Fiscal Impact There is no fiscal impact associated with this review of the City of Redding's (City) Conflict of Interest Code and designated employee list. Alternative Action The City Council could decline to take any action; in which case, the City would not be in compliance with Government Code Section 87306.5(a). Report to Redding City Council May 28,2026 Re: 4.12(a)--Notice of Biennial Review re Conflict of Interest Code Page 2 Background/�lnalysis The California Government Code requires every public agency to adopt a Conflict o� Interest Code (Code) and to conduct a biennial review (during even numbered years) of its designated positions that are required to file an annual Statement of Economic Interests - Form 700 and amend as necessary. The law requires the City Council, as the Code reviewing body, to provide notice of its biennial review, and to direct staff and all affected agencies to conduct a review of the current list of designated positions and disclosure categories to determine if any revisions to the Code are necessary. The current list of designated positions and the master list of categories are attached for reference. EnviNonmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required. APPENDIX B LIST OF DISCLOSU�RE CATEGORIES SPECIFICATION SHEET REPORTABLE INVESTNIENTS, INTERESTS IN REAL PROPERTY AND INCOME CONFLICT OF INTEREST CODE FOR THE CITY OF REDDING AND RELATED AGENCIES Disclosure Category 1 A11 investments and business positions in business entities, sources of income, and interests in real property in the City of Redding or property located within a two-mile radius of any property owned or used by the City of Redding or it's related agencies, whether in the City or not. 2 Investments and business positions in business entities, and sources of income from entities providing supplies,services,equipment,or machinery of the type usedby the designated employee's unit. 3 Investments and business positions in business entities, and income from sources engaged in construction, building, or material supply. 4 Investments and business positions in, and income from sources engaged in, the construction of public works projects. 5 A11 reportable interests in real property located in the City and located within or outside the City if within a two-mile radius of any open space or park property owned or used by the City. All reportable business positions,investments,or income for any person, firm or entity which supplies goods or services to the Community Services Department of the City of Redding, including businesses with leaseholds in City parks,construction firms,recreational equipment supply firms,financial institutions, aquatic equipment or supply firms or landscape design or maintenance businesses. 6 All real property, all investment in, all business positions in, or income from construction firms,building supply firms, engineering firms, architecture firms and financial institutions. 7 Investments and business positions in business entities, and sources of income from entities involved in any business relationship with any entity having a history of making applications before the board or commission which the designated position serves on. 8 Investments and business positions in business entities, and sources of income from entities providing supplies,services,equipment or machinery of the type used by the Redding 1Vlain Libraxy,the Burney Branch Library or the Anderson Branch Libraxy. FAIR POLITICAL PRACTICES COMMISSION 2026 Conflict of Interest Code Biennial Notice Instructions for Local Agencies The Political Reform Act requires every local government agency to review its conflict of interest code biennially. A conflict of interest code tells public officials, governmental employees, and consultants what financial interests they must disclose on their Statement of Economic Interests (Form 700). By July 1, 2026: The code reviewing body must notify agencies and special districts within its jurisdiction to review their conflict of interest codes. By October 1, 2026: The biennial notice must be filed with the agency's code reviewing body. The FPPC has prepared a 2026 �ocal Agency Biennial Notice form for local agencies to complete or send to agencies within its jurisdiction to complete before submitting to the code reviewing body. The City Council is the code reviewing body for city agencies. The County Board of Supervisors is the code reviewing body for county agencies and any other local government agency whose jurisdiction is determined to be solely within the county (e.g., school districts, including certain charter schools). The FPPC is the code reviewing body for any agency with jurisdiction in more than one county and will contact them. The Local Agency Biennial Notice is not forwarded to the FPPC. If amendments to an agency's conflict of interest code are necessary, the amended code must be forwarded to the code reviewing body for approval within 90 days. An agency's amended code is not effective until it has been approved by the code reviewing body. If you answer yes, to any of the questions below, your agency's code probably needs to be amended. • Is the current code more than five years old? • Have there been any substantial changes to the agency's organizational structure since the last code was approved? • Have any positions been eliminated or re-named since the last code was approved? • Have any new positions been added since the last code was approved? • Have there been any substantial changes in duties or responsibilities for any positions since the last code was approved?
