SUBJECT: 4.1(a)--Funding Agreement with the Superior California Economic Development
District for Fiscal Year 2026-2027.
Recommendation
Approve the Funding Agreement with the Superior California Economic Development District
(SCEDD) for Fiscal Year (FY) 2026-2027, for economic development planning and business
development services; and authorize payment to SCEDD in the amount of$18,138 for FY 2026-
27 activities.
Fiscal Impact
Adequate funding for the Superior California Economic Development District (SCEDD)
Funding Agreement (Agreement) is included in the City of Redding's (City) 2026-2027 Biennial
Budget within the General Fund to cover the cost of the City's contribution in the amount of
$18,138.
Alternative Action
The City Council could decline to participate in SCEDD, or provide alternate direction to staff.
Background/Analysis
On March 12, 1979, the City entered into a Joint Powers Agreement (JPA) establishing SCEDD.
SCEDD acts as a liaison to the U.S. Economic Development Administration (EDA) for a four-
county district that includes Shasta, Siskiyou, Trinity, and Modoc Counties encompassing
approximately 11.3 million acres, home to 244,000 residents and a]abor force of roughly 99,000.
In this role, SCEDD is a facilitator for EDA grant programs and other economic development
assistance.

SCEDD is primarily supported by an annual investment from the EDA with a required matching
investment from SCEDD based on the region's level of economic distress as periodically
determined by the EDA. Each member county and incorporated city (Member) assessments are
determined and invoiced annually using a formula derived through averaging the most current
population and assessed valuation figures for each respective member. Assessment funds provide
the cash match for the EDA Annual Planning Grant.
SCEDD's mission is to create jobs through local and regional economic planning and direct
business financing through the following activities:
■ Comprehensive Economic Development Strategy (CEDS) - SCEDD is responsible for
the CEDS, a locally-based, regionally-driven economic development planning process
and document. It identifies locally-based strategies that guide regional economic
development, encourages partnerships and collaboration, and improves economic
outcomes and overall quality of life. An effective CEDS enables the region to engage
with the EDA and other federal partners to receive grants. At this time, SCEDD has
issued an RFP seeking a consultant to prepare its CEDS for the next five years;
■ Economic Development Planning and Coordination - Since 1980, SCEDD has been
building up a portfolio of revolving business development loan funds for businesses
within the district.
■ Certified Development Company - SCEDD is certified by the U.S. Small Business
Administration to market, package, fund, and service SBA 504 loans statewide. While
this activity does contribute to the SCEDD mission within the District, the program
services are offered state-wide and generate unrestricted retained earnings for SCEDD,
which are then dedicated to the SCEDD mission within the district.
SCEDD provides valuable economic assistance to the City, leveraging its contribution for federal
grant money.
Envit�onmental Review
This is not a project defined under the California Environmental Quality Act and no further
action is required.
Council Pr�iority/City Manager Goals
• Economic Development — "Facilitate and become a catalyst for economic development
in Redding to create jobs, retain current businesses and attract new ones, and encourage
investment in the community."

FUNDING AGREEMENT
THIS AGREEMENT is made and entered-into by and t�etwe�n the CITY 4F REDDING, a
municipal corporation alld geneY�al law city{"City"); and the SUPERT�R CALIFORNIA ECQNCIMIC
DEVELiJPMENT DISTRICT, a joint powez•s agency created under Califarnia law by that Joint
Exercise of Powers Agx-eeinent between Modoc, Shasta, Sislciyou, and Trinity Counties and Participating
Cities far the Purpose of Forming an Econornic Development District dated March 12, 19�9, as amended
{"SGEDD"):

sectors. SCEDD's prilnary lnission is facilitating Ultsiness�r�d ja�c�•c�tion in Sllasta, Trinity,Modoc, and
SiskiyoLr counties: Sl�asta County's sl�are of SCEDD's operatiilg budget and its �natching grant
rec�uiz-ement is sllared between Shasta County and t1�e cities of Redding,Anderson and Shasta Lal�e in
accoxdance with�specified formula.
D. SCEDD; with its arganizatioli�l a11d administrative structure is tivell�ble to piovide
regional planning foi•econon7ic and public works p�oject development within the City, t171�ougl�wliich the
City and its citizens bel�efit. The City and its citizeils will derive a public benefit froin the se�vices to be
provided by SCEDD.

Thousand One Httndred and Thirty-Eight Dollars ($18,138),which represents the City's sliare of Shasta
CoL��aty's share af SCEDD's operatiilg budget for 2026-2027, as shawn in Atitachment B, attached and
ineorporated he�°ein. This sum shall be paid within ninety(90)days after the s�tbmissian of SCEDD's

4. REPQRTS AND RECCIRDS.
A. SCEDD shall keep a full and coinplet�account of funds received fram all sotirces, and to

5. INDEIVINIFICATION. SCEDD shall iildemnify and defend the City and its elected
officials, officers, employe�s, agents and volunteez-s against and hold the�n harmless froin any and all
clairns, losses, damages, and li�bility for damages, including attorney's fees alid other costs of defense
inclt�•rec� by the City, whether foi• dainage to or loss of property or inju�y to or death af persons oz� loss af
services, expeilses or coin�ensation, including properties of the City and illjury to or deatll of the City's
electcd officials, officers, employees, agents and voluntee�•s arisinb out of, o�� resulting frain, tl�e City's
expeilditure of fui�ds to SCEDD hep�eullder,the services to be�erforined hereunder by SCEDI�or fic�m the

B: The general liability policy is to be endoi•sed to contain tlle following provisions.

co�ered as additiorial ins�u�eds as respects liability ar-isi�lg out of activities perforrned by
oi an behalf of SCEDD;products and canlpleted o�aerations o'SCEDI�;�reinises owned,
occupied or usetl by SCEDD; or autoinol�iles non-owned, leased, hil�ed or l�oi7�oWed by
SCEDD, The coverage shall coi�tain no special lilnitatiolls of tlle scope of�rotectior�
afforded ta t17e City, its elected officials,officers, elnployces, agents and volt�nteets.
{2) SCEDD°s insurance cov�r-age sha111�e prim�iy insurance as respects the City,its elected
of�cials, officet-s, employees, agents and volunteers. Any ins�trance ol� self-iilsur�ailce
maintaii�ted by tlie City, its elected officials,officet•s, employees,agents and volui�teel-s,
shall be excess of SCEDD's insurance and shall not contribute with it;
(3) SCEDD's insur•ance shall apply sepai-ately ta each insured against vvhoin clai�n is made
or•sLiit is l�rought, except with respect ta the limits of the insurer's liability.
(4) Each insurance palicy covered by this Agreement shall be endorsed to stiate that
coverage s1ra11 not be slispended, voided, canceled by either party; or reduced in
coverage or in 1ilnits except after thirty (30)days' prio��written notice has beeti given.

A. SCEDD's failure to�erforin any pi�ovision af tllis Elgreement,if tlle failtu�e to perform is
not ctired within tl�irty(30)calendar da�s after nt�tice 11as been givei�to SGEDD;si�all
cor�stitute a default of this Agreelnent. If tlle default cannot be reasonably cured witllin
thirty(30)calendai-days,SCE�D shall riot be in defa�.ilt of tl�is Agreement if SCEDD
coininelices to cure the default witllii�tlle tl7irty(30)calendar day pel-iod�nd dili�ently
and in gaod faith continues to cure tl7e default.
B: Natices given lii7der tliis paragr-apli shall specify tlie alleged default and the applicable
provisions of tl�is Agree�nent, and shall demand that SCEDD perform the provisions of
this Agreeinent within the thil�ty(30} day period.
