SUBJECT: 4.11(�--Award Request for Proposal No. 5676 and Authorize Execution of
Consulting and Professionals Services Contract for Storm Drain Master Plan U date
Recommendation
Authorize and approve the following actions relative to Request for Proposal No. 5676, to
provide engineering services for the Storm Drain Master Plan Update (Project):
(1) Award to MCC Engineering, Inc.;
(2) Authorize the Mayor to execute the Consulting and Professional Services Contract with
MCC Engineering, Inc. for professional engineering services, including project
management, data collection, survey, hydrologic and hydraulic modeling, and updating
the Storm Drain Master Plan for a not-to-exceed fee of$539,364.00; and
(3) Authorize the City Manager, or designee, to approve contract amendments for scope
refinements and/or incorporation of optional tasks included in the Request for Proposal
not-to-exceed $300,000.
Fiscal Impact
Funding for the project will come from the Community Development Block Grant — Disaster
Recovery Planning and Public Service (CDBG DR PPS). On October 7, 2025, the City Council
(Council) accepted and budgeted $1,000,000 in Federal funding for the Project. The CDBG DR
PPS grant provides $900,000 in funding for consultant design services and $100,000 for City of
Redding (City) staff for design support and grant management.
Alternative Actzon
The Council may choose not to award the contract for the Storm Water Master Plan Update to
MCC Engineering, Inc. This alternative would delay the project and may eliminate opportunity
for staff to analyze the existing data and update the City Master Storm Drain Plan. In addition,
the City would risk forfeiting grant funding, necessitating the repayment of grant revenues
received to date for grant management expenditures.

Background
The current City-Wide Master Storm Drain Study (Montgomery Watson) was developed in
October of 1993 to formulate a plan for managing stormwater runoff that impacted areas within
the City's jurisdiction. Montgomery Watson also provided tools, in the form of hydrologic and
hydraulic computer models and mapping that are needed to make drainage decisions. The
purpose of the Storm Water Master Plan Update will be to fully analyze City Drainage Basins;
Canyon Hollow, Oregon Gulch, Olney Creek, Bonnyview Drain, and Churn Creek, using
updated topography and area development since the 1993 Montgomery Watson Study. The
updated models will be used to support floodplain map revisions, future project development,
and emergency management.
Consultant Selection Process
On February 17, 2026, Request for Proposal No. 5676 was advertised outlining the specific
scope of work. Proposals, including design fees in sealed envelopes, were received on March 19,
2026 from two firms. A review and selection panel was formed with members from the Public
Works Department. The panel's evaluation was based upon the consultant's ability and
qualifications to perform the scope of work. Based upon proposal review, the panel ranked the
firms as follows:

Proposals were evaluated based on their understanding of the scope of work, ability to meet the
proposed schedule and maintain the project budget, experience and quali�cations of the
proposed staff, project approach, and geographic location of the team. Applying the criteria to
the proposals, the selection panel determined that MCC Engineering, Inc. (MCC) was more
suited and quali�ied to provide the required services for this project.
MCC's proposed fee was opened, evaluated and found reasonable based on the scope of services
and overall budget. Federal funding requirements dictate that the consultant selection process be
gualification-based, not by cost, as long as the fee is reasonable.
Staff recommends that the City Manager be authorized to increase the contract amount up to an
additional $300,000 to perform optional tasks once the consultant has completed the initial scope
of services. Using the consultant's data, staff will assess which watersheds would most benefit
from FEMA map processing based on factors such as the potential impacts to existing floodplain
boundaries, anticipated community benefit, and the likelihood of improving the accuracy of
current FEMA mapping. Authorizing the optional task at this stage provides flexibility to move
forward with FEMA coordination only where it is determined to provide clear value and support
the City's long-term floodplain management objectives.
Environmental Review
This activity is not a project as defined by California Environmental Quality Act(CEQA) and no
action is required at this rime. Projeets that are identified in the Master Plan Update will require
individual CEQA review as they are impl�mented.

and in the manner set forth in Exhibit B,, attached and incc�rporated herein, in a total

dollars($539,�64). This sum includes all out-of-pocket trauel,ladging and incidental
expenses incurred by Consultant that are reasonably associated with the provision of

A. Consultant shall commence work on or about June l, 2026 and complete said work no

�; If Consultant fails to perform its duties to the satisfaction of City, or if const�ltant
fails to fulfill �n a timely and professional manner its obliga�tions under thls Contract,
then City shall have the right to terminate thzs �ontract effective immedaately upon
City giving written n�tice thereof to Consultant.
C, Either Party may terminate this �ontract without cause on thirty (30) calendar days'
written notice. Notwithstanding the preceding, if the term set farth in Sectian 3.A:
of this Contract exceeds ninety(90}calendar days in duration,Consultant's sole right
ta terrninate shall be limited to t�rmination far cause.
D. Consultant hereby acknawledges and agrees thati the �bl�gation of City to pay under
this Contract is contingent up�n the availability af City's funds which are
appropriated or allocated by the �ity Coui�cil. Shauld the funding for the prc�ject
and/or work set forth herein not be apprc�priated c�r allocated by the City CQuncil,
City may terminate this �igreernent by furnishing at least thirty (30) calendar days'
w�-itten notice of its intentican tr�terminate. In the event of a terminatic�n pursuant ta
this subdiv3s�on, Consultant shall not be ent�tled to a ren7�dy of acceleration of
payment� due over the term of this Agreernent. The 1'arties acknowledge and agree

the California Constitution, and that constitut�onal pr�vision supersede� any law,
rule,regulation or statute which conflicts with the provisions of this Sectian.

to City any and all finished and unfinished reports, data, studies,phc�togr�phs, charts
or other work product prepared by �c�nsultant pursuant to this Contract. City shall
have fu11 awnership, including, but not limited to, intellectual prQperty rights, and
cor�trol of a11 such finished and unfinished reports, data, studies,photographs, charts
or other work product,
]F. In the euent that City terminates the Contract; City shall pay Cansultant the
reasonable valne c�f services rendered by Consult�nt pursuant to this Contract;
pravided, howeVer, that C�ty shail not in any manner be liable for lost prafits which
might have been made by�onsultant had Consultant completed the serv�ces required
by this Contract. Consultant sh�ll, not later than ten (10} calendar days afker
termination of this Contract by City, furnish to �ity such financial information as in

value of the services rendered by Cansultant.

l�, City shall make its facilities accessible to Consultant as required for Consultant's
performan�e of its services under this �ontract; and, upon request of�onsultant,
pro�ide labc�r and safety equipment as ret�urred by �c�nsultant far such access.
B. Pursuant tc� the �it�r's business license ordinance, Consultant shall abtain a City
business license prior to comrnencing work.,
C. Consultant represents and warrants to City that it has all licenses, permits,
qualifications and approvals of any nature whatsaever that are legally required for
Cansultant to practice its profession. Consultant represents and warrants to City that
Consultant sha11, at its sole cast and expense, keep in effect or obtain at all times
during the term of this Contract any licenses, permits and approvais that are legally
required far Consultant to practice its profession.
D. Gonsultant shall, during the entire term of th�s Contract, be construed to be an
independent contractc�r and nothing in this Cantract is intended, nar shall it be
construed, to crea�e an ernployer/empl�yee relationship, assc�ciation, joint venture
relatic�nship,trust ar partnership t�r to allow�ity to exercise discretion or control over
the professional manner in which Consultant performs under this Cc�ntract. Any and
all taxes irnposed on Cc�nsultant's incarne, imposed or assessec� by reason of this
Contract or its perfarmance, including but not limzted to sal�s or use taxes, shall be
paid by Cansultant. Consultant shall be respansible for any taxes or penalties
assessed by reason of any claims that Consultant is an employee c�f City. Cansultant
shall not be eligible for coverage under City's wc�rkers' compensation insuranceplan,
benefits under the Fublic Emplayee Retirement System or be eligible for any ot�ier
City benefit.
E. No provision ofthis Contraet 1s intended to,or shall be fc�r the benefit c�f,ar construed
t�create rrghts in, or grant remedl�s to,any person or entity not a party hereto.
F. No portican of the work or serviees to be performed under this Contract shall be
assigned, transferred, conveyed or subcontracted wlthout the prior wrltten a�proval
af City. Cansultant may use the servic�s of independent cantractors and
subcontractors to perform a portion of its obligations under this �ontract with the
prior written apprmval af City. Independent contractors and subcontractors sh�ll be
prc�vided with a copy �f this Ctintract and Cansultant shall have an affirmative duty
to assure that said independent contractors and subcontractors ccrrn�ly with the same
and agree to be bound by fts terms. Consultant sha11 be the responsible pariy v�ith
respect to a11 actions of °rtis independent contractors and subcantractc�rs, and shall
obtain �uch �nsurance and indemnity �arov�sions from its �ontractors and
subcontractors as City's Rask Manager sh�ll determine to be necessary,

undertaken pursuant to this Contract, the casts ar abligations incurred or to be
incurred in connectian therewith, and any other matters covered by this Contract.
H. Consultant shatl maintain accc�unts and r�cords, including persannel, property and
�nancial records, adequate tt� ident�fy and account for all costs pertaining to this
Contraet and such c�ther records as may be deemed necessary by City to assure proper
accc�unting for all prc�ject fi�nds. These reeords shall be rnade available for audit
purposes to state and federal a�zthoriti�s, ar an� authorized representative of City.
Consultant shall retain such records for three (3) �ears after the expir�tic�n af this
Contraet, ur�less prior permission to destrr�y them is granted by Ciiy.
I. Consultant sha�l perform all services required pursuant to this Contract ii�the lnanner
and accord�ng to the standards observed by a competent practitioner t�f Consultant's
�rofession. All products af whatsoever nature whrch Gonsultant delivers tc� City
pursuant to this Contract shall be prepared in a professional manner and canform to
the standards of qualit� nc�rrnally tibserved by a perscrn practicing the pro�'essic�n c�f
Consultant an� its agents, employees and subcontractors assigned ta perform the
services contemplated by this Contract.
J. All completed reports and Qther data or documents, or computer media including
diskettes, and other materials provided c,r prepared by Consultant in accordance with
this Contract are the prc�perty of Ci#y, and may be used by City. City sha11 hav� all
intellectual property rights includ�ng, but not limited to, cc�pyright and patent rights,
in sald documemts,cc�mputer med�a,and other materlals pravided by Consultant. City
shall release, defend, indemni�y and hoid harmless�onsulfan�from all claims,costs;
expenses, damage or liability arising out of or resulting frflm City's use or
mc�dification of any reports, data, documents,drawings, specifications c�r other work
pro�luct prepared by+Cansultant,except for use by�ity on those partions of the C�ty's
praject ft�r wh�ch such items were prepared.
K. Cc�nsultant, �ncluding its employees, agents, and subcansul�ants, shall nc�t maintain
or acquire any direct or indirect interest that conflicts with the performance of this
Contract. Consultant shall cc�mp�y with all requirements c�fthe Pol�tical RefQrrn Act
(Governznent Cc�de § 811�0 et seq:) and otl'ner laws relating td conflicts of interes�,
including the following: 1) Consultant sha11 not lnake or part�cipate in a decision
made by City ��it is reasonably foresee�ble that the decision may ha�re a mat�rial
effect on �€�nsultant's economic interest, and 2) if required by the City Attorrxey;
Cansuitant shall file financial disclosure farm5 with the City Clerk.

1. City, its elected c�fficials, officers;employees,and agents are tt�be covered as
additional insured as respects liability arising out af work or operations
perfi�rmed by c�r on bel�alf of�onsultant, prem�ses owned, ]eased or used by
Consultan�; or automobiles owned, leased, hired ar borrowed by Consultant,
The coverage s�all cantain no special limitations on th� scope of protecticrn
afforded ta City, its elected officials; nfficers, employees, agents and
voiunteers.
2. The insurance coverage of Cansultant shall be primary insurance as respects
City, its elected officials, officers, employees, agents and volunteers. An�
lnsurat�ce tir self-insurance�naintained by City, its elected of�cials, officers,
emplayees, agents and volunteers, sha11 be in e�cess of Consultant's
insurance and shall not contribute with it.
3. Coverage shall state that the insuranc�af Consultant shall apply separately to
each insured against wham claim �s rnade or suit is br�ught, except with
respect to the]imits of the insurer's liability.
4. Eacl�insurance policy required by this Contract shall be endorsed to state that
coverage shall not be canceled except after thirty (30) calendar days' prior
written notice has been given tc� City. In addition, Consultant agrees that �t
sha11 not reduce its caverage or limits on any such policy except after thirty
{30) calendar days'prior written natice has bee11 given to City.
E. Insurance is to be placed with insurers with a current A.M.Best's rating of no less
than A-VII.
F> Consultant shall d�s�gnate the City of Redding, 77'7 Cypress Avenue, Redding, CA
96001 as a Certificate Holder of the insurance. Cansultant shall furnish City with
certifica�es of`rnsurance and c�riginal endorsements affecting the coverages required
by this clause.Certificate$and endc�rsements shall be submitted electronically via the
PTNS Adv�ntage system. A Iink will be provrded for the Consultant, car their
insurance agent, to enter and upload docurnents d�rectly to PINS Advantage. The
certificates and endarsements ft�r each �nsurar►ce�oliey are t� be signed by a person
authorized by the insurer ta bind coverage on its behalf. Ali endarsements are to be
received and approved in PINS Advantage by the City's Risk Nlanager priar to the
cammeneement of contracted services. City may withhold payrnents to Cc�nsultant if
adequate certificates of insurance and endorsements required have not been submitked
as described above or provided in a timely manner.

G. The requirements as to the types and lin�its of insurance coverage to be maintained
by Consultant as required by Section 5 af this Contract, and any approval af said
insurance by City, are not intended ta and w�ll nc�t in any manner lilnit or quallfy the
l�abilities and obligatians otherwise assumed by Cansultant pursuant to this Contract,
including, without limitat�c�n;prov�sions concerning indemnification.
H, If any policy of insurance req�aired by this Section is a"claims made"policy,pursuant
to Cade c�f Ci�il Procedure § 342 and Government Code � 945.6, CansuItant shali
keep said insurance in effect for a period c�f�ighteen(1$)months�fter the termination
of this Contract.
I. If any damage; including death, personal injury or praperty damage, occurs in
car�nectlon with the perfarmance of this Cc►ntract, �onsultant sha11 irnmediately
nc�tify City's Risk Manag�r by telephc�ne at(530) 225-4068. I�to later than three(3)
calendar days after the event; Consultant s1�a11 submit a written report to �C�ty's Risl�
Manager containing the fallowing lnformatio�n,as applicable: 1)name and address�f
injured or deceased person�s);2}name and address of witnessesa 3}name and address
�f Consultant's�nsurance companyg and 4) a detailed description of the damage and
whether�ny Gity property was involved.

A. Can�istent with California Civil Code � 2�82.8, when the services ta be pravided
under this Contract are design professi+�nal services to be performed by a design
professional, as that term is defined under Section 27�2.8, Consultant shall, to the
fullest extent permitted by Iaw, indernnify prc�tect, defend and hald harmless, City,
rts elected officials, officers,emplc�yees,and agents,and each and every one of them,
from and against all actions, damages, costs, lia6ility, claims, lc�sses, penatties and
expenses {including, but not limited to, reasonable at�orn�y's fees of the City
Attorney or Iegal counsel retained by City, expert fees, litigatxon costs, and
investigatian costs�of every type and description tc�whrch any or all of them may be
subjected by reason of, or xesulting from, directly or indireetly, the negligence,
recklessness, or willful rnisconduct of Consultant, its officers, employees or agents
in the perfQrmance ofprc�fessianal services under this Contract,except when liability
arise�due to the sale negligence, act�ve negligence or rni�conduct of the City.
B. Other than in the performance of professional services by a design professional,
which is addressed solely by subdivisic�n(Aj of this Section, and to the fullest e�ent
permitted by law, Consultant shall indemnify protect, defend and hald harmle�s,
City, �ts elected afficials, of�c�rs,emplayees, and agents, and e��h and eVery one of
thern, from and against all actions, darnages, costs, liability, clairns; Iosses;penalties
and e�pens�s (inciuding, but not lirnited to, reasanable attorney's fees of the City
Attorney or legal counsel retained by City, expert fees; litigation costs, and
inves�igation cc�sts)of everY'tYpe and description to which any or al1 of them may be
subjected by reason of the performance of the services required under this Con�ract

by Consultant its afficers, employees or agents in the performance of professional
services under this �ontract, except when liability arises due to the sole negligence,
active negiigenee or misconduct c�fthe City.
C. The Consultant's ohligation to defend, indemnify and hold harrnless shall not be
excused because of the Consultant's inability to evaluate liability. The Cc�nsultant
shall respond within thirty (30) ealendar days to the tender of any claim for defense
and indemnity by the City,unless this time has been extended in writing by the City:
Ifthe Consultant fails to accept or re�ect a tender c�fdefense and indernnity in writing
delivered to City withrn thirty {30} calend�r days, in addition to any ather remedy
authorized by law, the City may withhold such funds the City r�asonably considers
necessary for its aefense and indernnrty until dispc�sition has been made of the clairn
or untii the Consultant accepts or rejects the tender af defense in writing delivered ta
the City, whichever occurs first. This subdivision sha11 nc�t be coiistrued to excuse
the prampt and cantinued performance of the duties required of Cansultant herein.
D. The obligation to indemnify, pro�ect, defend, and hold harmless set forth in this
Section applzes to all claims and liabllity regardless c►f whether any insurance policies
are applicable. The policy lgrnits of said lnsur�nce pc�l�cies do not act as a limitatifln
upon the arnount�f indernnification to be provided by Cantractor.
E. City shall have the right to approve or d�sapprave the legal counsel retained by
Cc�nsultant �ursuant ta this Section to represent City's interests. City shall be
reimbursed for a11 costs and attorney"s fees incurred by Crty i� enfarcing the
obligations set forth in this Section.

A. This Contract shall be deemed to have been entered into in Redding, California. All

with respect to this Contract is a decisir�n which is the sole respansibility of each of
the Parti�s. Accordingly, no party shall be deemed to have been the drafter hereof,
and the principle of law set forth in Civil Code § 1654 that contracts are construed
against the drafter shall not apply.

surveyed. This includes any additional channel and overbank cr�ss sectians that cannot

stru�tures that are not in the C1iy's ir�ventary:

e�isting hydrologic rnodels will be simpli�ied: The hydrology revisions will be
accornplished in twa steps; first,the rnodels will be separated inta an upstream analysis
and a mainstem a�nalysis.Then,the sub-basins upstream of detentian facilities will be
cansoiidated;
Precipitatian zones will be develc�ped based on;gridded data from N�AA Atlas 14,
Version 6, Valume 2 alon�with depth-duration-frequency data representat�ve of each
zone for use in the HEC- S rainf�ll-runoff rnodels. The precrpitation�one map will
extend to the headvvat�rs of all basins including Churn Creek for the purpose of
ident�fying flood hydragraphs at the City of Redding bc�undaries hawever precip�tation
zcrne shapefiles for GIS,reports,and the S rainfall-runoffmodel will be lirnited ta
within city limits.
Each westside creek model will be separated into upstream and main stern rnodels at the
HE+C-1 data�ile levei with the diVision occurring at approx�mately the City Limits. The
upstream analysis will then be adt�ed to the remainder af the model as an input
hydrograph. This will be dan�for Canyon Hol�ow, Qlney,and flregon Gulch creeks.
Bonnyview Drain will be treated as a single analysis. The HEC-1 models will then be
imported into the HEC-HMS madeling environment, and the terrain, sub-basin shape
�l�s,and aer�al irnages will be imparted. A detailed review of the updated sub-basin
information and projects constructed since the last reference mt�deling effort will be
performed to en�ure revisions inelude aceurate dat�.Follo�vving the review, the HEC_
HMS icons will be georeferenced tc�provide schematics of the drainage network
configurations.
The updated HEC-HIViS rnodels will be used ta generate the 10-, 25-, and 100-year return
period flc�od events. The upstream models for those creeks with two madels wi11 be run
at each return period in order the obtain a hydrographs to use in the next downstr�arn
lnodel. The baundai�y hydrt�graphs wril then be ldenti�ed and transferred to the hydraulic
models to mode[the flaodpiain baundaries.
Dellverables will include updated HEC- S platform madels.

The West Side tributaries include �anyon Hollow, Oregon Ciulch; Olney, and South
Bonnyview Lirain. These tributaries have wide; shallow overflows in some areas adjacent
to the ehannels. This, along v�+ith the possibility af overflow from t�ne channei draining to
another channel,the use ofa two-dimensiQnal backwater an�lysis to represent flood
hydraulic conditians for all four channels in a single backwater model is appropriate.
To prepare the madel, a combined linear and two-dimensional (1D/2D)backwater model
repres�nting the channels in the linear domain and areas of shallow overflc�w and
potential �hallo�w overflowin the tw�-dimensional damain will be created. The mc�del
will be prepared using terrain from th�City c�f Redding LiDAR survey. Except for
C>regon Gulch Creek upstream of Cedars Road,and passibly a reach of Ulney Creek,
channel cross-sections will be cut from the terrain layer at lac�tions where the terrain data
is not impacted by heavy vegetation. Field surv�yed cross-sections will be required far
C}regon Gulch; upstream of Cedars Road. Ifnecessary, freld surv�yed crc�ss-sectlon data
for the reach c�f�Iney Creek between Eastside Raad and Sacramento I)rive where dense
willc�w across the channel is resulting in on going deposit�on of bedload in the ehannel.
Overland flow Manning's roughness cc►effzcients will be defined based on land cover
from the NatiQnal Land Cover Database(NLCI�-2016)according ta the roughnes5
coefficients recomrnended in the HEC-RAS 2D user's manual. Channel roughness
coeffcients will be estimated based on a visual survey of the site consider�ng ex�sting
geometry and vegetation and based c�n the roughness ct�rnponent approach develo�ed by
Chaw{1959}. +�rossing geometry wi11 be base�on a combination of�errain data(deck
elevati�ns), �erial imagery(�ioogle Earth—span lengths and widths),field measurements,
fie�d survey data,and general plans for structures under construction at�+�for which
replacement plans are available. 'The normal depth method based an channel hydraul�c
gradient will be emplayed fcrr the downstream bc�undary cc�nc�itions in the backwater model
however rnapping will represent the 100-year fl�t�d water surface elevation in the
Sacramento River where higher than backvdater mod�l flo€�d profiles. The m€�del will be run
in fully dynamic mode usir�g flood hydragraphs,generated by the flood hydrologic analysis
at the City ofRedding boundaries and at location�of tributary and local inflc�w. Simulation
parameters will be ad�}usted primarily tfl minimize instability with sorne cflnsideratian for
run time.
After preparatic�n and testing ofthe 1D/2l�backwater mc�del and after carnpletion crf the
flaod hydrographs for external and internal boundaries,the backwater mt�del w1I1 be run to
identrfy flc�od hydraulic conditions for existing levels of development during the most
proba�le 10-,25-,and 100-year storm events. The extent of inundation durrng these events
will be determ�ned,and locations ewhere overflow emanating frc�m c�ne channel drains to
another channel will be identified.i�verflow hydrographs w�ll be identified for updating the
fload hydralogic analyszs. The gec�spatial data representing maximum water surface
elevations and ea�tent c�f inundatic�n will be prepared for inclusion in repc�rts and GIS.

flow,lf identified as significant;a cornbined linear and twa-dimensional model will be used
for the Churn Creek hydraulic analysis. The backwater models for Churn Creek will be
developed zn the 2I7 dc�main to extract cross-section data from terrain tc�determine if 2D
darnains are to be considered for areas af averflow.

The FE map revision pracess has strict prc�cedures including starting with the�ackwater
rnc�del supparting the current effective FE �'lood Irnsurance Rate Maps(FIRMs)and
Flood Tnsurance�tudy(E'I�)T�eport. All backwater model runs, flood profiles, flot�d limit
lines,and floodway litxes that are included in the current effective FE publications must
be reproduced in the map revision backwater madels and reports, The curr�nt effective
FElU1A flood studies for the City of Red�ing include the mast probable 10-,50-, 100-,and
500-year flood events and rnany channels haVe flc�t�dways designated. Revised reaches af
channel must tie into current effective FE products at the dawnstream and upstream
limits ofthe map revision. Ifextending to the upstream limit ofexisting FEMA mapping,
the tie in is not required.Hc�wever,at the boundary between the City of Redding and Shasta
Lake City,there is a d'tscantinuity of bath flow and hydraulic characterist�cs existing on
currentl�published FE products(no�ie in). This vv�il be an issue that must be
considered. Additionally,computing a floodway wlhere water leaves one channel and enters
another channei creates a problem for computatlon and designatic�n of�fl�odway. FENIA
has a rigorous and somewhat onerous reviaw proce�s and fixed deadlines for"correction"c�f
rnap re�is'ons. The estimated duration is approximately 24 manths to complete a FEMA
map revision from start tc�approval.
Alternatively, if the City of Redding intend�to update FEIVIA fload data for all of the
channels studied,a Fhysical NIap Revisi�an{PMR)rnay be a better optian if FEMA wiil
consider it. Under the�'EMA P process a representative of FEMA will be involved
thrt�ughout the restudy process resulting in a simplified review process separate fi°om the
ieview process emplt�yed fc�r map revisions.
It is recc�mrnend�d that the C�ty prc+ceed with development of the 5torm Dra�n�aster Plan
IJpdate Tasks 1 through 7 to define the ext�nt ofthe�loodptain updates tl�at may be
ne�essary. T'his will allow the level of eff'ort to prepare I�raft and�'znal FIRIirIs to be
