WHE AS, Government (Gov.) Code section 21221(g) of the 1'ublie Employees' Retirement
Law permit�tl�� governing b�dy to appoint a CaIPERS retiree to temporaril� fill a position for an
employee on a leave trf absence; and
WHE AS, t�e Redding City Council desires to appaint Rc�bert 5chreeder as an interim
appointment retired annuitant to the position of�hief of Palice for the City ofRedding under Gov,
C�de sectit�n 21221(g)> effective August�, 2�26 to September 22,2fl26, and
WHE AS, the City Council, the Cit�r of Redding and Robert Schreeder certify that Roberk
Schreeder has not and will not receiv� � Golden Handshake or any ather retirement-related
incentive; and
W�3[E r�S�the pc�sition is available because of a leave of absence granted ta a person on payroll
status begi�ning July l, 2026 fo�a p�ric�d nc�t to exceed c�ne year; and
WHE AS,the Chief of Foli�e positian requires speciarized skills,and Rabert Schreeder has the
specialized skiils required for the positi€�n; and
WI-�E A�, this Guv. Code section 21221(g) appointment sh�ll be terminated at the end of the
leave o�absence and is not to exceed one year; and
E AS, the enti�e employrnent agreement, contract c�r appointment docurnent between
Rc�bert Schr�eder and the City c�f 12eddin� has been reviewed b� this body and is attached herein;
and
WHE A�, the compensation paid to retirees carinot be less than t�e minimurn nor exeeed the
maximurn monthly base salary paid to other employees performing comparable duties, divided by
173.333 to equal th�hourly rate; and
WHE AS, the maximum base salal�y for this position is $24,040.d� and the hourly equivalent
is $138.69; the minimum base salary for this positifln is $24;440.0`4 and the hourly equivalent is
$1�6.�8; and
WHEI�EAS, the hourly rate paid to Rob�rt Schreeder wi1l be $138.69; and
�NHE AS, Robert Schreeder has not and will not reeeive any other benefit, incentive,
compensation in lieu of benefit or other form of compensation in additi�n to this hourl� pay rate;
and
THE F't7► , �� IT �CD��'EI) THAT the City C�uncil hereby certifies the nature of the
emplc�yment of Robert Schreeder as described herein and detailed in the attached employment
a�reement/contractlappc�intment document and that this appointment is necessary ta fill the
critically needed position of Chief of Police for the �ity of Redding by August 3, 2426, because
appoin#ment of ar�Interirn Chief of Police is necessaiy to ensure continuity c�f leadership,znaintain
effective department operations, preserve public safety services, suppc�rt ongcring strategic
initiativ�s;and provide sufficient oversight during th�leave�f absence c�f the perrnanent emplcayee.
I HE B�' CERTIFY that the foregoing Resolutian was �ntroduced and adopted at a regular
meeting of the City Council of the�ity of Redding on the 21 st day af July 2026,by the following
vote.
