SUBJECT: 4.11(g)--Authorize and Approve Upgrades to the Solid Waste Utility Materials
Recover Facility Sort Line
Recommendation
Authorize and approve the following actions relative to the City of Redding (City) Solid Waste
Utility's Material Recovery Facility(MRF) sort line:
(1) Approve and find that the sole-source purchase and installation of equipment from CP
Manufacturing, LLC, is in accordance with Public Contract Code Section 3400 (c)(2) in
order to match other products in use by the City;
(2) Authorize the City Manager, or designee, to execute the Goods Purchase and Service
Agreement with CP Manufacturing, LLC, in an amount not-to-exceed$5,605,793.63;
(3) Autharize the City Manager, or designee, to execute the CDTFA-230 Partial Tax
Exemption Form;
(4) Autharize the City Engineer, or designee, to approve change orders to the Agreement up
to $150,000; and
(5) Find that the project is categorically exempt from environmental review under the
California Environmental Quality Act, pursuant to Section 15301 —Existing Facilities.
Fiscal Impact
The total cost for purchase and installation of the Solid Waste Utility (Utility) MRF sort line
equipment is $5,605,'793.63. In May 2025, the City Council (Council) adopted a budget
resolution appropriating $4,091,020 in CalRecycle grant funds. In addition, the Utility previously
budgeted $3,200,000 towards this project, for a combined total available budget of$7,291,020.
Any remaining Utility funds at project completion wi11 be returned to the Utility account.

Alter�native Action
The Council could choose not to approve and authorize the sole source purchase and installation
of the MRF sort line equipment and provide staff alternate direction. If the project does not move
forward the City will lose over $4 million dollars in grant funding and will continue to operate
the sort line in a less efficient and costly manner.
Background/Analysis
The existing MRF sort line was completed in 2002 and has reached the end of its useful service
life as it requires a great deal of downtime for repairs and maintenance. When the existing MRF
is running properly, it is still unable to process the quantity of recyclables that are received on
site, and requires the utility to send excess material to another facility costing the utility valuable
funding and staff time.
Once the new equipment is purchased and installed it is anticipated that the Utility will be able to
process the current amount of incoming recyclable material, while also providing capacity for
future growth in the City. The new sort line will result in a decrease to the Utility's expenses as
well as in increase to the revenue by allowing the Utility to sort additional recycling material.
CP Manufacturing was the original system designer and installer providing unparalleled
familiarity with the existing facility infrastruct�ure, allowing for optimal integration of the new
sort line equipment with existing support structures and systems. In addition, they also
manufacture the equipment domestically therefore eliminating any tariff costs; have staff based
in California and can provide same-day service; and have master planned our site to allow for a
Phase Two expansion as technology continues to develop.
In accordance with Public Contract Code Section 3400(c)(2), the Council may make a finding
for a material, product, ar service by specific brand or trade name in order to match other
products in use on a particular public improvement completed or in the course of completion.
Such finding would allow the b�nefits described above to be realized and are in the best interest
of the City.
Environmen�al Review
Staff has determined that the projeet is categorically exempt from environmental review under
California Environmental Quality Act Guidelines, pursuant to Sections 15301 - Existing
Facilities. Class 1 exemptions inelude the minor alteration of existing public and private
facilities, equipment, and topographical features involving negligible or no expansion of use.

The existing MRF sort line equipment will be replaced, and the project wi11 not result in an
expansion of use. The action area does not have significant values for wildlife habitat or other
environmental resources and the project has no potential to have a significant effect on the
environment.

B. In the event that the G�ods is part of a larger prt�ject or prajects that require the
coordin�tic�n of multiple contractvrs ar suppiiers,the Supplier will fully c��pera�e in schedulin�
the delivery so that�ity can maacimize the efficient campletion af such project{s).

A, �ity agrees to timely pay all sales an� �se tax(�ncluding any r�alue add�d c�r gr�ss
receipts tax impc�sed sinnilar to � sales and use ta�� imposed by any federal, st�te or l�ca1 ta�in�
authority an the ultirnate purchase price o�` the �oods provided under this �greement. Th�
purchase price c�f the Goods dves nflt include sales, value �dded, inv�ntary, use, excise c�r other
taxes, fees, c�r export or impor� d�aties, which are the sole responsibility of City and which at
Supplier's option rnay be charged to �ity in addition to th�purchase price und��th�s Agreement;
or separately b�11ed at any�irne by Suppiier if Supplier is required by any taxing autharity to collect

All emplayees, agents, contractors or subcontractors hired or retained by the Supplier ar�
emplayees, agents, cor�tractors c�r subcoratractors of the Supplier and not of�ity. City shall not be
obligated in any way to pay any wag�claims or ather claims made against Su�plier by any such
emplQyees, agents, cantractars or�ubcontractc�rs or any other person res�alting fram perfarmance

J. Supplier shall ensure that th�rd party shippers contracted by Supplier have adequat�
insurance cc�verage for the shipped£ioods.

A. Except in the event ofncan-payment by City of any amounts owed to Supplier under
this �greemen�. Supplier, subcontractors and suppl�ers will not m�ke, file or maintain a
rne�hanic's or ot�er lien�garnst the�iaods, for or on account ofany labor;materials, fixtures,
tools,machiner�, equiprnent,or any other things fumished,or any oth�r-work don�or
performance given under, arising c�ut of,or in aniy rnanner cor�nected with the Agreem�nt(such
liens are referred tc�herein as "�laims"'}.
�. Supplier w�11 save and hc�ld City harmless from and against any and all Claims
that�nay b�filed�y a s�abcontr�ctc�r, supplier or any t�ther perst�n or entity and Supplier will,at
its own e�pense,defend any and�11 actions based upnn such Claims and w�ll pay all charges of
attarneys and all�a�ts and other e�penses ar�s�ng from such Claims.

�ithin a 30-day period after re�e�pt of written natiee from �zty af such d�fault,t+�cure such
default;or ifthe tiefault cannot, by its nature, be cured within sc�ch 30-day period, if Supplfer has
not commenced and diligen�ly pursuet�a cure of such default within the �nitia130-day cure
period,and�ured the default within a�°eas�nablc time thereafter,�ity may then terminate
�upplier's right tc�proceed with the delivery af the 6 ioods by written no�ice tc� S�pplier.In such
e�ent of ter�nin�:tic�n�ity may obtaln�he Goods by whatev�i method it may reasonably deem
expedient, including th�hiring of another contractor or other ccantractc�rs and,for that purpose,

l�. Upan tertilination pursuant to Section 16.B or 16.E, Supplier will be paid(i)a pro
rata portion of th�compensatitan in the�greement f�►r any pvrtlon ofthe�erminated Groods
already delivered, including rnaterial and services for which�t has rnade fi contr�cts which are
not canceled, it being understood�ity will be entitled to such material and serv�ces, (ii)a11 costs
�rzcurred by Suppli�r in connecti�t�with the umcc�rr�pleted portion ofthe order plus nt�rmal pro�t,
and{iii)�ancellatic�n cha�°ges, if any, of 5�zpplier on account�f its purchasing cc�mrnitrnents mad�

and at leasf ane(1j for�lift.The City will tivork wi�h the equipment supplier to ensure the proper equipment,

Recommendation
Authorize and approve the following:
(1) Approve and ratify the City Manager's signature accepting grant funding in the amount
of$4,091,013 from CalRecycle to replace and upgrade the existing Solid Waste Utility's
Material Recovery Facility sort line; and
(2) Adopt Resolution approving and adopting the 78�h Amendment to City Budget Resol�ution
No. 2023-060 appropriating $4,091,020 in state grant funds for the project.
Fiscal Impact
The City of Redding's (City) So1id Waste Utility's Material Recover Facility (MRF) sort line
project's total cost is estimated to be $4,500,000 and will be funded by the California
Department of Resources Recycling and Recovery (CalRecycle) Beverage Container Quality
Infrastructure Grant Program funding and the Solid Waste Utility fund. The CalRecycle grant
will provide $4,091,013 towards the project while Solid Waste Utility will provide the balance.
Note, the Solid Waste Utility has previously budgeted $3,200,000 towards this project. Any
funds budgeted, but not used, for this project by the Solid Waste Utility will ret�urn to the Solid
Waste Utility Account.
Alternative Actzon
The City Council (Council) may decline to accept this grant funding. By doing so, this project
would need to be fully funded by the Solid Waste Utility, as CalRecycle would allocate these
grant funds to another agency.

Background/Analysis
The current MRF sort line was originally completed in 2002. The age and condition of the
current equipment contributes to sort line downtime, due to the amount of maintenance and
repairs needed. When operating properly, the current sort line can process three tons of
recyclable lnaterial per hour. The amount of recyclable material collected currently exceeds the
sorting capacity of the equipment, ultimately resulting in the Solid Waste Utility sending 910
tons of excess recyclable material (based on a four-year average) to another facility at a cost of
$95 per ton not including staff time and equipment rates to transfer the material.
The upgraded sort line is expected to be able to process 10 tons of recyclable material per hour.
This upgraded capacity will a11ow all of the current recyclable material to be sorted, while also
providing the capacity for future expected growth in the City's recycling material collection.
Being able to process all incoming recyclable material will both decrease our expenses by
significantly reducing the need to haul material to another facility, and increase our revenue by
sorting additional recycling material.
On December 3, 2024, the Council adopted Resolution No. 2024-102 authorizing the submission
of applications for all CalRecycle grants for which the City is eligible through December 3,
2029. The Resolution also authorized the City Manager, or designee, to execute in the name of
the City a11 grant documents, applications, agreements, amendments, and requests for payment,
necessary to secure grant funds and implement the approved grant project.
On April 28, 2025, CalRecycle notified the City that the grant request was approved for
$4,091,013. The Grant agreement acceptance was required to be returned to CalRecycle by May
12, 2025. Due to the short turn around time the City Manager needed to sign the grant agreement
and then have the signature ratified by Council.
Environmental Review
Funding acceptance is not a project as defined by the California Environmental Quality Act
(CEQA), and no further action is required at this time. The future RMF sort line improvements
will be reviewed for CEQA compliance and staff will return to Council for approval at contract
award.

The Department of Resources Recycling and Recovery (CalRecycle) was appropriated
$50,000,000 from the California Beverage Container Recycling Fund to support the Beverage
Container Quality Infrastructure Grant Program.
Of the amount appropriated in this item, $50,000,000 is available to support grants in the
Quality lncentive Payment Program, pursuant to Section 14549.1 of the Public
Resources Code.

Program Background
The fundamental goal of the Program is to provide infrastructure costs related to sorting of
materials for creating clean streams of beverage container materials that are substantially free
of contamination from existing curbside recycling programs or drop-off collection programs.
Criteria and Process
The Eligibility, Scoring Criteria, and Evaluation Process was discussed at the June 10, 2024
CalRecycle meeting and subsequently approved by the Acting Deputy Director. The Notice of
Funds Available was placed on the CalRecycle web site on September 24, 2024, with an
appropriate notice sent to interested parties.
Applications were due November 19, 2024, with a secondary due date of December 3, 2024 for
authorizing documentation submission. CalRecycle received 37 applications requesting
$207,446,997.79. Staff reviewed the applications in accordance with the approved �li ibilit �
���rir�� �rit�ria, �r�d ��al��ti�r� Pr����� f�r th� ���r��� �c�r�tair��r� Q��lit� fr�fr��t���tur�
�r��� �r�r�r� (https://www2.calrecycle.ca.gov/PublicNotices/Details/5454). Subsequently, 4
applications did not receive a passing score, 1 withdrew their application, 11 applications
received a passing score but grant funding was exhausted, and 12 were disqualified for multiple
reasons including incomplete applications, ineligible applicant type, ineligible project type and
costs, and not meeting the required minimum and maximum grant award. The maximum grant
award is $10,000,000 for a single applicant. CalRecycle conducted a random selection drawing
for two applicants with the same score on the funding line to determine the recommended
funding order of the eligible applicants. Staff proposes to fund 9 of the 37 applicants. If
additional monies become available, staff recommends funding the remaining applicants.
Listed below are the projects recommended for funding.
City of Bakersfield
Amount: $5,147,934
Summary: In 2019, the City of Bakersfield acquired a Material Recovery Facility (MRF) to
process recyclables from its curbside programs. The MRF, which processes a variety of
materials, currently struggles with outdated equipment, limiting its capacity and causing frequent
breakdowns that result in outsourcing costs and lost revenue. In March 2024, the city selected
Green Machine to redesign the facility with a focus on efficiency and contamination reduction.
The planned upgrades aim to modernize the sorting line and reduce manual labor. These
improvements are expected to reduce contamination by 10-15 percent, increase California
Redemption Value materials by 10 percent, and enable the facility to capture additional
recyclable materials. This project is expected to cost approximately $5.1 million and improve
the overall quality and efficiency of the recycling process, and enable the facility to capture
additional recyclable materials. This project is expected to cost approximately $5.1 million and

City of Sunnyvale
Amount: $6,575,000
Summary: The City of Sunnyvale is requesting $6,575,000 to assist with the upgrade of 10
tons per hour recycling processing system and 100 tons per hour Municipal Solid Waste
processing system to recover additional beverage containers from the Sunnyvale and Mountain
View service areas. Grant funded infrastructure will be used to recover aluminum cans, ferrous

bimetal containers, Polyethylene Terephthalate (PET) (California Redemption Value and non-
California Redemption Value), High-Density Polyethylene (HDPE-C, HDPE-N), Polypropylene
(PP), glass, and carton containers at the Sunnyvale Materials Recovery and Transfer Station
(SMaRT Station0).
Mid-Valley Recycling, L�C
Amount: $4,595,898
Summary: Mid Valley Recycling Material Recovery Facility (MRF) CP Line Retrofit Artificial
Intelligence (AI) & Communication System Line Upgrade. Founded in 1997, Mid-Valley
Disposal (MVD) is the leading locally owned and operated company that provides recycling,
organics, and solid waste services in the Central Valley. Under the same ownership of MVD,
Mid-Valley Recycling, LLC (MVR) owns and operates a regional material recovery facility in
Fresno. MVR has partnered with CP Group Sorting Technologies for a complete redesign of the
commercial processing line to incorporate new technologies and expand capacity for beverage
container recovery. The new processing line will be equipped with larger belt capacities, more
efficient fiber screens, two optical sorters and three A1 robots targeting beverage containers, and
an eddy current for aluminum recovery. The redesigned line will increase recovery of containers
by approximately 250 TPY (tons per year).
SANCO Services LP
Amount: $4,879,712
Summary: SANCO will be purchasing four equipment upgrades for its material recovery
facility's recycling processing line. This consists of a glass decontamination unit, three optical
sorters, and the associated conveyors and feeders included in the quotes for such equipment.
The glass decontamination unit is designed to improve the quality of our glass, while the three
optical sorters each remove non-California Redemption Value materials from the California
Redemption Value recovery stations thereby improving the quality and quantity of Polyethylene
Terephthalate (PET) and aluminum beverage containers that are sold for remanufacture.
Ming's Resource Corporation
Amount: $5,349,286
Summary: Installation of optical sorting equipment to sort California Redemption Value from
grocers, dealer cooperatives, and public venues. The proposed project aims to enhance sorting
infrastructure in Northern California, providing high-quality commingled sorting services to high-
volume California Redemption Value locations including grocer cooperatives, public venues,
sports arenas, special events, convention centers, colleges, casinos, hotels, and airports. The
infrastructure will support in-store return programs that collect California Redemption Value
materials from consumers not part of dealer cooperatives. Mings will also facilitate backhauling
from distribution centers.
Marin Sanitary Service
Amount: $1,598,181
Summary: Marin Sanitary Service operates a materials recovery facility in San Rafael,
California and currently receives California Redemption Value materials from the Marin County
jurisdictions. These materials, which include aluminum, glass, and plastic, are all processed,
sorted, and prepared for sale to end markets to be remanufactured. This grant will fund optical
sorting equipment that will reduce the amount of contamination in these outbound materials
while increasing yields.

City of Redding
Amount: $4,091,013
Summary: Grant funds will be used to replace and upgrade the existing Material Recovery
Facility (MRF) sort line. Modernizing the sort line will increase the amount of throughput of
materials. The City of Redding also expects to see an improvement in contamination removal
and recyclable material captured with the new equipment.
B�T Enterprises of Fremont �LC
Amount: $4,035,135
Summary: Fremont Recycling and Transfer Station (B�T) is a regional Material Recovery
Facility (MRF) that receives material from the City of Fremont. The facility is a Registered
Curbside Program for reclaiming California Redemption Value materials. BLT is seeking grant
funding to purchase four optical sorters, two robots, and the supporting equipment to upgrade
this MRF. These upgrades would serve principally to improve the recovery of Polyethylene
Terephthalate (PET) and aluminum beverage containers. The sorters would remove non-
compatible materials from the process, which helps with both the yield and quality of beverage
containers sold.
GreenWaste Recovery
Amount: $10,000,000
Summary: The proposed project by GreenWaste Recovery, LLC (GreenWaste) involves the
creation of a Secondary Plastic Plant System dedicated to sorting and processing mixed plastic
bales (types 2-7) from its Single Stream Materials Recovery Facility (SS Facility) and other
recovery facilities. This initiative targets the recovery of high-quality California Redemption
Value beverage containers identified through bale audits. Leveraging advanced technologies
from Bulk Handling Systems (BHS), including NRT SpydIRO-HS optical sorters and a Total
Intelligence Platform, the facility aims to maximize California Redemption Value material
recovery while enhancing material quality. The 2.34-acre facility, equipped with specialized
sorting, compacting, and material removal systems, complements existing single-stream
operations and supports Quality Incentive Payment (QIP) Program goals by collaborating with
Registered Curbside Programs. GreenWaste will manage all aspects of the grant-funded
project, from equipment purchase and installation to operations, ensuring efficient, high-purity
recycling processes.
Recommendation
Staff recommends approval of 9 (nine) grant awards as listed below for $46,272,159.

On the basis of the information and analysis in this Request for Approval and the findings set
out herein, 1 hereby conditionally approve the grant awards for the Beverage Container Quality
Infrastructure Grant Program as listed in Table 2. Each proposed grantee's award is subject to
two conditions:
1. The recommended grantee must pay all outstanding debts due to CalRecycle, or bring
current any outstanding payments owed to CalRecycle, within 60 days of the date of the
award email.
2. The recommended grantee's Signature Authority (or where delegation is authorized, his
or her Designee) must sign and return the Grant Agreement to CalRecycle. The signed
Grant Agreement must be received by CalRecycle within 60 days of the date of the
award email.

Background/Analysis
Each year, CalRecycle presents several opportunities to apply for grants. CalRecycle has
developed a process for jurisdictions to streamline the submittals of grant applications whereby
the governing body of the jurisdiction may pass a multi-year grant application resolution. The
City previously adopted a multi-year Resolution, No. 2016-107, on December 14, 2016, and N�o.
2022-001, on January 18, 2022. The prior resolution expires during the grant term of the BCQIG
Program, requiring a new resolution to be approved in order to complete the application process.
Pursuant to the City's Grant Administration Policy Directives and Procedures Manual (Grant
Administration Policy), all grant applications over $50,000 require Council approval. If the grant
is awarded and the sum is over $25,000, staff wi11 obtain Council approval. All CalRecycle
grant applications and aw�,r� will comply with the City's Grant Administration Policy. During
the proposed five ��� ����� �����,ution term, a new resolution for applications will not be
