WHE AS, Government {Gov.) Code secti�n 21221{h) of the Public Employees' R.etilement
Law permits the governing body to appoint a CaIPERS retiree to a vacant positian rec�uiring
specialized skills during recruitrnent for a �ermanent appointment, and prt�vides that such
appointment will not subject the retired pers�n to reinstatement from retirement or loss of benefits
st� lang as it is a single apperintment that dc�es nc�t exceed 960'hours in a fiscal year; and
WHE AS, the Redding City Council desires to appoint Robert Schreeder as an interiln
appointment retired annuitant to the vacant positiQn of Chief of I'olice for the City of Redding
under Gov. Code sectic�n 21221(h), �ffective September 22, 2026;and
WHE AS, the City C�uncil, the City of Redding and l�:c�bert achreeder certify that
Robert Schreeder has not and will not receive a Crc�lden Handshake or any other retirernent-related
incentive; and
WI3E AS, an appc�intment under Gov. Cr�de sectian 2 i 221{hj requires the retiree is appointed
into the interim appointment d�ring recruitment fc�r a permanent appaintment; and
�'�IE AS,the governing body has authorized the search for a permanent appointment on April
14, 2026; ancl
WHE AS,this Gov. Code section 212�1(h}ap�nintment shall only be made onc� and
thereft�re wi11 end upan the appointment of the perrnanent incurnbent but no later thar�July 1,
2027; and
WHE AS, the entire employment a�reement, contract or appaintment documeni between
Rcabert Schreeder and the City �f Redding has been revi�wed by this bc�dy and is attach�d herein;
and
WFIE AS, the c�mpensation paid to retirees cannat be less than the minimum nor exceed the
maxirnum monthly base salary paid to c�ther em�loyees perfc�rming comparable duties,divided by
173.333 tc� equal the hourly rate;and
WH� AS, the maximum base salary for this position is $24, 04t},00 and the hourly equivalent
is $138.69; the minimurn bas� salary for this position is $24,044.Of1 and the hc�urly equivalent is
$106.68;and
W AS,the haurly rate paid to Robert 5chreeder wi11 be $13$.69;and
WHE AS, Robert Schreeder has not and will not rec�eive any t�ther benefit, incentive,
campensation in lieu of benefit or ather form of carnpensatiran in additian tc� this hourly pay rat�;
TI�EREFQ , BE IT S{�L�ED T�IAT the City Council hereby certifies the nature c�f the
empl€�yment of'Robert Sch�teeder as describ�d herein and detailed in the attached emplayment
agreement/contract/apporntment document and that this appt�intment is n�cessary ta fi11 the
critically needed position �f Chief of Folice fQr the City c�f Redding by September 22, 20�6
because a�paintment of an Interim Chief of Police is necessary to ensure cc�ntinuity of le�dership,
maintain effective departrnent c�peratior�s, preserve public safety services, support c�ngoing
strategic initiatives; and pravide sufficient time for the City to conduct a eomprehensive
recruitment anci selection pr�cess ft�r a permanent Police Chief.
