Fiscal Impact The Mistletoe Lane and Victor Avenue Water Improvements (Project) is being funded by the Water Utility Division. The Water Utility has sufficient Fiscal Year 2025-26 budget for this project and its funding will not impact other activities or projects. Cost Summar Item Estimated Pro'ect Develo ment Costs $81,000 Construction Contract-- Contin enc $1,785,072 Contract Administration, Tns ection, Testin $2'75,000 Additional Cit Mana er Authorit $100,000 Total Pro'ect Costs $2,241,072 Total Pro'ect Bud et $2,250,000 Report to Redding City Council May 28,2026 Re: 4.11(c)--Award BS No. 5693 Mistletoe Ln/VictorAve Water Improvements Project Page 2 Project cost components are estimates and some shifting of the project development, construction management, and construction contingency funds may be necessary to balance the project within the approved budget. Alternative Action City Council may choose not to award the bid for the project and provide staff with alternate direction. Without this project, there is greater potential for increased maintenance costs, a decrease in reliability, and an increased risk of water main breaks for City of Redding (City) customers. In addition, these needed underground iinprovements would not be complete prior to the Victor Improvements Active Transportation Project (ATP), which wi11 include roadway improvements in the project area scheduled for construction in 2028. Background/Analysis The City's water system includes approximately 2.98 million feet (565 miles) of conveyance and distribution pipelines of various pipe materials and sizes ranging from 1-inch to 48-inch. Assessments of the City's water distribution system indicate that the older steel and cast-iron pipelines have had the highest rates of failure in recent years. To reduce pipeline failures and maintenance costs and to improve reliability to its customers, the Water Utility has focused on replacing older steel and cast-iron piping. This project will replace approximately 4,300 feet of aging steel and cast-iron water mains that were installed in the 1970s. This project will replace the old steel and cast-iron piping with new polyvinyl chloride (PVC) and ductile iron piping to reduce future maintenance costs and provide reliable service in the area for the foreseeable future. Water services and fire hydrants will also be replaced as part of the project. The improvements were prioritized in order to complete the necessary work prior to construction of the Victor Improvements ATP project. This approach will ensure the integrity of the roadway is maintained following replacement of the asphalt concrete surface associated with the ATP proj ect. Attached is a tabulation of bids received and opened on May 14, 2026, for construction of the project. The low bid in the amount of$1,615,0'72 was received from Giles Excavating & Paving, Inc., of Anderson, California. The engineer's estimate was $1,926,540. Tota1 project development costs for this project are estimated to be $81,000. Project development costs include engineering, surveying, right-of-way, environmental, and consultant services for the proj ect. Environmental Review Staff has determined that the project is categorically exempt from environmental review under California Environmental Quality Act Guidelines, pursuant to Sections 15301 - Existing Facilities. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The existing utilities are aging and require replacement. The project will not result in expansion of use. The project has no potential to have a significant effect on the environment.
