to impact available funding for future
FY 2026-2'7 S�reets projects.
The Water Department intends to commit $100,000 of FY 2025-26 Water Capital funding
toward additional water main work (project # WAADM23051) whieh will take place
concurrently.

Therefore, total proposed funding will be $2,413,680 HBP funds, $526,170 TIF, $100,000 Water
Capital funds, and $2,371,070 of Streets funding to fully fund the project at award.
A fmal grant-eligible cost share calculation from Caltrans after bids are received could see up to
an 88.53 percent reduction in the Streets funding required to construct the project. Until those
additional funds becoine available, Streets will cover the costs above the estimate. When
additional HBP funds are allocated to the project, the Streets funds will be exchanged
administratively. The HBP funds being budgeted at this time are currently authorized funds that
were not previously budgeted.
Alternative Action
The City Council (Council) may choose not to accept the additional grant funding. In this case,
the City would forfeit $585,730 in grant funding for the project and additional City funds would
need to be identified in order to complete the project. Alternatively, the Council could choose not
to proceed with the project and the City would need to reimburse the State of California for costs
incurred to date.
Background/Analysis
The Canyon Road Bridge was constructed in 1970 and is also currently designated as
"functionally obsolete,"per Caltrans Bridge Inspection Reports. The project will replace the
existing 28-foot-wide, two-lane bridge with a 54-foot-wide bridge that incl�udes two 12-foot
lanes with eight-foot shoulders and seven-foot-wide Type 26 sidewalk barriers on each side
meeting American Association of State Highway and Transportation Officials
requirements.
Envir�onmental Review
This action, accepting additional grant funding, is not a project as defined by the California
Environmental Quality Act, and no further action is reguired.
