Recommendation
Conduct a Public Hearing and, upon conclusion, authorize and approve the following actions
relative to the City of Redding (City) 2026 Water Shortage Contingency Plan:
(1) Adopt Resolution to adopt the City 2026 Water Shortage Contingency Plan, pursuant to
California Water Code section 10632;
(2) Direct staff to file the City 2026 Water Shortage Contingency Plan with the California
Department of Water Resources and the California State Library within 30 days of
adoption;
(3) Direct staff to make the final City 2026 Water Shortage Contingency P1an available for
public review within 30 days after filing a copy with the California Department of Water
Resources;
(4) Direct staff to submit the fmal City 2026 Water Shortage Contingency Plan in electronic
format to Shasta County, City of Anderson, City of Shasta Lake, Bella Vista Water
District, Clear Creek Community Services District, Centerville Community Services
District, Shasta Community Services District and Anderson-Cottonwood Irrigation
District within 30 days of adoption; and
(5) Find that this activity is exempt from environmental review under the California
Environmental Quality Act Guidelines, pursuant to Section 15061(b)(3) — Common
Sense Exemption.
Fiscal Impact
The Water Utility anticipated the ongoing and proposed implementation of th�Best Management
Practices detailed in the Water Shortage Contingency Plan and has budgeted aeeordingly. No
additional costs will be incurred through the next budget cycle.

Alternative Action
The City Council (Council) could choose not to approve the resolution amending the Water
Shortage Contingency Plan, by doing this City of Redding (City) would be out of compliance
with state requirements and ineligible for loans or grant funding until the plan was brought into
compliance.
Background/Analysis
In response to the severe drought of 2012-16, Water Code section 10632 was adopted and now
mandates creation of a Water Shortage Contingency Plan ("WSCP") mandate, thereby replacing
the water shortage contingency analysis under prior law. The City adopted Ordinance No. 2639,
on July 20, 2021, which amended Chapter 14.09 (WATER SHORTAGE CONTIGENCY
PLAN) of the Redding Municipal Code and has now prepared a Water Shortage Contingency
Plan to allow 1oca1 officials and its customers to better understand the risks of water supply
shortages and to better plan for the City's resilience through water shortage conditions. The
WSCP is a requirement of the 2025 Urban Water Management Plan which includes information
through calendar year 2025 and is due in 2026. For consistency it is named the 2026 WSCP.
The Water Utility has complied with the provisions of section 10632 of the California Water
Code by preparing the Water Shortage Contingency Plan. A draft plan was available on the
Water Utility's website and notification sent to numerous agencies, districts, private entities, and
public entities in accordance with requirements mandated by the Department of Water
Resources. The amended plan addresses conservation requirements and will enable the City to
remain eligible for state grants and loans.
Staff has developed the plan in accordance with state requirements and guidelines and hereby
submits this plan for the Council's consideration.
Environmental Review
Staff has reviewed the activity and determined that it is exempt from environmental review under
the California Environmental Quality Act (CEQA) Guidelines,pursuant to Section 15061(b)(3)—
Common Sense Exemption. CEQA applies only to actions that have the potential to have a
significant effect on the environment. The updated plan includes water conservation measures
that would be implemented in stages correlating to potential future water shortage levels.
Implementation of the water conservation measures would protect critical water resources and
would be subject to review under CEQA prior to application. It can be seen with certainty that
there is no possibility that the activity may have a significant effect on the environment;
therefore, the activity is not subject to CEQA.

RESOLUTION NO. 2026-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ADOPTING THE CITY OF REDDING 2026 WATER SHORTAGE
CONTINGENCY PLAN
WHEREAS, in response to the severe drought of 2012-2016, Water Code section 10632 was
adopted and now mandates creation of a Water Shortage Contingency Plan ("WSCP") mandate
thereby replacing water shortage contingency analysis under prior law; and requires updating the
plan with the Urban Water Management Plan every five years; and
WHEREAS, WSCP strengthen local drought resilience through improved planning and annual
assessments; and
WHEREAS, the new planning and assessment methods set forth in WSCP allows local officials
and their customers to understand the risks of water supply shortages from longer and more severe
droughts and will improve the information sent to both customers and the State during drought
conditions; and
WHEREAS, better planning and information wi11 make communities more resilient and will
reduce costs and impacts on customers in the wake of more frequent and severe drought conditions
under climate change; and
WHEREAS, the City of Redding adopted Ordinance No. 2639, which amended Chapter 14.09
(WATER SHORTAGE CONTIGENCY PLAN) of the Redding Municipal Code; and
WHEREAS, the City has prepared a 2026 Water Shortage Contingency Plan and completed all
reguired coordination and legal notices, including publication in the Record Searchlight on June
2, 2026 and June 9, 2026, pursuant to Water Code section 10642 and Government Code section
6066,posting on the City's website, and posting at public locations throughout the City; and
WHEREAS,on June 16,2026,the City Council conducted a duly noticed public hearing to obtain
public testimony;
NOW THEREFORE,BE IT RESOLVED, that the City Council of the City of Redding hereby:
1. Determines that adoption of the 2026 Water Shortage Contingency Plan is exempt from the
California Environmental Quality Act (CEQA) pursuant to the "common sense" exemption
(14 CCR 15061(b)(3)), as implementation of the Water Shortage Response Actions would not
impact environmental resources and would instead protect critical water resources.
2. Pursuant to Water Code section 10632, adopts the 2026 Water Shortage Contingency Plan.
3. Directs staff to file the 2026 Water Shortage Contingency Plan available with the California
Department of Water Resources and the California State Library within thirty (30) days of
adoption;
4. Directs staff to make the fnal Water Shortage Contingency Plan available for public review
within thirty(30) days after filing a copy with the California Department of Water Resources;
5. Directs staff to submit the fina12026 Water Shortage Contingency Plan in electronic format to
Shasta County within thirty(30) days of adoption.

NOTICE IS HEREBY GIVEN that at a regular meeting of the Redding City Council of Tuesday, June
16,2026,at 6:00 p.m.,in the City Council Chambers,located at 777 Cypress Avenue,Redding,California,
the City Council of the City of Redding will hold public hearings for the purpose of adopting the Water
Shortage Contingency Plan(WSCP)and the 2025 Urban Water Management Plan(UWMP).
California state law requires each urban water supplier to prepare and adopt a Water Shortage Contingency
Plan. The WSCP documents the CiLy's plans to respond to a potential future water shortage.
California state law requires each urban water suppiier to prepare and adopt an Urban Water Management
P1an every five years, which must also include an independently adopted WSCP. The UWMP documents
the Agency's pians to ensure adequate water supplies to meet existing and future deinands for water under
a range of water supply conditions,including water shortages.
Summaries of the WSCP and UWMP will be presented at the public hearing.

The City of Redding (City) Water Shortage Contingency Plan (WSCP) details the stages of action to
be undertaken during a reduction in available water supply, either due to reductions in the City's
available water supply during drought years, or due to catastrophic interruption due to flooding, major
fire emergencies, earthquake, regional power outages, water contamination or other situations that
could impact the City's water supply. The goal is to have a procedure for managing and mitigating
shortages allowing the City to respond in an efficient and timely manner. This WSCP may be amended
as needed at any time.In the event any provision of this WSCP conflicts or overlaps with any mandatory
State regulation related to water conservation, the most stringent shall apply. Furthermore, the City's
WSCP is also detailed in the City's Municipal Code, Chapter 14.09 and Ordinance No. 263 (Appendix
B).

The provisions of this WSCP shall apply to all persons, customers, and property served by the City,
wherever situated, and for all types of water provided by the City. In situations where a property is
serviced by both the City and a private well,no City water may be used for activities that are prohibited
by any regulations set forth in this WSCP. The prohibited uses of water are not applicable to water
necessary for public health and safety.

The WSCP will be adopted by City Council and authorize the City Manager to declare a water shortage
emergency and impose voluntary or mandatory water conservation restrictions by identifying the
applicable stage.

The City Manager is authorized to administer and enforce all provisions of this WSCP, including the
issuance of citations.
l a5 T)�,ti���tic�r�s
The following words and phrases as used in this WSCP have the following meanings:
Automatic irrigation system: any system of one or more devices controlled by any means other
than a manually operated, momentary action, valve or switch, which emits water into the air
more than one inch from the discharge port of the device(s). For the purposes of this Chapter,
momentary action shall mean a device that permits the flow of water only so long as a person
manually holds the valve or switch in the open or on position.

City Manager: the head of the administrative branch of the City government with all the duties
and responsibilities set forth in Chapter 2.08 of this Code. As applies to this chapter, City
Manager may delegate his/her authority.
Conservation: those practices,techniques, and technologies that reduce the consumption of water,
reduce the loss or waste of water, improve the e�ficiency in the use of water or increase the
recycling and reuse of water so that a supply is conserved and made available for future or
alternative uses.
Customer: any person, company, or organization using water supplied by the City of Redding.
Domestic water use: water use for personal needs or for household or sanitary purposes such as
drinking, bathing, heating, cooking, sanitation, or for cleaning a residence, business, industry, or
institution.
Drip irrigation system: a permanently installed automatic watering system which applies water
directly to or under the surface of the soil or, porous (soaker) hoses fitted with both a pressure
reducing device set at ten psi maximum and an accurate pressure monitoring gauge. In no case
shall any such system emit water more than one inch into the air from any discharge port or
orifice.
Landscape irrigation use: water used for the irrigation and maintenance of landscaped areas,
whether publicly or privately owned, including residential and commercial lawns, gardens
(including but not limited to orchards, fruits and vegetables, herbs, and demonstration gardens), golf
courses,parks, and rights-of-way and medians.
Non-essential water use: water uses that are not essential,nor required for the protection of public,
health, safety, and welfare, including:
(a) irrigation of landscape areas, including parks, athletic fields, and golf courses,
except otherwise provided under this:Plan;
(b) use of water to wash any motor vehicle, motorbike,boat, trailer, airplane or other
vehicle;
(c) use of water to wash down any sidewalks, walkways, driveways, parking lots,
tennis courts, or other hard-surfaced areas;

(d) use of water to wash down buildings or structures for purposes other than
immediate fire protection;
(e) flushing gutters or permitting water to run or accumulate in any gutter or street;
(� use of water to fill, refill, or add to any indoor or outdoor swimming pools or
jacuzzi-type pools;
(g) use of water in a fountain or pond for aesthetic or scenic purposes except where
necessary to support aquatic life;
(h) failure to repair a controllable leak(s)within a reasonable period after having been
given notice directing the repair of such leak(s); and
(i) use of water from hydrants for construction purposes or any other purposes other
than firefighting.
Normal Year Safe operating capacity: the maximum amount of potable water which, expressed
in millions of gallons per day(MGD),the City is safely capable of delivering to the City's water
distribution system at any given time from:
(1) The total available from the City's two water treatment plants; and
(2) The total available from the City's groundwater wells; and
(3) Total available from other potable water sources that may be added in the future
or, due to regulatory changes that increase or decrease water availability, from
existing facilities/sources.
Normal Year Supply: water source allocation has not been reduced or negatively impacted.
Seven-day Running Average Water Demand: the daily average of the amount of water pumped
to the City's water distribution system from all available sources for the period beginning at
12:00 a.m. on the seventh calendar day prior to the date the calculation is made and ending at
12:00 a.m. on the date the calculation is made.
State Water Resources Control Board: the agency designated by the Legislature of the State of
California to regulate and manage surface water diversions and water rights within the state.
The State Water Resources Control :Board may have the authority to reduce or suspend water
diversion rights under certain conditions.
Vehicle wash facility: a business that washes vehicles with water or a water-based product,
including self-service car washes,full-service car washes,roll-over/in-bay style car washes,and
fleet maintenance wash facilities.
Waste: causing or permitting a flow of water from a City water main or service line, to run into

The City's water service area is located at the northern end of the California's Central Valley and is
along the Interstate 5 (I-5)corridor, south of the City of Shasta Lake and north of the City of Anderson.
The City supplies its municipal water system from three prima�ry sources: Surface water drawn from
the Sacramento River one quarter mile upstream of the Diestelhorst Bridge and treated at the Foothill
Water Treatment Plant(WTP)just south of Eureka Way and east of Buenaventura Blvd.; Surface water
drawn from Whiskeytown Lake through the Spring Creek Conduit to the Buckeye WTP in Old Shasta;
and Groundwater pumped from the Redding Groundwater Basin by seventeen wells which are located
primarily in the Enterprise zone. Collectively, the City of Redding water system is capable of treating
and distributing a maximum of approximately 55 million gallons per day(1VIGD).
In 2025, the population was estimated to be approximately 90,254. The population is anticipated to
increase to 103,792 by year 2050, which is based on an average annual growth rate of approximately
0.6 percent. Water demands served by the City are primarily residential, including single-family
residential (SFR) and multi-family residential (MFR), commercial, industrial, and institutional, and
landscape irrigation. All connections in the City are metered. The total volume supplied in 2025 was
approximately 7,411 million gallons (MG). Demands are anticipated to increase to 7,422 MG by the
year 2050.
The per capita water demand was 222 gallons per capita per day(gpcd) in 2025. Although the City was
able to meet the 2015 target of 26'7 gpcd, the year 2015 did not represent a typical year of use due to
the impacts of drought and mandated water restrictions. Fortunately,the City was able to meet the 2020
target of 237 gpcd, in 2025, due to a variety of reasons. One of which could have been the amount of
rain that fell reducing the need for increased outdoor watering.
Supply availability was reviewed under a single-dry year and five-consecutive-year drought. In
addition,a drought risk assessment(DRA)from 2021 through 2025 found that there is sufficient supply
to meet projected demands within the next five years.

The annual water supply and demand assessment identifies key data and methods for determining the
supply reliability each year. The annual assessment is due on or before July 1 of each year, as
requested by California Water Code (CWC) Section 10632.1. The assessment plans for the following
calendar year assuming the year following the planning year is a dry year.
The annual supply and demand assessment will include:
• Anticipated shortage
• Triggered shortage response actions
• Compliance and enforcement actions
• Communication actions
• Review of assets

Since 2008, the City has a designated Water Conservation Specialist that supervises best management
practice (BMP) implementation, evaluates effectiveness, and communicates program goals to the
community. The Water Conservation Specialist tasks may include, but are not limited to, managing
implementation of water conservation efforts and programs,preparing conservation reports,promoting
water conservation to agency staff, evaluating the results of efforts, monthly tracking of production
versus consumption, and enforcement of water use restrictions.
The Water Conservation Specialist and the Water Utility Manager shall review and evaluate the status,
condition, and availability of the City's water supplies and recommend and advise the Director of
Public Works and City Manager concerning the water supply reliability of surface water and well
sources, the City's ability to purchase or transfer water, the system's ability to produce and distribute
water to its customers, shortage levels (also referred to as stages), declaration of a water shortage
emergency, and other water conservation matters, including but not limited to the number of new
service connections allowed annually.
The Water Conservation Specialist and the Water Utility Manager shall compare the previous year
assessment to the actual state of the water supply prior to the summer high use period. This procedure
will help the City to refine the assessment process and make changes as needed.
In the event of a water shortage, emergency, or drought condition, the Water Conservation Specialist
and the Water Utility Manager shall review and evaluate the status, condition, and availability of the
City's water supplies and recommend and advise the Director of Public Works and City Manager
concerning conservation and other significant resource management constraints, including the
declaration of a Water Shortage Emergency.

change. The United States Bureau of Reclamation (USBR) water year is March 1 through February

considered.The long-term contract amount with USBR is sufficient to meet City demands when
allocations are not reduced. During a single-dry year, the USBR allotments can be reduced by
50 percent or more. Historically, the largest reduction by the USBR has been 100 percent for
Central Valley Project (CVP)water.

Water use for the previous year shall be quantified by summing the meter usage of each
customer class for the previous year. Customer water demands shall be projected for the
upcoming year based on the previous year's water usage and the number of anticipated new

The planned water use for the current year is not impacted by an anticipated subsequent dry

water from the McConnell Foundation and the Anderson-Cottonwood Irrigation District
(ACID).

State legislation in 2017 made Accessory Dwelling Units (ADU) legal in all California cities.
Homeowners can decide to build either a detached ADU in their backyard, an attached ADU
that is part of a home addition, or an ADU conversion. Although the State has determined
ADU's contribute no additional stress on utilities,the addition of another dwelling unit, another
family occupant, on a single-family property does impact water usage.

Evaluation of the appropriate shortage level will include, but not be limited to, the following
considerations:
l. Current surface water level (Sacramento River and Whiskeytown Lake).
2. Recent trends in surface water level (Sacramento River and Whiskeytown Lake).

4. Other hydrological or other local conditions indicative of water supply available.
5. The previous winter's precipitations.
6. The previous year's water demand.
7. Current demand and anticipated demand for water by City Customers.
8. Current and anticipated supply of City water sources.
9. Damage to the City's water system.
10. Predicted weather patterns.
11. Water content of the snowpack.
12. Climate change impacts.
If the available water supply is greater than the anticipated customer demand for the upcoming
year, then the City does not need to take any further action. If the anticipated customer demand
for the upcoming year is greater than the available water supplies, the City can initiate water
conservation actions as detailed in this WSCP.

The following section describes the City water shortage levels and the conservation measures employed
during each stage.
No Customer shall make, cause, use, or permit the use of water from the City for any residential,
commercial, industrial, agricultural, governmental, or any other purpose in a manner contrary to any
provision of this WSCP or in an amount in excess of that use permitted by the Shortage Level then in
effect.
The WSCP will be adopted by City Council and authorize the City.Manager to declare the appropriate
water shortage level utilizing the factors contained in the annual water supply and demand assessment.
Any shortage level shall be effective on declaration.

The following rules and regulations associated with the shortage levels, described below, will be
effective immediately upon declaration and approval of the City Manager. Additional water shortage
response actions and/or changes in shortage levels may be recommended by the Director of Public
Works and approved by the City Manager,whenever they determine necessary,in accordance with the
annual water supply and demand assessment methodologies. The water shortage response actions
include demand reduction, supply augmentation, operational changes, and mandatory prohibitions to
address shortage levels. Violations are considered waste and an unauthorized use of water,which result
in penalties as outlined in Section 7.2, as amended from time to time.

The purpose of the City Emergency :Response Plan (ERP) [Appendix C] is to provide the City with a
standardized response and recovery protocol to prevent, minimize, and mitigate injury and damage
resulting from emergencies or disasters of man-made or natural origin. The ERP also describes how
the City will respond to additional emergency response situations and includes specific action plans
(APs) that will be used to respond to events and incidents.
The goals of the ERP are to:
• Rapidly restore water service after an emergency.
• Ensure adequate water supply for fire suppression.
• Minimize water system damage.
• Minimize impaet and loss to eustomers.
• Minimize negative impacts on public health and employee safety.
• Provide emergency public information concerning customer service.

The communication protocols contained herein for shortage level declarations reflect the procedures in
the City ERP. Due to the sensitive nature of the information contained in the ERP only brief
descriptions have been included. Communications will be provided to the customers, public, and
partners established in the ERP for emergency planning and mutual aid.
The Water Conservation Coordinator will evaluate supply planning, operational, financial, and
communication issues related to the WSCP as needed. The information provided to customers at each
shortage level will answer the following:
1. What the customers need to do to save water.
2. Why they need to save water.
3. How long does the City estimate they will need to save water.
4. What the City is doing to correct/supplement the supply problem or address the situation.
The degree of communication will vary based on the shortage level, supply/regulatory conditions,
seasonal impacts,and other factors. The key audiences the City will need to communicate with include:
• Public (water customers).
• Homeowners.
• Public officials.
• Multi-family property owners/managers.
• Commercial-industrial property managers.
• Landscape contractors/suppliers.
• Business/civic leaders.
• High-visibility or high-water-use industries (restaurants, hotels, construction, etc.).
• Land-use agencies.
• Environmental groups.
• Community-based service organizations.
• N�on-English-speaking populations.
• Temporary residents (tourists, etc.).
• Coordinating agencies.
Depending on the conditions, some of these audiences may be prioritized for outreach.

The Water Conservation Specialist and the Water Utility Manager will meet to review the outcome of
the annual supply and demand assessment and determine steps to be taken for current and predicted
shortages. The shortage levels will be communicated to the City Council and the City Manager or
his/her designee will prepare for and establish timing for a declaration.

In the event of a shortage level declaration the City shall:
• Mail or electronically mail information to every customer and reasonably available potential
water user explaining the importance of significant water use reductions.
• Provide technical information to customers on ways to improve water use efficiency.
• Conduct media campaign to remind consumers of the need to save water.
• Enforce the permanent water conservation restrictions.

The City uses the Incident Command System (ICS) for its command structure during water
emergencies. In the event of a catastrophic emergency, the City will fully implement the Emergency
Response Plan,immediately initiate appropriate A:Ps and fully activate the City Emergency Operations
Center(EOC).

The Water Conservation Specialist is the official spokesperson for the City Water Department and is
authorized to speak directly to public media representatives. The Water Conservation Specialist will
contact the news media to broadcast the necessary information. As a follow-up measure, the local
newspaper(s) that serves the service area will be contacted.
The City of Redding has prepared a series of public notices and press releases for use during various
emergency situations in accordance with Division of Drinking Water (DDW) guidance. If the water

system is experiencing power outages, water outages, or low-pressure problems, a consumer alert may
be issued to the public. The notice provides consumers information on conserving water.

A violation of any requirement set forth in this WSCP shall be subject to the water service termination
procedures and penalties as outlined in Section 7.2, as amended from time to time. Compliance and
enforcement requirements are listed in,Appendix B,Redding Municipal Code, Chapter 14.09(WATER
SHORTAGE CONTINGENCYPLAN).

The City Manager is authorized to administer and enforce all provisions of the WSCP, including the
issuance of citations.

It is unlawful for any person to violate or cause or permit the violation of any of the provisions of this
WSCP or provide false information to the City in response to City requests for information. The
penalties for violations of any provision of this WSCP are as follows:
Stage One: N�o penalty shall be imposed. The City shall provide notice of the violation to the current
property owner and/or billing address.
Stage Two: Any customer in violation of Stage 2 requirements shall be first notified of the regulations
and warned of the penalty associated with continued violation. If the violation is not timely corrected,
any continued violation of mandatory Stage 2 requirements after notice and warning is provided shall
be punishable by an administrative fine of$50.00 per day or per occurrence.
Stage Three: Any customer in violation of Stage 3 requirements shall be first notified of the regulations
and warned of the penalty associated with continued violation. If the violation is not timely corrected,
any continued violation of mandatory Stage 3 requirements after notice and warning is provided shall
be punishable by an administrative fine of$200.00 per day or per occurrence.
Stage Four: Any customer in violation of Stage 4 requirements shall be first notified of the regulations
and warned of the penalty associated with continued violation. If the violation is not timely corrected,
any continued violation of mandatory Stage 4 requirements after notice and warning is provided shall
be punishable by an administrative fine of$400.00 per day or per occurrence.
Stage Five: Any customer in violation of Stage 5 requirements shall be first notified of the regulations
and warned of the penalty associated with continued violation. If the violation is not timely corrected,
any continued violation of mandatory Stage 5 requirements after notice and warning is provided shall
be punishable by an administrative fine of$500.00 per day or per occurrence.

service. If water service is disconnected, it shall be restored only upon payment of the

Violations of this WSCP may also be redressed by eivil aetion. In addition to being subjeet to
prosecution, any person who violates any of the provisions of this WSCP may be made the
subject of a civil action. Appropriate civil aetion includes,but is not limited to,injunctive relief
and cost recovery.

The remedies available to the City to enforce this WSCP are in addition to any other remedies
available under the City of Redding Municipal Code or any state statutes or regulations and do
not replace or supplant any other remedy but are cumulative thereto.
7a2e4 �����tic�l�s, V�ri�l�c�s ��ic� �pp��i�
The City.Manager may, in writing, grant temporary variance for existing water uses otherwise
prohibited under this Plan. A person requesting a variance from the provisions must file a
request with the City Manager. Each request shall include the following written information:
1. Name and address of applicant(s);
2. A full deseription of the proposed water use, including, but not limited to:
a. The daily amount of the proposed use;
b. The hours of the proposed use;
3. A referenee to the specific provision(s) from whieh the applicant is requesting relief;
4. A detailed statement as to how the specific provision adversely affects the applicant
and/or what damage or harm will occur to the applieant or others if applieant eomplies
with restriction;

5. A description of the relief requested;
6. The period of time for which the variance is sought;
7. Alternative water use restrictions or other measures petitioner is taking or proposes to
take to meet the intent of restriction and the compliance date; and

making a termination regarding the request.
The City Manager shall grant or deny the request for a variance not later than 5:00 p.m. on the
third city business day following delivery of the request to the City Manager.
1. A variance granted by the City.Manager shall contain the following provisions:
2. A description of the allowable water uses granted by the variance;
3. A description of any conditions imposed which must be satisfied in order to maintain
the variance in effect;
4. A timetable for compliance with any conditions set forth in the variance; and
5. Such other provisions as the City Manager determines to be reasonable and necessary.
Variances granted shall expire upon the earlier o£
1. The date the water conservation measure from which the variance was granted is no
longer in effect;
2. The date the City Manager determines that the applicant has failed to comply with any
deadline imposed with respect to compliance with the conditions set forth in the
variance; or
3. The date the City Manager specifically sets forth for termination of the variance.
Variance not a defense. The granting of a variance shall not be a defense to a violation prior to
the effective date of the variance. No variance shall be retroactive or otherwise justify any
violation prior to the issuance of the variance.

The City Manager or a designated representative are authorized to administer and enforce all provisions
of this WSCP, including the issuance of citations. The City Manager or a designated representative
shall likewise be authorized to grant variances from any provision of the WSCP as they deem
appropriate under the circumstances. Any interested person may appeal the decision of the City
Manager or their designee to the City Council. The decision of the City Council shall be final. The
WSCP will be adopted by City Council and authorize the City Manager to declare and adopt a water
shortage emergency condition in accordance with California State law (Water Code Section Division
l, Chapter 3, Section 350). The City will coordinate with any city or county within which it provides
water supply services for the possible proclamation of a local emergency, as defined in Section 8558
of the Government Code (California Emergency Services Act, Article 2, Section 8558). Coordination
protocols and a list of contacts is contained in the City ERP.

The City is fully metered and all City customers are billed volumetrically. Therefore, the City may
experience a decrease in revenue with reduced water sales during a water shortage. Annually during
the budget process, the City forecasts the revenues expected for the upcoming year. At that time,
shortfalls in revenues relating to water shortage will be identified and rate adjustments recommended.
The City shall monitor water revenues and expenses closely to evaluate whether "water shortage"
adjustments to water rates are required.
The City's water rates and charges do not include a drought surcharge and any additional costs must
be absorbed by the City. Possibly additional costs are associated with increased monitoring during
water shortage situations,namely due to an increase in the hours required to monitor customer accounts
and enforce reduction actions. The additional costs associated with this effort, however, are not
expected to significantly impact City revenues and expenditures. The City does not expect to use
financial reserves to address decreased water sales during water shortage. The City may consider
postponement of capital improvements to overcome impacts from water shortage contingency planning
to revenues and expenders. This evaluation would be considered during the annual supply and demand
assessment.

to monitor City-wide use,individual customer use,and track actual reductions in water use.By periodic
review of customer water use, the City is able to track the effectiveness of the shortage level reduction
actions,educate customers regarding water use,and also identify leaks and other areas where additional
conservation may be possible.
Monitoring will be used to ensure appropriate data is collected, tracked, and analyzed for purposes of
determining:
• Customer compliance.
• Effectiveness of reduction actions.
• Potential leaks in the distribution system.
• Accurate monthly demand data for the annual supply and demand assessment.
Monitoring and reporting key water use metrics is fundamental to water supply planning and
management and will be a critical part of the annual supply and demand assessment. Monitoring is also
essential to ensure that the shortage level response actions achieve their intended water use reduction
purposes or to determine if improvements or new actions are needed. 1Vlonitoring for customer
compliance tracking is useful in enforcement actions. It should be noted that timing, frequency, and
metrics will likely be variable, depending on the water shortage level and enforcement action logistics.
The City can compare meter data with water use in prior months and during non-drought years to
determine if it is achieving specific percentage goals for water consumption associated with the drought
response levels. If the goals are not being met, the City can implement additional shortage response
actions at any time.

To evaluate the effectiveness of the WSCP and to ensure that procedures and practices developed under
the WSCP are adequate and are being implemented properly, the Water Conservation Specialist wi11
perform audits of the program on a periodic basis, at least every five (5)years in coordination with the
UWMP update. The Water Conservation Specialist will also assess the effectiveness of the
communication plan so that it may be modified as appropriate in the future.
The Water Conservation Specialist will perform a thorough review of monitoring and reporting
program data to determine the effectiveness of the reduction actions and whether the procedures and
provisions of the WSCP need to be revised. The review will compare the expected percent demand
reduction against actual reductions and shortage response actions.
City staff, customers, and other interested parties may have suggested actions or procedures to refine
the WSCP. The Water Conservation Specialist will evaluate these on a case-by-case basis for
incorporation into the WSCP.

An ornamental or decorative water feature is defined as a design element where artificially supplied
open water performs solely an aesthetic function. Ornamental water features do not include recreational
water features, such as swimming pools and spas.

o Following the public hearing or a subsequent meeting, the City Council shall formally
adopt the WSCP.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that at a regular meeting of the Redding City Council of
Tuesday, June 16, 2026, at 6:00 p.m., in the City Council Chambers, located at 777 Cypress
Avenue, Redding, California, the City Council of the City of Redding will hold public
hearings for the purpose of adopting the Water Shortage Contingency Plan (WSCP) and the
2025 Urban Water Management Plan (UWMP).
California state law requires each urban water supplier to prepare and adopt a Water Shortage
Contingency Plan. The WSCP documents the City's plans to respond to a potential future
water shortage.
California state law requires each urban water supplier to prepare and adopt an Urban Water
Management Plan every five years, which must also include an independently adopted WSCP.
The UWMP documents the Agency's plans to ensure adequate water supplies to meet existing
and future demands for water under a range of water supply conditions, including water
shortages.
Summaries of the WSCP and UWMP will be presented at the public hearing.

14.09.040 WATER SHORTAGE STAGES), AND 14.09.050 (WATER
CONSERVATIONIWATER SHORTAGE EMERGENCY RESPONSE STAGES) FOR
TIH�E PURPOSE OF CONSERVATTON OF WATER AND TO CONFORM�THE CITY'S
WATER MANAGEMENT AND CONSERVATION EFFORTS WITH REGULATIONS
ADOPTED BY THE STATE OF CALIFORNIA
WHEREAS, the City Council of the City of Redding adopted Chapter 14.09 (Water Shortage
Contingency Plan) at its regular meeting on April 7, 2015; and updated on November 16, 2021;
and
WHEREAS, the availability of source water for the City of Redding may be affected by
numerous factors including regulatory mandates imposed by the State Water Resources Control
Board and/or surface water diversion curtailments imposed by the United States Bureau of
Reclamation under the provisions of the Redding Settlement Contract and the :Buckeye Water
Service Contract; and
WHEREAS, water production facilities failures, water distribution infrastructure failures,
contamination of supply, or other factors may result in emergency conditions that threaten the
water utility's ability to provide for public health and safety; and
WHEREAS, the Urban Water Management Plan requires reviewing, and if needed, making
any updates or policy changes, and amending or re-adopting the Water Shortage Contingency
Plan, at a minimum, every five years; and
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF REDDING DOES
ORDAIN AS FOLLOWS:
Section L Title 14 (Utilities), Chapter 14.09 (Water Shortage Contingency Plan), Section
14.09.030 is amended to read in its entirety as follows:
14.09.030 Definitions
For the purposes of this Plan, the following definitions shall apply:

Automatic irrigation system: any system of one or more devices controlled by any means other
than a manually operated, momentary action, valve or switch, which emits water into the air
more than one inch from the discharge port of the device(s). For the purposes of this Chapter,
momentary action shall mean a device that permits the flow of water only so long as a person
manually holds the valve or switch in the open or on position.
City Manager: the head of the administrative branch of the City government with all the duties
and responsibilities set forth in Chapter 2.08 of this Code. As applies to this chapter, City
Manager may delegate his/her authority.
Conservation: those practices, techniques, and technologies that reduce the consumption of
water, reduce the loss or waste of water, improve the efficiency in the use of water or increase
the recycling and reuse of water so that a supply is conserved and made available for future or
alternative uses.
Customer: any person, company, or organization using water supplied by the City of Redding.
Domestic water use: water use for personal needs or for household or sanitary purposes such as
drinking, bathing, heating, cooking, sanitation, or for cleaning a residence, business, industry,
or institution.
Drip irrigation system: a permanently installed automatic watering system which applies water
directly to or under the surface of the soil or, porous (soaker) hoses fitted with both a pressure
reducing device set at ten psi maximum and an accurate pressure monitoring gauge. In no case
shall any such system emit water more than one inch into the air from any discharge port or
orifice.
Landscape irrigation use: water used for the irrigation and maintenance of landscaped areas,
whether publicly or privately owned, including residential and commercial lawns, gardens
(including but not limited to orchards, fruits and vegetables,herbs, and demonstration gardens),
golf courses,parks, and rights-of-way and medians.
Non-essential water use: water uses that are not essential, nor required for the protection of
public,health, safety, and welfare, including:
(a) irrigation of landscape areas, including parks, athletic fields, and golf courses, except
otherwise provided under this Plan;
(b) use of water to wash any motor vehicle, motorbike, boat, trailer, airplane or other
vehicle;

(c) use of water to wash down any sidewalks, walkways, driveways, parking lots, tennis
courts, or other hard-surfaced areas;
(d) use of water to wash down buildings or structures for purposes other than immediate fire
protection;
(e) flushing gutters or permitting water to run or accumulate in any gutter or street;
(� use of water to fill,refill,or add to any indoor or outdoor swimming pools or jacuzzi-type pools;
(g) use of water in a fountain or pond for aesthetic or scenic purposes except where necessary to
support aquatic life;
(h) failure to repair a controllable leak(s)within a reasonable period after having been given notice
directing the repair of such leak(s); and
(i) use of water from hydrants for construction purposes or any other purpose other than
firefighting.
N�ormal Year Safe operating capacity: the maximum amount of potable water which, expressed
in millions of gallons per day(MGD),the City is safely capable of delivering to the City's water
distribution system at any given time from:
1) The total available from the City's water treatment plants;
(2) The total available from the City's groundwater wells; and
(3) Total available from other potable water sources that may be added in the future or, due
to regulatory changes that increase or decrease water availability, from existing
facilities/sources.
Normal Year Supply: water source allocation has not been reduced or negatively impacted.
Seven-day Running Average Water Demand: the daily average of the amount of water pumped
to the City's water distribution system from all available sources for the period beginning at
12:00 a.m. on the seventh calendar day prior to the date the calculation is made and ending at
12:00 a.m. on the date the calculation is made.

State Water Resources Control Board: the agency designated by the Legislature of the State of
California to regulate and manage surface water diversions and water rights within the state.
The State Water Resources Control :Board may have the authority to reduce or suspend water
diversion rights under certain conditions.
Vehicle wash facility: a business that washes vehicles with water or a water-based product,
including self-service car washes,full-service car washes,roll-over/in-bay style car washes,and
fleet maintenance wash facilities.
Waste: causing or permitting a flow of water from a City water main or service line, to run into
any river, creek or other natural watercourse or drain, superficial or underground channel, or
into any sanitary or storm sewer, any street, road or highway, or upon the lands of another
person or upon public lands except as necessary for the proper operation of any public water
supply system.
Section 2. Title 14 (Utilities), Chapter 14.09 (Water Shortage Contingency Plan),
Section 14.09.040 is amended to read in its entirety as follows:
14.09.040 Water Shortage Stages
The City has developed a six(6) stage contingency plan to reduce demand by up to fifty percent
(50%) during a severe or extended water shortage event or State mandated conservation effort
involving both voluntary and mandatory stages. The City Nlanager shall monitor water supply
and/or demand conditions on a continuous basis and shall determine when conditions warrant
initiation or termination of Stages 2 through 6 of the Plan. The Water Shortage Contingency
Plan is based on available water supply compared to normal water supply and will be used to
consider if water shortage event restrictions shall be implemented. Other circumstances may
also be considered,including but not limited to the time of year,weather forecasts,temperature,
experience and economic feasibility,the volume of water available through allocations,volume
available from groundwater wells, and quality of the water produced from each source. Public
notification of the initiation or termination of conservation response stages 2 through 6 shall be
by means of publication in a newspaper of general circulation, radio and television
announcements, web site announcements, and signs posted in public places, along with
warnings of violations posted on private property.
The Stages 2 through 6 criteria described below are based on running average of the seven- day
water demand expressed as a percentage of the water system safe operating capacity and/or
enforcing mandatory water use restrictions imposed by the State of California. Stage 1
Conservation Measures are in effect regardless of any calculation of supply or demand.

The City.Manager can declare a water supply emergency exists based on:
1. Major water line breaks, or pump or system failures occur, which cause unexpected loss of
capability to provide water service; or
2. Surface water supply curtailments imposed by the regulatory authority; or
3. Natural or man-made contamination of the water supply source(s); or
4. Consumer demand for water reaches a defined percentage of the system's safe operating
capacity.
A. Stage 1—Year-Round Water Conservation Measures(Voluntary Water Conservation
Practices & Best Management Practices)
Established - Stage 1 year-round water conservation measures are those common-sense
practices designed to prevent waste of the finite water resources available to the City of Redding
water service area. Such measures, as provided in Section 14.09.050(A), are in effect year-
round and are independent of any calculation of the system's safe operating capacity, shortage,
or abundance of supply. The voluntary elimination of water wasteful acts is the most basic,
common-sense approach to reducing waste of water resources. Residents of the City of Redding
are asked to always be mindful of the value of all natural resources.
B. Stage 2 -Moderate Water Shortage Conditions
Requirements for initiation— The City .Manager shall initiate Stage 2z and customers shall be
required to comply with the requirements and restrictions on certain non-essential water uses
provided in Section 14.09.050(B) in response to the imposition of mandatory water use
restrictions between ten percent (10%) and twenty percent (20%) imposed by the State of
California, or where a water supply emergency is declared and the City Manager determines
that this stage is appropriate to address the emergency.
Requirements for termination - Stage 2 shall terminate at 12:01 a.m. on the day following the
notice of the declaration by the City Manager that the conditions triggering Stage 2 have ceased
to exist for a period of fourteen (14) consecutive days. Such declaration may be made prior to
the expiration of the 14-day period if, in the discretion of the City Manager, extraordinary
circumstances exist, such as the occurrence of significant and/or a prolonged period of
precipitation. Upon the termination of Stage 2, Stage 1 shall go into effect.
C. Stage 3—Medium Water Shortage Conditions

Requirements for initiation - The City .Manager shall initiate Stage 3� and customers shall be
required to comply with the requirements and restrictions on certain non-essential water uses
provided in Section 14.09.050(C) when the seven_day running average daily water demand
exceeds eighty percent(80%)of the safe operating capacity for a period of seven(7)consecutive
days; or in response to the imposition of mandatory water use restrictions between twenty
percent (20%) and thirty percent (30%) imposed by the State of California, or where a water
supply emergency is declared and the City Manager determines that this stage is appropriate to
address the emergency.
Requirements for termination - Stage 3 shall terminate at 12:01 a.m. on the day following the
notice of the declaration by the City Manager that the conditions triggering Stage 3 have ceased
to exist for a period of 14 consecutive days. Such declaration may be made prior to the
expiration of the 14-day period if, in the discretion of the City Manager, extraordinary
circumstances exist, such as the occurrence of significant and/or a prolonged period of
precipitation. Upon the termination of Stage 3, the City Manager, based upon the existing
conditions, has the discretion to determine which appropriate stage to initiate and the water
conservation measures set forth in that stage shall become effective.
D. Stage 4—Severe Water Shortage Conditions
Requirements for initiation - The City Manager shall initiate Stage 4, and customers shall be
required to comply with the requirements and restrictions on certain non-essential water uses
provided in Section 14.09.050(D) when the City 1Vlanager determines that the seven-day
running average water demand exceeds eighty-five percent (85%) of the safe operating
capacity; for a period of seven ('7) consecutive days; or in response to the imposition of
mandatory water use restrictions between thirty percent(30%)and forty percent(40%)imposed
by the State of California; or where a water supply emergency is declared and the City Manager
determines that this stage is appropriate to address the emergency.
Requirements for termination - Stage 4 shall terminate at 12:01 a.m. on the day following the
notice of the declaration by the City Manager that the conditions triggering Stage 4 have ceased
to exist for a period of fourteen (14) consecutive days. Such declaration may be made prior to
the expiration of the fourteen (14) day period if, in the discretion of the City Manager,
extraordinary circumstances exist, such as the occurrence of significant and/or a prolonged
period of precipitation. Upon the termination of Stage 4, the City Manager, based upon the
existing conditions, has the discretion to determine which appropriate stage to initiate and the
water conservation measures set forth in that stage shall become effective.
E. Stage 5—Critical Water Shortage Conditions

Requirements for initiation - The City Manager shall initiate Stage 5, and customers shall be
required to comply with the requirements and restrictions on certain non-essential water uses
provided in Section 14.09.050(E) when the seven-day running average water demand exceeds
ninety percent(90%) of the safe operating capacity for a period of seven (7) consecutive days;
or in response to the imposition of mandatory water use restrictions between forty percent(40%)
and fifty percent(50%)imposed by the State of California; or where a water supply emergency
is declared and the City Manager determines that this stage is appropriate to address the
emergency.
Requirements for termination - Stage 5 shall terminate at 12:01 a.m. on the day following the
notice of the declaration by the City Manager that the conditions triggering Stage 5 have ceased
to exist for a period of three (3) consecutive days. Such declaration may be made prior to the
expiration of the three (3) day period if, in the discretion of the City Manager, extraordinary
circumstances exist, such as the occurrence of significant and/or a prolonged period of
precipitation. Upon the termination of Stage 5, the City Manager, based upon the existing
conditions, has the discretion to determine which appropriate stage to initiate and the water
conservation measures set forth in that stage shall become effective.
F. Stage 6—Emergency Water Shortage Conditions
Requirements for initiation - The City Manager shall initiate Stage 6, and customers shall be
required to comply with the requirements and restrictions on certain non-essential water uses
provided in Section 14.09.050(F) when the seven-day running average water demand exceeds
ninety-five percent (95%) of the safe operating capacity for a period of seven ('7) consecutive
days; or in response to the imposition of mandatory water use restrictions of fifty percent(50%)
imposed by the State of California; or where a water supply emergency is declared and the City
Manager determines that this stage is appropriate to address the emergency.
Requirements for termination - Stage 6 shall terminate at 12:01 a.m. on the day following the
notice of the declaration by the City Manager that the conditions triggering Stage 6 have ceased
to exist for a period of 3 consecutive days. Such declaration may be made prior to the expiration
of the 3-day period if, in the discretion of the City Manager, extraordinary circumstances exist,
such as the occurrence of significant and/or a prolonged period of precipitation. Upon the
termination of Stage 6,the City Manager,based upon the existing conditions,has the discretion
to determine which appropriate stage to initiate and the water conservation measures set forth
in that stage shall become effective.

14.09.050 Water Conservation/Water Shortage Emergency Response Stages
The City Manager shall monitor Stage 1 conservation and water supply and/or demand
conditions daily and, in accordance with the triggering criteria set forth in Section 14.09.040,
shall determine that a water shortage condition exists and shall implement the following actions
upon publication of notice in a newspaper of general circulation:
A. Stage 1 —Year-round Water Conservation Measures (Voluntary Conservation Practices
and Best Practices)
Goal: Eliminate wasteful practices to help preserve and protect our finite water resources.
Widespread adherence to common sense voluntary conservation practices will eliminate or
delay the requirement to initiate mandatory restrictions required under stages 2-6 of this Plan.
1. Voluntary Landscape Watering Conservation Practices:
A. Landscape watering with hose-end sprinklers or automatic irrigation systems is strongly
discouraged 9:00 a.m. and 6:00 p.m.
a. Customers whose street addresses end with an odd number should water only on
Wednesday, Friday, and Sunday and only within the designated time.
b. Customers whose street addresses end with an even number should water only on
Tuesday, Thursday, and Saturday and only within the designated time.
2. Best M�anagement Practices:
Customers within the water service area should engage in the following best management
practices:
a. Potable water should be applied to outdoor landscapes in a manner that does not cause
runoff such that water flows onto adjacent property, non-irrigated areas, private and public
sidewalks, roadways, parking lots or structures.
b. Customer should not use a hose that dispenses potable water to wash a motor vehicle,
except where the hose is fitted with a shut-off nozzle or device attached to it that causes it to
cease dispensing water immediately when not in use.

c. Potable water should not be applied to driveways and sidewalks for routine cleaning or
debris removal. The use of a pressure washer to clean hard surfaces including driveway,
sidewalks, and outdoor dining areas is permissible when such action is necessary to protect the
public health and safety.
d. Potable water should not be used in a fountain or other decorative water features, except
where the water is part of a recirculating system.
e. Customers should not apply potable water to outdoor landscapes during and up to 48
hours after measurable rainfall.
£ The serving of drinking water other than upon request in eating or drinking
establishments, including but not limited to restaurants, hotels, cafes, cafeterias, bars, or other
public places where food or drink are served, is prohibited.
g. To promote water conservation, operators of hotels and motels should provide guests
with the option of choosing not to have towels and linens laundered daily. The hotel or motel
should prominently display notice of this option in each bathroom using clear and easily
understood language.
3. Public Facilities: Water service to landscape maintenance districts, parks,
cemeteries, and other public facilities are encouraged to comply with the restrictions set forth
in the Section.
4. Construction Projects: Construction projects are encouraged to implement common
sense water conservation practices.
B. Stage 2 -Moderate Water Shortage Conditions
Goal: Achieve a reduction in total daily water demand or in response to the imposition of
mandatory water use restrictions between ten percent(10%) and twenty percent(20%)imposed
by the State of California. All Stage 1 voluntary best management practices set forth in Section
14.09.050(A)(2) are mandatory in Stage 2,plus the following:
l. Landscape watering by any means including automatic irrigation systems, hose-end
sprinklers, drip irrigation, and hand-held hose is prohibited between the hours of 9:00 a.m. and
6:00 p.m.
a. Customers whose street addresses end with an odd number may water only on
Wednesday, Friday, and Sunday and only within the permitted time.

b. Customers whose street addresses end with an even number may water only on Tuesday,
Thursday, and Saturday and only within the permitted time.
2. Public Facilities: Water service to landscape maintenance districts,parks, cemeteries,
and other public facilities shall comply with the restrictions set forth in Section 14.09.050(A)(1).
3. Construction:Projects: Water service for construction projects shall be addressed
on a case-by-case basis.
4. Penalty: Any customer in violation of Stage 2 requirements shall be first notified of
the regulations and warned of the penalty associated with continued violation. If the violation
is not timely corrected, any continued violation of mandatory Stage 2 requirements after notice
and warning is provided shall be punishable by an administrative fine of$50.00 per day or per
occurrence.
C. Stage 3 -Medium Water Shortage Conditions
Goal: Achieve a reduction such that the seven-day running average daily water demand is less
than eighty percent (80%) of the safe operating capacity for a period of seven ('7) consecutive
days; or in response to the imposition of mandatory water use restrictions between twenty
percent(20%) and thirty (30%) imposed by the State of California.
All Stage 2 requirements apply plus the following:
Water Restrictions: Watering shall be kept to a maximum of thirty (30) hours per week when
utilizing a sprinkler system and eighteen (18) hours a week when utilizing drip and/or hand
watering.
Enhanced Penalty: Any customer in violation of Stage 3 requirements shall be first notified of
the regulations and warned of the penalty associated with continued violation. If the violation
is not timely corrected, any continued violation of mandatory Stage 3 requirements after notice
and warning is provided shall be punishable by an administrative fine of$200.00 per day or per
occurrence.
D. Stage 4—Severe Water Shortage Conditions
Goal: Achieve a reduction such that the seven-day running average daily water demand is less
than eighty-five percent (85%) of the safe operating capacity for a period of seven (7)

consecutive days; or in response to the imposition of mandatory water use restrictions between
thirty percent(30%) and forty percent (40%) imposed by the State of California.
All Stage 3 requirements apply,plus the following:
(1) Watering shall be kept to a maximum of eighteen (18)hours per week when utilizing a
sprinkler system and eighteen(18)hours a week when utilizing drip and/or hand watering.
(2) The following uses of water are prohibited:
a. Operation of any ornamental fountain, pond or other ornamental water feature for
aesthetic purposes except where necessary to support aquatic life.
b. Washing down buildings or structures for purposes other than immediate fire protection.
(3) Vehicle washing at a commercial vehicle wash facility is prohibited at all times except
between the hours of 7:00 a.m. and 7:00 p.m. A person owning or operating a vehicle wash
facility shall take affirmative action to prevent use of the vehicle wash facility during the
prohibited hours specified herein. Such actions shall include posting a sign indicating that the
vehicle wash facility is closed and preventing vehicular access onto the property or into the
washing bays. In addition, the owner/operator may also choose to disable the washing
mechanisms to prevent operation.
(4) Enhanced Penalty: Any customer in violation of Stage 4 requirements shall be first
notified of the regulations and warned of the penalty associated with continued violation. If the
violation is not timely corrected, any continued violation of mandatory Stage 4 requirements
after notice and warning is provided shall be punishable by an administrative fine of$400.00
per day or per occurrence.
E. Stage 5—Critical Water Shortage Conditions
Goal: Achieve a reduction such that the seven-day running average daily water demand is less
than ninety percent (90%) of the safe operating capacity for a period of seven (7) consecutive
days; or in response to the imposition of mandatory water use restrictions between forty percent
(40%) and fifty percent(50%) imposed by the State of California.
All Stage 4 requirements apply,plus the following:
(1) Use of water for dust control.

(2) U�se of bulk potable water obtained from the City for construction purposes.
(3) U�se of residential water to wash any motor vehicle, motorbike,boat, trailer, airplane or
other vehicle other than by a person washing any public safety vehicle on public property.
(4) Filling, refilling, or adding water to swimming pools, wading pools, and jacuzzi-type
pools, which are located outside.
(5) Using a fire hydrant pursuant to a temporary fire hydrant permit.
(6) Outdoor landscape watering, including handheld irrigation, with potable water is
prohibited at all times.
(7) No permits for new, additional, or expanded water service connections, meters, or
service lines shall be granted. An exception applies where the City has already issued either a
final plan for a residential lot or a commercial building permit for the site or the construction
project that requires the water service.
(8) Enhanced Penalty: Any customer in violation of Stage 5 requirements shall be first
notified of the regulations and warned of the penalty associated with continued violation. If the
violation is not corrected timely, any continued violation of mandatory Stage 5 requirements
after notice and warning is provided shall be punishable by an administrative fine of$500.00
per day or per occurrence.
F. Stage 6—Emergency Water Shortage Conditions
Goal: Achieve a reduction such that the seven-day running average daily demand exceeds
ninety-five percent (95%) of the safe operating capacity for a period of seven ('7) consecutive
days; or in response to the imposition of mandatory water use restrictions of fifty percent(50%)
imposed by the State of California.
All Stage 5 requirements apply,plus the following:
(1) Vehicle washing at a commercial vehicle wash facility is prohibited at all times.
(2) Enhanced Penalty: Any customer in violation of Stage 6 requirements shall be first
notified of the regulations and warned of the penalty associated with continued violation. If the
violation is not corrected timely, any continued violation of mandatory Stage 6 requirements

after notice and warning is provided shall be punishable by an administrative fine of$1,000.00
per day or per occurrence.
Section 4. The Council hereby finds and determines that the enactment of this
ordinance is exempt from review pursuant to the California Environmental Quality Act(Public
Resources Code section 21000 et seq.) ("CEQA")because it has no potential to result in either
a direct physical change in the environment or a reasonably foreseeable indirect physical change
in the environment. This Ordinance is exempt from CEQA pursuant to the "common sense"
exemption (14 CCR 15061(b)(3)), as it can be seen with certainty that there is no possibility
that the adoption of the Ordinance will have a significant effect on the environment.
Section 5. Severability. If any provision of this ordinance or the application thereof
to any person or circumstance is held invalid,the remainder of the ordinance and the application
of such provision will remain in effect to the extent permitted by law.
Section 6. This ordinance shall take effect thirty(30) calendar days after the date of
its adoption, and the City Clerk shall certify the adoption thereof and cause publication
according to law.

GENERAL
The City of Redding Water Utility is committed to providing a safe,pure and wholesome
potable water supply to all of its water customers.
The following regulations associated with the legal requirements of preparing a Disaster
Response Plan (Emergency Response Plan) are:
1. California Government Code Section 8607.2 - Public Water System Plans
2. United States Public Law 107-188 Public Health Security and Bioterrorism
Preparedness and Response Act of 2002.
3. California Health and Safety Code, Sections 116460, 116555 and 116750.
Disasters/emergencies that are likely to occur in the water system's service area that are
addressed are: earthquake, major fire emergencies, water outages due to loss of power,
localized flooding, water contamination, and acts of sabotage.
To continue minimum service levels and mitigate the public health risks from drinking water
contamination that may occur during a disaster or other emergency events. In order to
provide reliable water service and minimize public health risks from unsafe drinking water
during those events, the City of Redding Water Utility water system proposes the following
plan that defines how it will respond to emergencies and/or disasters that are likely to affect
its operation.
THE PLAN
If the Water Utility experiences contamination or disruption of any of its water sources,
through one of the above unforeseen circumstance, which includes the Sacramento :River raw
water supply to the Foothill Water Treatment Plant, the Spring Creek Conduit raw water
supply from Whiskeytown Lake which supplies water through the Spring Creek Conduit to
the Buckeye Water Treatment Plant or the sixteen groundwater wells, this disaster response

DISASTER PLANNING
It is important to note all actions under this plan must also be coordinated with the City
of Reddin�Fire Department's Emer�ency Operation Center (EOC) located in buildin�
#4 at 20055 Vikin�Wav,Reddin�, and all other City of Reddin�Departments if
applicable.
The City of Redding has an Emergency Operations Center and Department of Public
Works Emergency Guidelines Plan to help coordinate the City's efforts to handle a myriad
of potential emergencies. The City's Water Utility Disaster Response Plan is part of the
Redding Department of Public Works Emergency Guidelines Plan. All :Department of Public
Works Managers maintain an up-to-date copy of the City's Emergency Operations Plan and
Department of Public Works Emergency Guidelines :Plan which is the basis for the
coordination of operations and the management of critical resources during natural or
manmade emergencies.
BACKGROUND INFOR.MATION�
The City of Redding's water supply comes from three sources, the Sacramento River,
Whiskeytown Lake (via the Spring Creek Conduit) and groundwater wells from the Redding
Groundwater Basin.
The Sacramento River raw water is pumped from Pump Station No.1 at 2300 Riverside Drive
to the Foothill Water Treatment Plant(FWTP) located at 3100 Foothill Blvd. The
Whiskeytown Lake raw water is conveyed through the Spring Creek Conduit (between
Whiskeytown Lake and Keswick Lake) to the Buckeye Water Treatment Plant (BWTP)
located at 11501 Benson Road in Shasta, CA, as shown on the Redding Water System Map
2011, Exhibit"A".
Sixteen groundwater wells are located in the Cascade and Enterprise areas of the City. Four
wells and one standby well located in the Cascade area, on the south side of the City limits
and ten wells and two standby wells are located in the Enterprise area, on the east side of the

City limits. All the groundwater wells are also shown on the Redding Water System Map
2011, Exhibit"A."
The entire Redding Water System, with its seven pressure zones are all inter-tied with booster
pump stations,pressure regulating stations, supervisory vaults and closed valves between the
a joining pressure zones (depicted in Exhibit"A,"with detailed drawings depicted in the
Water System Atlas located in Redding Public Works Field Operations, 20055 Viking Way
and carried in all Water Utility vehicles). The internet's City of Redding Online Portal\City
Departments\Support Services\GisMap\Go to Interactive Map\Interactive Map\Water also
displays the City's water infrastructure.
In the event of a Sacramento River contamination or disruption of pumping that eliminates the
ability to use Pump Station No.l as a water source for the FWTP, the use of other sources
would be implemented. The City has 32.7 million gallons of reservoir storage capacity, the
BWTP can produce 14 Million Gallons per Day(MGD) and 21 MGD can be produced from
the groundwater well system. The combination of the BWTP and groundwater wells could
provide approximately 35 MGD of capacity. Depending on what time of year the incident
occurred would dictate the level of conservation and public cooperation required. During the
winter months very little impact would be felt. The average demand for the four winter
months is 14 MGD. However, during the summer months customers would be required to
eliminate all outside irrigation and the use of construction water during the emergency
situation. Use of water would be limited to activities necessary to maintain the health, safety,
and welfare of the customers of the City of Redding Water Utility.
In the event of Whiskeytown Lake contamination or disruption of the Spring Creek Conduit
which eliminates the ability to use it as a water source for the BWTP, the use of other sources
would be implemented. :During the winter months very little impact would be felt. The City's
Foothill Water Treatment Plant rated at 26 MGD would be able to provide the necessary water
demand through Pump Houses No. 3 &No. 4. The groundwater well system could also
supplement the Foothill Pressure Zone if additional water is required. However, during the
summer months customers would be required to eliminate all outside irrigation and the use of
construction water during the emergency situation. Use of water would be limited to
activities necessary to maintain the health, safety, and welfare of the customers of the City of
Redding Water Utility.
It is very unlikely that the Water Utility would lose all of its sixteen groundwater wells in the
Cascade and Enterprise areas of the city at the same time. But, if a major disaster did occur,
or there was contamination of the Redding Groundwater Basin, which is the supply source for
all the utilities groundwater wells, or if the groundwater basin were to drop to an all time low
due to a drought situation, the following mitigation measures would take effect. The Water

If the contamination or disruption of the City's water supply, from any of the sources, was
determined to be a long-term event, the Water Utility would implement its DNou�ht
Mana�ement Plan to conserve water.
DROUGHT MANAGEMENT PLAN
Redding Municipal Code-Utilities - 14.09 - DROUGHT MANAGEMENT PLAN
14.09.010 Purpose:
The purpose of this chapter is to establish a drought management plan to equitably distribute
the available water to the city's customers and to ensure an adequate supply for human
consumption, sanitation, and fire protection. The purposes of this plan are met by
establishment of a four-stage plan management. (Ord. 195'7 § (part), 1991)

WATER QUALITY NOTI.FICATION�PLAN�
All public notifications (Boil Water Order (BWO), Unsafe Water Alert (UWA) or po
Not Drink Notices) should be coordinated with the California State Water Resources
Control Board -Division of Drinking Water (CDPH-DDW) District Engineer, County
Environmental Health Departiment and the County Healtih Officer prior to issuing a
public notice. However, any one of the tihree agencies can act in an emergency to
immediately issue a BWO or UWA,if delays would jeopardize public health and safety.
The CDPH�-DDW District Engineer or the water system must notify the County Health
Department and the County Health Officer prior to or immediately after issuing a
public notice. "Notice must be�iven diNectly to a pe�son," any message left on voice mail
or answering machine is not sufficient to meet this requirement. Details of the person
responsible for completing this notification and the method that will be utilized are
contained in the Disaster Response Plan.
For any contamination or disruption of the Sacramento River or Whiskeytown Lake water
source the Water Utility would enact the "Water Quality Notification Plan" as outlined:

A. All the above-named City, State and County personnel would be notified immediately
by the City answering service during non-office hours or by Redding :Department of Public
Works secretaries during office hours by telephone or facsimile(Time required: 15 minutes two
personnel).
B. City of Redding answering service would be notified and given instructions on
how to answer inquires. They would be told to call water utility personnel required to
implement a working plan of action (Time required: 15 minutes, two personnel).
C. SHASCOM would be notified by the City of Redding Water Utility to proceed
with the Reverse 9-1-1 Notification System defining the Emergency. This system can quickly
target a precise geographic, area such as a pressure zone, and saturate it with thousands of
calls per hour. The public notification would include:
1. Who - City of Redding Water Utility
2. What drinking water regulation has been exceeded.
3. When it occurred.
4. Area of the City involved.
5. Health significance involved.
6. Action being taken.
7. What customers should do.
D. Radio Stations and Television Stations would also be notified by telephone or
facsimile to broadcast the Emergency. The public notification would include:
1. Who - City of Redding Water Utility.
2. What drinking water regulations have been exceeded.
3. When it occurred.
4. Area of the City involved.
5. Health significance involved.
6. Action being taken.
7. What customers should do during the emergency.
NOTE: This information would have California State Water Resources
Control Board approval(Time required: 1/ hour by telephone or facsimile, two personnel).
Written notices would be hand delivered to above radio and television stations as soon as
possible (Time required: one hour, two personnel using two vehicles). Estimated area
coverage: one-half�the population of the City.
E. All hospitals, medical facilities, and doctors would be notified, if necessary.

N�otification would be by telephone or facsimile followed by hand delivered
notice (Time required: '/z hour by telephone, two personnel). Hand-delivered notices to follow
(Time required: One hour, four personnel).
F. The:Record Searchlight would be contacted with a written notification or
facsimile which would include the items listed for radio and television stations in Section C
(Time required: one hour, one personnel). Estimated coverage: thirty-five percent of the City
population.
G. If an outlying area is affected, water service crews and meter readers would be
used with the aid of ineter route maps, water utility water atlas maps, and street atlas maps to
give notification door-to-door. This method could also be used for businesses, such as
restaurants, RV parks, hotels, motels, and convalescent hospitals (Time required: one to two
hours, 10 to 20 personnel).
H. A long-term problem would be handled by all-of-the above,plus notification
on our monthly billing of all City electric and water customers.
I. The majority of water customers could be contacted within two to three hours
utilizing a minimum of 15 personnel to a maximum of 30 personnel depending on the type of
emergency and size of the area involved.
J. Whenever a school or school system, the owner or operator of residential rental
property, or the owner or operator of a business property receives, a notification from a person
operating a public water system under any provision of this section, the school or school
system shall notify school employees, students, and parents if the students are minors. The
owner or operator of the business property shall notify employees of businesses located on the
property.
1. The operator shall provide the customer with sample notification from
which may be used by the customer in complying with the requirements of this subdivision
and which shall indicate the nature of the problem with the water supply and the most
appropriate methods of notification which may include, but is not limited to, the sending of a
letter to each water user and the posting of a notice at each site where drinking water is
dispensed.
2. The notice required by this subdivision will be given within ten days
receipt of notification from the person operating the public water system.

3. Any person failing to give notice as required by this subdivision will be
civilly liable in an amount not to exceed One Thousand Dollars ($1,000) for each day of
failure to give notice.
4. If any operator has evidence of a noncompliance with the requirements
of this subdivision, the operator will report this information to the County Health Department
at 225-5787 and the California State Water Resources Control Board-Division of Drinking
Water at 224-4800.
K. The City of Redding would update the Water Utility website within 24 hours:

BOIL WATER ORDER
In the event of a water quality emergency where minimum Bacteriological Water Quality
Standards cannot be reasonably assured, the California State Water Resources Control Board
- Division of Drinking Water will prescribe a "Boil Water Order" (BWO) to the City of
Redding Water Utility.
The Boil Water Order can be issued by either one, or combination of the following

a. Prolonged loss of pressure in distribution system.
b. Sudden loss of chlorine residual.
c. Severe discoloration and odor.
d. Inability to implement emergency chlorination.

have been effectively abated and safe water quality has been reliably confirmed by water

UNSAFE WATER ALERT
In the event of a water quality emergency due to Known or Suspected Chemical (non-

inadequacies.

ENFORCEMENT
As part of the notification plan the customers would be directed to conserve water and to
eliminate any unnecessary water use and contractors would be directed not to use construction
water. Depending on the time of year and normal demands out side water use for irrigation
and construction use might not be prohibited. The irrigation and construction water use
prohibition would be enforced by the Redding Police Department and Water Utility personnel
citing Redding Municipal Code 14.08.260 that would be in effect for emergencies:

All faucets,sprinklers,hose nozzles or other continuous streams must be shut off promptly upon
the alarm of fire or other emergency or major disaster; the water not to be turned on again until
the fire is known to be extinguished. (Prior code § 29-2'7)
WATER SOU�RCES AVAILA:BLE
The City of Redding has several sources of water available in case of an emergency,
disruption of water source and Sacramento :River or Whiskeytown Lake water contamination
that is not treatable, then the City would rely on groundwater wells and inter-ties with
neighboring cities and water districts.
GROUNDWATER WELLS
The City has sixteen groundwater wells with a combined capacity of 21 MGD (million-
gallons-per-day). The wells are located in the Cascade and Enterprise areas of the City. The
Cascade area has four wells, located in the Southwest part of the City. The Enterprise area
has twelve wells located in the Southeastern part of the City. Groundwater water
contamination that is not treatable, then the City would rely on the Sacramento River or
Whiskeytown Lake water sources and inter-ties with neighboring cities and water districts if
needed.
INTER-TIES WITH NEIGH:BORING CITIES AND WATER DISTRICTS
The City has existing inter-ties with two neighboring cities and two neighboring water
districts and the potential for an emergency inter-tie with another water district south of the
city limits.
City of Anderson has an inter-tie with the city on Meadow View Drive which could provide
water to the Wooded Acres North Subdivision and the P.G. &E. Service Center. That area
was previously served by the City of Anderson prior to annexation to the City of Redding.
The City of Anderson source is groundwater.
Bella Vista Water District (BVWD) is located to the northeast of Redding and has three
inter-ties. One located near Canby and Churn Creek Roads at the BVWD Water Treatment
Plant, one located at 1431 Edgewood Drive near Tiburon Drive, and one at Old Alturas Road
at Abernathy Lane. The combined capacity of these three (3) inter-ties is approximately 1200
gpm. (gallons-per-minute). These capacities are estimates because the City has transferred
water to BVWD but has not had the occasion to receive water from BVWD. Because BVWD
also gets the majority of its water from the Sacramento River, these sources of water may not
be available if the Sacramento River was considered contaminated.

Centerville Community Services District(CCSD)which is located west of Redding and has
two inter-ties with the City. One in the.Mary Lake Subdivision and the other one at 16755
Clear Creek Road,just west of the City's Electric Utility's :Redding Power Plant. That Mary
Lake inter-tie has a capacity of 400 gym and has been used previously, and the Clear Creek
Road inter-tie has a capacity of 1300 gpm. CCSD receives their water from the Clear Creek
Community Service District Filtration Plant via the.Muletown conduit out of Whiskeytown
Lake. Whereas CCSD receives all of its water from Whiskeytown Lake; this source of water
may not be available if Whiskeytown Lake was considered contaminated.
City of Shasta Lake has inter-ties located north of the City in the Buckeye Pressure Zone
which is located in Shasta County. The City of Shasta Lake currently supplies water to 18
customers in the Summit City Zone. Depending on the conditions of the Shasta Lake system,
water could continue to be supplied to the City of Redding. Whereas the City of Shasta lake
receives all of its water from Shasta Lake this source of water may not be available if Shasta
Lake was considered contaminated.
NOTE: Before any inter-tie is operated, a representative of the neighboring city
or neighboring water district should be notified of'the existing emergency and the need f'or
additional wate�supply.

An emergency inter-tie with the Clear Creek Community Services District (CCCSD) could be
constructed at the southern end of the City. This inter-tie could provide approximately 400
gpm and would require the construction of 4000 feet of pipeline from district piping to
Redding Ranchettes Reservoir. Clear Creek Community Service District is supplied water
from the Muletown conduit out of Whiskeytown Lake. Whereas CCCSD receives the
majority of its water from Whiskeytown Lake this source of water may not be available if
Whiskeytown Lake was considered contaminated.
The City of Redding Water Utility is also a member of the Northern California Water Agency
Response Network (WARN) which helps supply mutual aid during a major disaster. The
California Office of Emergency Services would also be requested to assist the City in any
major disaster.

Pump Station No.l, some distribution system operations changes would be required. The
locations on the Water Utility water atlas sheets (Water System Atlas located in Redding
Public Works Field Operations, 20055 Viking Way and carried in all Water Utility vehicles)
and changes would be as follows:

BOTL WATER ORDER
FAILURE TO FOLLOW THTS ADVISORY COULD RESULT IN ILLNESS
Due to the recent , the City of Redding Water Utility in
conjunction with the California State Water Resources Control :Board- Division of
Drinking Water, ancl/or Shasta County Health Department are advising residents of
Redding to use boiled tap water or bottled water for drinking and cooking purposes as a
safety precaution.
All tap water used for drinking or cooking should be boiled rapidly for at least five
minutes. This is the preferred method to assure that the water is safe to drink.
An alternative method of purification for residents that do not have gas or electricity
available is to use fresh liquid household bleach (Chlorox, Purex, etc.) To do so, add 8
drops (or 1/4 teaspoon) of bleach per gallon of clear water or 16 drops (or '/z teaspoon)
per gallon of cloudy water, mix thoroughly, and allow to stand for 30 minutes before
using. A chlorine-like taste and odor will result from this purification and is an
indication that adequate disinfection has taken place.
Water purification tablets may also be used by following the manufacturers' instructions.
Optional: Potable water is available at the following locations:
Please bring clean water container(five gallons maximum capacity).
Emergency water treatment and water quality testing are being conducted by the City's
Water Utility to resolve this water quality emergency problem. The City's Water Utility
will notify residents as soon as the water is safe to drink through public notification.
