Fiscal Impact The Clear Creek Wastewater Treatment Plant Building 21 Switchboard & Motor Control Center Replacement Project (Project) is being funded by the Wastewater Utility Division. The Wastewater Utility has sufficient budget in Fiscal Year 2025-26 for this project and its funding will not impact other activities or projects. Alter�native Action City Council may choose not to award the bid for the project and provide staff with alternate direction. However, the existing electrical equipment has reached the end of its service life and will not be able to support the new technology and equipment that will be installed at Clear Creek Wastewater Treatment Plant in the near future. Background/Analysis This project includes modifications to the Clear Creek Wastewater Treatinent Plant Building 21, which will replace existing electrical equipment and incorporate modifications to accommodate these replacements. Existing electrical equipment to be replaced include a switchboard, motor control center, and automatic transfer switch. Modifications incl�ude disconnecting existing feeder, branch circuit, and control conductors, reconnecting to equipment, providing temporary power to critical infrastructure, installing a new utility bus duct, door, underground vault, conduit, conductors, wireways, and other miscellaneous electrical equipment. Attached is a tabulation of bids received and opened on May 21, 2026, for the project. The low bid in the amount of $995,000 was received from Electric Innovations, Inc., of Redding, California. The engineer's estimate was $1,185,000. Total project development costs for this project are estimated to be $85,000. Project development costs include engineering, surveying, right-of-way, environmental, and consultant services for the project. Envir�onmental Review Staff has determined that the project is categorically exempt from environmental review under California Environmental Quality Act G�uidelines, pursuant to Sections 15301 - Existing Facilities. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The project is a regular maintenance item and does not involve change of or expansion of use. Therefore, the project has no potential to have a significant effect on the environment and further environmental review is not required.
