Fiscal Impact There is no fiscal impact on the General Fund. If awarded, the grant is expected to support personnel, operations, and administrative activities related to tobacco retail enforcement. AZteNnative Action The City Council may choose not to apply for the California Department of Justice Tobacco Grant Program. Background/Analysis The California Department of Justice Tobacco Grant Program provides statewide funding to support local agencies in enforcing laws related to the illegal sale and marketing of tobacco products. Specifically, the grant program is intended to fund activities that reduce youth access to tobacco products and strengthen retailer compliance through local education, inspections, and enforcement efforts. Report to Redding City Council June 8,2026 Re: 4.4(a)--GrantApplication - California Department ofJustice 2026 Tobacco Grant Page 2 The City of Redding (City) recently adopted a Tobacco Retail Licensing Ordinance. While the ordinance has been in e�fect since late 2025, the program has not yet become operational due to budget constraints which have prohibited the hiring of staff to administer the program. Whi1e ultiinately the program will be funded fully from licensing revenues, the General Fund will absorb some of the initial cost to stand up the program. To effectively implement the program, staff analysis indicates the need for one full-time Neighborhood Preservation Officer position and one part-time Administrative Assistant position to support licensing administration, inspections, compliance tracking, retailer outreach, and enforcement coordination. This grant opportunity would provide the City with a significant funding source to assist in launching and stabilizing the Tobacco Retail Licensing Program while minimizing impacts to the General Fund during the program's initial implementation phase. If authorized, the Code Enforcement Division intends to submit a competitive grant application to hire additional staffing focused on the following objectives: • Launch the program and enroll all tobacco retailers in the City; • Conduct retail tobacco compliance inspections; • Provide retailer education aimed at reducing sales of tobacco products to minors; and • Strengthen local enforcement capacity related to flavored tobacco products, vape products, and other high-risk retail practices. Once a sufficient number of tobacco retailers are enrolled in the licensing program and there is enough revenue to sustain the program with no impact to the General Fund, any remaining grant funds will be returned to the California Department of Justice Tobacco Grant Program. EnviNonmental Review Accepting the grant is not a project that is defned by the California Environmental Quality Act, therefore,no further action is required at this time.
