Fiscal Impact Water Utility Division funding in the amount of$6,122,746.24 was approved for this project for Fiscal Year 2024-25. The total project cost, including surveying, design, bidding, construction, field engineering, inspection, and construction contract administration, is $5,844,749.06. Alternative Action The City Council (Council) may choose not to accept the project as satisfactorily complete and advise staff on how to proceed. Background/Analysis Eddie Axner Construction, I.nc. has completed all items of work on the Athens Area Water Improvements Project as of May 27, 2025, which was within the contract time frame. The project warranty period expired one year from the completion date on May 27, 2026, and the Public Works Department subsequently filed a notice of completion with the County. At its meeting of May 7, 2024, the Council awarded a construction contract to Eddie Axner Construction, Inc. of Redding, for $4,694,746.24 and approved a $470,000 construction eontingeney fund. Also authorized was $518,000 for contraet administration and eonstruction inspection fees and $340,000 for project development costs, and the City Manager was authorized to approve additional increases in either the construction management or construetion contingency amounts up to a total of$100,000, for a total authorized amount of$6,122,746.24. On April 14, 2025, a request to transfer the authorized City Manager funds was approved for an increase to the contingency of$100,000 to cover the cost o�unforeseen conditions and unmarked utility conflicts that arose during construction. During construction, there were thirteen change orders in the amount of$476,181.52, leaving a balance of$93,818.48 in the contingency fund. The final project cost was $5,844,749.06. These mains have reached the end of their service life and have had several breaks in recent years that the Water Utility has repaired. This project replaced the old steel and cast-iron piping with new polyvinyl chloride (PVC) and ductile iron piping to reduce future maintenance costs and provide reliable service in the area for the foreseeable future. Water services and fire hydrants in the area were also replaced as part of the project. Environmental Review This action, project acceptance, is not a project as defined by the California Environmental Quality Act (CEQA). On May 7, 2024, the Council determined the project is categorically exempt from CEQA review pursuant to Sections 15301 — Existing Facilities, 15302 — Replacement or Reconstruction, and 15303 - New Construction or Conversion of Small Structures. Fiscal Impact The Athens Area Water Improvements Project (Project) is being funded by the Water Utility Division. The Water Utility has a sufficient budget for this project and its funding will not impact other activities or projects. Alter�native Action City Council may choose not to award the bid for the project and provide staff with alternate direction. Without this project, there is greater potential for increased maintenance costs, a decrease in reliability and an increased risk of water main breaks for City of Redding (City) customers. Background/Analysis The City's water system includes approximately 2.98 million feet (565 miles) of conveyance and distribution pipelines of various pipe materials and sizes ranging from 1-inch to 48-inch. Assessments of the City's water distribution system indicate that the older steel and cast-iron pipelines have had the highest rates of failure in recent years. To reduce pipeline failures and maintenance costs and to improve reliability to its customers, the Water Utility has focused on replacing older steel and cast-iron piping in areas where breaks have occurred. The low bid in the amount of $4,694,746.24 was received from Eddie Axner Construction, Inc., of Redding, California. The engineer's estimate was $5,129,720. Total project development costs for this project are estimated to be $340,000. Project development costs include engineering, surveying, right-of-way, environmental, and consultant services for the proj ect. Envir�onmental Review Staff has determined that the project is categorically exempt from environmental review under California Environmental Quality Act G�uidelines, pursuant to Sections 15301 - Existing Facilities, 15302 — Replacement or Reconstruction, and 15303 - New Construction or Conversion of Small Structures. Class 1 exemptions include the minor alteration of existing public structures and facilities. Class 2 exemptions consists of replacement or reconstruction where the new structure will be located on the same site and wi11 have substantially the same purpose and capacity. Class 3 exemptions consist of construction and location of new small facilities and equipment, or conversion of existing structures. The existing utilities will be replaced to provide reliable service that meets public health and safety standards. The project will be located in the right-of-way and will result in a negligible expansion of use. The action area does not have significant values for wildlife habitat or other environmental resources and the projeet has no potential to have a significant effeet on the environment.
