Fiscal Impact The Fire Department (Fire) submitted grant applications in 2023 and 2024 to the Federal Emergency Management Agency's Assistance to Firefighters Grant program to replace its aging and worn-out Self-Contained Breathing Apparatus (SCBA). Both times the grant was not awarded. Therefore, the attached budget resolution is to appropriate adequate funds for the purchase of SCBA and associated equipment. The total cost is estimated not to exceed $966,278.23. Due to the staff report including a budget resolution for the Fire Impact Fees, staff is including the appropriation of the Rolling Stock and Equipment Replacement funds in the budget resolution for transparency and consistency. Alternative Action The City Council may choose not to approve the recommended action and provide alternative directions. Not approving the recommended action could delay the timeline beyond October 2026 and increase the risk of unit failure, personal injury, and may be subject to Occupational Safety and Health Administration citations. Background/Analysis SCBA is supplied air ensembles worn by �refighters while entering Immediate Danger to Life and Health environments. A SCBA is the firefighter's lifeline required when entering certain environments allowing them to mitigate emergencies such as building fires, vehicle fires including electric vehicles, and other hazardous material related incidents. The Department's current SCBAs were purchased in December 2013. National Fire Protection Association 1981 Standard on Open-Circuit SCBA for Emergency Service identify a 10-year service life for SCBA equipment, after which reliability, parts availability, and safety cannot be assured. The Department's units are now approximately 12 years old. The manufacturer of the Department's current SCBAs is no longer in business and can no longer provide testing, factory support, replacement parts, or service. As a result, the Department has become increasingly reliant on limited aftermarket solutions and workarounds which are neither sustainable nor appropriate for criticallife-safety equipment. SCBA cylinders have a �nite service life governed by hydrostatic testing and regulatory end-of- life requirements. The Department's cylinders will reach their mandatory end of life in October 2026, after which they cannot legally or safely be used. Replacement is unavoidable regardless of the condition of the SCBA packs themselves. After extensive evaluations and user demonstrations, the sole source justification for the 3M Scott SCBA units became evident for several reasons: performance, function, durability, maintenance, and most significant compatibility with the Department's regional partners. Automatic and mutual aid is critical to meeting operational goals and a11 surrounding agencies use the 3M Scott SCBA. As a result, the Redding Rire Department is requesting Council approval to standardize SCBA products and associated equipment using only 3M Scott SCBA products. The purchase of the 3M Scott SCBAs and associated equipment wi11 be from Allstar Fire Equipment (Allstar) through a State of California Statewide Contract. City Municipal Code 4.20.120.L.7 provides for Council to authorize execution of a purchase order contract based on prices established by other government agencies. Utilizing Allstar and the Statewide Contract is estimated to provide $350,000 in savings to the City. An additional reduction in the contract price of the SCBA System was due to a small change by not including a specific rescue belt.
