Fiscal Impact An additional $248,770 in Highway Bridge Program (HBP) grant funds has been allocated to the City of Redding (City) for the Eastside Road Bridge over Canyon Ho11ow Creek Project(Project) in order to complete design and advertise the Project. The HBP requires an 11.4'7 percent ($32,230) local funds match, which staff has identified as Traffic Impact Fee (TIF) funds. Previous Project allocations for preliminary engineering, environmental and right-of-way total $619,000 ($548,000 HBP and$71,000 TIF). Alternative Actzon The City Council (Council) may choose not to accept the additional grant funding. Tn this case, the City would forfeit $248,770 in grant funding for the project and additional City funds would need to be identified in order to complete the project. Alternatively, the Council could choose not to proceed with the project and the City would need to reimburse the State of California for costs incurred to date. Report to Redding City Council May 28,2026 Re: 4.11(b)--Accept Grant Funds and Adopt Budget Resolution for Eastside Road Bridge over Canyon Hollow Page 2 Background/Analysis The project is located on the east side of State Route 273, approximately 650 feet south of the intersection of State Route 273 and Buenaventura Boulevard. The project wi11 replace the existing Eastside Road Bridge with a new two-lane, two-span cast-in-place reinforced concrete slab bridge. The proposed structure wi11 provide two 12-foot travel lanes, 8-foot shoulders, one 6-foot-wide sidewalk, and concrete barriers. Approximately 300 feet of roadway will be reconstructed at both approaches to conform to the new bridge. Construction of the bridge wi11 be staged to allow a single lane of alternating traffic, controlled by temporary signals. Unanticipated additional coordination with Union Pacific Railroad (UPRR) and CalTrans regarding project sequencing, staging, and drainage design resulted in the need for additional preliminary engineering activities. EnviNonmental Review This action, accepting additional grant funding, is not a project as defined by the California Environmental Quality Act (CEQA). On June 16, 2020, the Council adopted the Mitigated Negative Declaration, the Mitigation Monitoring Program, and approved the Eastside Road and Westside Road Bridge Replacement Projects, thereby satisfying the requirements of CEQA (CEQA G�uidelines §15074). The project will replace the existing Eastside Road Bridge with a new two-lane, two- span cast-in-place reinforced concrete slab-bridge. The proposed structure wi11 provide two 12- foot travel lanes, 8-foot shoulders, one 6-foot wide sidewalk, and concrete barriers. Approxi�nately 300 feet of roadway will be reconstructed at both approaches to conform to the new bridge. The Westside� Road Bridge wi11 be replaced with a new two-lane, three-span cast-in-place reinforced concrete slab-bridge. The propased bridge will provide two 12-foot travel lanes, 4- foot shoulders, one 6-foot wide sidewalk, and barriers. The roadway will be reconstructed approximately 175 fe�� i��th and 325 feet to the north to conform to the new bridge. An Initial Study (IS) was prepared to satisfy the requirements of�� C��,�' a��c�escribes why the project is being proposed and the potential impacts t� the ex��ronment. The IS shows that the proposed project could have a significant s��'�'��`�.�� '�iological resources, but with implementation of mitigation measures, those impacts w1�1 ��e reduced to a level considered less than significant. The mitigation m�asures and conservation measures to be implemented are common practices and include, but are not limited to, biological pre-construction surveys, impact minimization, exclusionary fencing, and erosion control. Based on the conclusions made in the IS, a MND was prepared. The MND describes the project, including mitigation measures, and makes the determination that there will be no significant effect on the environment provided that the de�ned mitigation measures are implemented as part of the project. In addition, a MMP has been written and incorporated into the MND (CEQA Section 21081,6). The MMP wi11 be used by City staff, contractors, agencies, and monitoring personnel during and after the proj ect to ensure effective implementation of the adopted mitigation measures outlined in the MND. They were sent to 1oca1 resource agencies, the Shasta County C1erk, and posted on the Public Works Department website. A public notice was also sent to landowners in the vicinity of the project and posted in the local newspaper. Two comipent letters were received during the public comment period. Responses to the comment letters have been prepar�d and are att�ched to the final MND. The City is the l�ad agency for the project pursuant to CEQA. As the lead CEQA agency, the Council is authori�ed to adopt the MND per Redding Municipal Code Section §18.24.070.E and state law.
