Recommendation Authorize and approve the following actions: (1) Approve the Authorization of Service #26-03 with Mead & Hunt, Inc. (C-8976) for airport engineering consulting services related to the Benton Field Eastside T-Hangar Taxilane Pavement Reconstruction & Drainage Improvement Project in the amount of $376,162.00; and (2) Authorize the Mayor to execute the contract and any future amendments necessary to complete the project. Fiscal Impact On June 17, 2025, City Council approved the submission of grants by City of Redding (City) Airports Division staff to the Federal Aviation Administration (F'AA) Airport Improvement Program and Airport Infrastructure Grant program grants for the Reconstruct Eastside T-Hangar Taxilanes and Drainage Improvements Project(Project) at Benton Fie1d. Under FAA grant numbers 3-06-0308-029-2025 and 3-06-0308-030-2025, the Airports Division received grant approval in the amounts of$255,459 and $170,306, respectively. Each FAA grant is able to cover up to 95% of eligible project expenditures. The remaining project funds are comprised of a State Matching Grant from the California Department of Transportation (up to $8,515) and local match (approximately $14,000) from the Airport Division's O&M budget. Staff administrative costs associated with the project are eligible for reimbursement under all FAA grants. Future reimbursements are anticipated to offset some staff administrative costs and create savings in regular staff time for the Airports Division. These reimbursements will also eontribute towards the City's required local match. Background/Analysis The Authorization of Service #26-03 airport engineering consulting services contract (Contract) with Mead & Hunt in the amount of $376,162 is related to the design of the Project. Council authorized an initial engineering budget of $448,173 at the June 17, 2025 meeting. The remaining $72,011 will be used for other preliminary expenses, including development of the required independent fee estimate, preparation of the Categorical Exclusion (as described below), and project administration time charged to the grant. The proposed Project will reconstruct deteriorating and age-distressed pavement within the East T-hangar Taxilanes (Taxilanes) area, located on the eastern side of Benton Field. The Taxilanes were visually inspected, are detailed in the Airport Pavement Management System report (dated November 2016), and rated as "failed." The Taxilanes pavement and adjacent pavement areas are identified in the Project Schematic included as Attachment 1 to the contract. The site drainage configuration is anticipated to change based on the recent Drainage Master Plan completed in September 2022. New storm drain infrastructure is also included in the Project, and will collect and convey stormwater runoff to the existing catch basin per the Drainage Master Plan Alternative "A". The Scope of Services for this project was developed by Mead & Hunt, Inc., the City Airports staff and the FAA. The scope of the consulting services includes: Preliminary, 60 percent, 90 percent, and Final Design, as we11 as Contract Administration. Staff anticipates submitting additional grant applications to fund construction after the design is complete. Environmental Review This action is not a project as defined by the California Environmental Quality Act (CEQA) or the National Environmental Policy Act (NEPA). Contract approval will allow the design to progress to a stage in which the project can be reviewed for CEQA compliance. No action is required at this time. As part of the grant application process for FAA funding the City has requested determination of a NEPA categorical exclusion for projects eligible for a categorical excl�usion (CATEX) that have greater potential for extraardinary circumstances or that otherwise require additional doeumentation, as described in the FAA Order 1050.1 (current version) and FAA Order 5050.4B (collectively, FAA Environmental Orders). The City has requested a determination of categorical exclusion based on paragraphs 5-6.4 (e) and (o) — Categorical Exclusions for Facility Siting, Construction, and Maintenance. The NEPA CATEX documentation is currently being reviewed by the FAA under a request for a NEPA CATEX determination on this project. ECITALS W REAS, on July 23, 2021 the parties entered into that certain Consulting and Professional Services Contract (C-8976); and whereas, that Consulting and Professional Services Contract cantemplated that the parties would, from time to time, enter inta one or more specific Authorizatian of Service Agreements. Fee for Services. The total project budget submitted is $448,173 with requested federal funding of$425,765. City Staff also anticipates applying for up to $8,515 in State Matching Grant funds from California Department of Transportation (Caltrans) for this project - maximum eligibility local match would be $13,893. So-far pre-award expense, at-risk in case of no award, are $32,000. Alternative Action City Council may choose not to authorize staff to submit the applications and to not adopt the budget resoluti�n. Or, may choose to provide alternate direction to staff. If the grant application is not ratified, staff would withdraw the applications thereby funding would not be available for this project.
