Fiscal Impact There is no fiscal impact on the General Fund. Alternative Action The City Council may choose not to apply for the California Department of forestry and Fire Protection (CAL FIRE) Wildfire Prevention Grants Program. Report to Redding City Council June 9,2026 Re: 4.4(b)--GrantApplication - CAL FIRE Wild�re Prevention Grants Program Page 2 Background/Analysis On May 7, 2026, CAL FIRE announced up to $70 million in funding for community-focused Wildfire Prevention and Resilience projects. These grants support locally led efforts that reduce wildfire risk, strengthen preparedness, and protect lives, property, and critical infrastructure. Individual applications are capped at $950,000, and each project will be reviewed and evaluated separately. Development Services and the Fire Department will submit a joint application. The Community Services Department may either submit its own stand-alone application for the maximum eligible amount of $950,000, or collaborate with Development Services and Fire to prepare a single, combined application totaling $950,000 for all three departments, which may improve the City of Redding's (City) competitiveness by demonstrating a coordinated, citywide approach to wildfire prevention, vegetation management, and hazard mitigation. Local Hazard Mitigation Plan (LHMP) Update-Development Services ($400,000) The California Emergency Management Agency (Cal EMA), through the Federal Emergency Management Agency's (FEMA) mandate, requires local jurisdictions to develop LHMPs. FEMA will not release any mitigation funds to states without implementation of a state plan, and the states will not make funds available to local jurisdictions without LHMPs. The City's LHMP was first adopted in 2005 and subsequently updated in 2012, 2015, and 2022. Regular updates are required to ensure the City remains prepared for emergencies that exceed local response capabilities. Maintaining an approved LHMP is also necessary for the City to remain eligible for State and Federal disaster assistance and related funding under the Stafford Act, as amended in April 2013. Vegetation Management Plan (VMP)-Fire Department($350,000) The City also needs a comprehensive VMP to guide all wildfire-related and ecological vegetation management activities on City-owned lands, including parks, greenways, and open spaces. The VMP would build on existing hazard assessments, establish policies to reduce wildfire risk while protecting natural resources, and support implementation of the City's General Plan. The project would include a programmatic environmental review covering all City lands and, where feasible, major privately owned open-space areas whose owners choose to participate. The VMP would also address post-fire vegetation management,hazardous tree and snag removal, and prioritization of fut�ure fuel-reduction projects to streamline environmental permitting. Additionally, the City's Community Wildfire Protection Plan recommends adoption of a fuel-management/maintenance ordinance to support enforcement efforts. Vegetation Management-Community Services ($950,000) The Community Services Department is also preparing to apply for funding under the CAL FIRE Wildfire Prevention Grants Program to support vegetation management activities on City-managed open spaces, parks, and greenways. Funded activities include hazardous fuel reduction, wildfire prevention planning, and wildfire prevention education with an emphasis on improving public health and safety while reducing greenhouse gas emissions. Grant funding would allow the City to advance these efforts while minimizing impacts to the General Fund.
