Recommendation Authorize and approve the following: (1) Ratify the submission of an application for the U.S. Department of J�ustice 2025 Edward Byrne Memorial Justice Assistance Grant in the amount of$42,867 to fund the purchase of four handheld radios; (2) Authorize the City Manager to accept and appropriate the grant, if awarded; and (3) Authorize the City Manager, or designee, to sign the grant application's Certifications and Assurances signifying that the governing body was notified of the application and citizens were provided the opportunity to comment on the application. Fiscal Impact This grant provides supplemental funding to the Redding Police Department (RPD). There is no negative General Fund impact by applying for and accepting this grant funding. Alter�native Action The City Council could choose not to approve the grant application. RPD would lose the opportunity to purchase needed equipment. Background/Analysis RPD is scheduled to receive funding from the U.S. Department of Justice 2025 Edward Byrne Memorial Justice Assistance Grant. This is a formula (block) grant through which RPD will be awarded $42,867. These funds are usually offered on an annual basis, but the amount and application deadlines vary from year-to-year. The grant was submitted online, in accordance with City Manager Poliey CM 97-1, by the May l, 2026 deadline. Report to Redding City Council May 13,2026 Re: 4.9(a)--2025JAG Grant Page 2 Prior to the utilization of these funds, the City of Redding (City) must make the application available for review by the governing body and must allow an opportunity for comments from citizens. Attached is the Project Narrative explaining how the funds will be expended. RPD requests that the funds this year be used for four dual band handheld radios. RPD is in the process of replacing the existing radios that are single band, past end of life and can no longer be repaired. Due to budget constraints, the cost to replace the Department's 93 radios far exceeds the funds currently budgeted for radio replacement. The additional funds will assist in replacing the radios that are vital for communications. EnviNonmental Review This grant is not defined under the California Environmental Quality Act, and no further action is required. Council Priority/City Manager Goals • Public Safety — "Work to improve all aspects of public safety to help people feel secure and safe where they live, work, and play in the City of Redding." Attachments Project Narrative JAG 2025 REDDING POLICE DEPARTMENT PROJECT NARRIITIVE 2025 JAG FUNDING The City o�Redding Police Department (RPD)will use the FY 2025 JAG funds in the amount of $42,867 to purchase handheld radios. The City of Redding went live with a new citywide radio system in April 2022 and are using an older model radio which is no longer in production and will be obsolete with the new system. RPD currently has 93 handheld radios. Of the 93, 73 are assigned to staff and 20 are used as "loaners"which are utilized during joint agency events. These current radios are not dual band and cannot communicate with allied agencies due to incompatible radio frequencies. The existing radios reached end of life in 2019 and are out of service,parts and technical support. If the existing radios are not replaced, RPD runs the risk of not having the needed communication equipment for emergency communication. RPD and other agencies often need to communicate with each other on regular operations. Operations include mutual aid, vehicle pursuits, rapidly developing emergencies and various crime scenes as well as joint SWAT operations and in the event of terrorist attacks or natural disasters. Daily, criminals cross jurisdictionallines and it is crucial to be able to communicate immediately with allied agencies to protect the public, as well as ensuring officer safety. Due to the age of the existing radios and the fact that they are not dual band, it is necessary to replace them. While RPD has been warking on replacing the radios, due to budget constraints there is not sufficient funding to replace all of them. This additional funding will assist in replacing this vital equipment.
