Shea Construction, Inc., as satisfactorily complete, with a final cost of$5,032,522.63. Fiscal Impact Citywide Traffic Impact Fee (TIF) ($4,000,000) and California Department of Transportation (CalTrans) State Highway Operation Protection Program (SHOPP) Minor A ($1,250,000) budget in the amount of $5,250,000 was approved for this project for Fiscal Year 2021-22. The total project cost, including surveying, design, bidding, construction, �ield engineering, inspection, and contract administration, is $5,032,522.63 AZteNnative Action The City Council (Council) may choose to not accept the project as satisfactorily complete, and advise staff on how to proceed. Background J.F. Shea Construction, Inc. has completed all items of work on the South Bonnyview I-5 Bechelli Project as o�April 25, 2025, which was within the contract time frame. The project warranty period expires one y�ar from the completion date of April 25, 2025, and the Public Works Department subsequently filed a notice of completion with the County. At its meeting of December 2, 2021, the Council awarded a construction eontract to J.F. Shea Construction, Inc. of Redding, for $3,403,836 and approved a $340,000 construction eontingeney fund. Also authorized was $610,000 for eontract administration and construerion inspection fees and $830,000 for project development costs, and the City Manager was authorized to approve additional increases in either the construction management or eonstruction Report to Redding City Council June 2,2026 Re: 4.11(a)--Accept Bia'Schedule No. 5234,South Bonnyview 1-5 Bechelli Project Page 2 contingency amounts up to a total of $50,000, for a total authorized amount of $5,233,836. Project development costs include engineering, environmental, and consultant services. Due to the project extending longer than anticipated for design changes during construction and claims resolution, additional staff time was needed to colnplete the project. Project contingency funds in the amount of$74,000 were transferred to contract administration and construction inspection to cover sta�f time costs reducing the contingency fund to $266,000. During construction, there were nine change orders in the amount of$114,735.57, leaving a balance of$151,264.43 in the contingency fund. The final project cost was $5,032,522.63. Additionally, the project also included improvements to the Northbound South Bonnyview Off Ramp which was widened consisting of new retaining walls, additional asphalt pavement and striping. Environmental Review This action is not a project as defined by the California Environmental Quality Act, and no action is required. On December 2, 2021, the Council determined that the South Bonnyview I-5 Bechelli Project was categorically exempt from review under the California Environmental Quality Act Guidelines,pursuant to Section 15301(c)—Existing Facilities. Fiscal Impact The South Bonnyview Interstate-5 (I-5) Bechelli Project (Project) is being funded by the Citywide Traffic Impact Fee (TIF) and California Department of Transportation (Caltrans) State Highway Operation Protection Program (SIHOPP) Minor A. Caltrans funding contribution for construction cost is $1.25 million. There is $5,250,000 budgeted for the total project. Alter�native Action The City Council (Council) could choose not to award the bid for the South Bonnyview I-5 Bechelli Project and provide staff with alternate direction. If the project is not awarded, the proposed project improvements will not be constructed which are required for regional development and I-5 operations. In addition, the City of Redding and Caltrans would lose $1.25 million in project funding. Background/Analysis Attached is a tabulation of bids received and opened on November 23, 2021, for the South Bonnyview I-5 Bechelli Project. The low bid in the amount of$3,403,836 was received from JF Shea Construction of Redding, California. The engineer's estimate was $3,750,169. Total project development costs for this project are estimated to be $830,000. Project development costs include engineering, surveying, right-of-way, environmental, consultant services, and permit fees. At its regular meeting on October 3, 2017, the Council approved the Project St�udy Report (PSR) for the South Bonnyview/I-5 Interchange Improvements Project. The PSR identified long term planned improvements to the interchange needed in anticipation of future traffic growth from new development over a 40-year time frame. Among other significant improvements ultimately leading to a divergent diamond interchange, the PSR identified I-5 off ramp improvements including but not limited to: � Southbound Off Ramp o Widen and lengthen ramp o Traffic signal modifications o Construct 1000-foot minimum auxiliary lane prior to ramp � Northbound Off Ramp o Widen ramp to existing freeway gore point These improvements will increase off ramp capacity in the short term due to proposed land development in the area as well as address existing ramp deficiencies. The majority of the proposed ramp improvements are located on facilities owned and operated by Caltrans, and its approval is required. Caltrans is interested in partnering on the project to facilitate other operational and safety deficiency corrections beyond the capacity improvements required by development as indicated in the PSR. As such, the City and Caltrans have agreed to partner together to complete the project(s). Caltrans will provide a funding contribution, project oversight, and approvals through the Cooperative Agreement approved by the Council on November 17, 2020. GHD Inc. will provide supplemental staff to provide construetion management and inspection services for this project as approved by the Council on November 2, 2021. The Bechelli Lane/South Bonnyview Road Roundabout Project is currently advertising for construction bids, and staff will return to the Council for award in January 2022. Both projects should be complete prior to occupancy of the new Costco Warehouse in the Fall of 2022. Staff continues to seek additional grant funding sources to complete the ultimate divergent diamond interchange and the roundabout proposed for the Churn Creek intersection on the east side of the interchange. Staff has determined that the project qualifies as Categorically Exempt from environmental review under California Environmental Quality Act Guidelines Section 15302. The project area does not have significant values for wildlife habitat or other environmental resources, and the project has no potential to have a significant effect on the environment.
