SUBJECT: 4.6(a)--Approve Authorization of Service 26-03 with Mead&H�unt, Inc.
Recommendation
Authorize and approve the following actions:
(1) Approve the Authorization of Service #26-03 with Mead & Hunt, Inc. (C-8976) for
airport engineering consulting services related to the Benton Field Eastside T-Hangar
Taxilane Pavement Reconstruction & Drainage Improvement Project in the amount of
$376,162.00; and
(2) Authorize the Mayor to execute the contract and any future amendments necessary to
complete the project.
Fiscal Impact
On June 17, 2025, City Council approved the submission of grants by City of Redding (City)
Airports Division staff to the Federal Aviation Administration (F'AA) Airport Improvement
Program and Airport Infrastructure Grant program grants for the Reconstruct Eastside T-Hangar
Taxilanes and Drainage Improvements Project(Project) at Benton Fie1d.
Under FAA grant numbers 3-06-0308-029-2025 and 3-06-0308-030-2025, the Airports Division
received grant approval in the amounts of$255,459 and $170,306, respectively. Each FAA grant
is able to cover up to 95% of eligible project expenditures. The remaining project funds are
comprised of a State Matching Grant from the California Department of Transportation (up to
$8,515) and local match (approximately $14,000) from the Airport Division's O&M budget.
Staff administrative costs associated with the project are eligible for reimbursement under all
FAA grants. Future reimbursements are anticipated to offset some staff administrative costs and
create savings in regular staff time for the Airports Division. These reimbursements will also
eontribute towards the City's required local match.

City Council may choose not to approve the contract with Mead & Hunt, Inc. and provide
alternate direction to staff.
Background/Analysis
The Authorization of Service #26-03 airport engineering consulting services contract (Contract)
with Mead & Hunt in the amount of $376,162 is related to the design of the Project. Council
authorized an initial engineering budget of $448,173 at the June 17, 2025 meeting. The
remaining $72,011 will be used for other preliminary expenses, including development of the
required independent fee estimate, preparation of the Categorical Exclusion (as described
below), and project administration time charged to the grant.
The proposed Project will reconstruct deteriorating and age-distressed pavement within the East
T-hangar Taxilanes (Taxilanes) area, located on the eastern side of Benton Field. The Taxilanes
were visually inspected, are detailed in the Airport Pavement Management System report (dated
November 2016), and rated as "failed." The Taxilanes pavement and adjacent pavement areas are
identified in the Project Schematic included as Attachment 1 to the contract.
The site drainage configuration is anticipated to change based on the recent Drainage Master
Plan completed in September 2022. New storm drain infrastructure is also included in the
Project, and will collect and convey stormwater runoff to the existing catch basin per the
Drainage Master Plan Alternative "A".
The Scope of Services for this project was developed by Mead & Hunt, Inc., the City Airports
staff and the FAA. The scope of the consulting services includes: Preliminary, 60 percent, 90
percent, and Final Design, as we11 as Contract Administration. Staff anticipates submitting
additional grant applications to fund construction after the design is complete.
Environmental Review
This action is not a project as defined by the California Environmental Quality Act (CEQA) or
the National Environmental Policy Act (NEPA). Contract approval will allow the design to
progress to a stage in which the project can be reviewed for CEQA compliance. No action is
required at this time.
As part of the grant application process for FAA funding the City has requested determination of
a NEPA categorical exclusion for projects eligible for a categorical excl�usion (CATEX) that
have greater potential for extraardinary circumstances or that otherwise require additional
doeumentation, as described in the FAA Order 1050.1 (current version) and FAA Order 5050.4B
(collectively, FAA Environmental Orders). The City has requested a determination of categorical
exclusion based on paragraphs 5-6.4 (e) and (o) — Categorical Exclusions for Facility Siting,
Construction, and Maintenance. The NEPA CATEX documentation is currently being reviewed
by the FAA under a request for a NEPA CATEX determination on this project.

Tlhis Authorization of Service #26-03 is made at Redding, Califamia, by and between the
City of Redding (City), a Municipal Corparation, and Mead & Hunt, Inc. (Consultant),
whase address is 1360 19x�' Ho1e I)rive, Suite 2U(3, Windsar, CA 94592, (collectively the
"Parties", individually a "1'arty,>), for airpart engineering consulting services related to the
Eastside T-Hangar Taxilane Pavement Recanstruction &Drainage Improvement I'roject.
ECITALS
W REAS, on July 23, 2021 the parties entered into that certain Consulting and
Professional Services Contract (C-8976); and whereas, that Consulting and Professional
Services Contract cantemplated that the parties would, from time to time, enter inta one
or more specific Authorizatian of Service Agreements.
NOW "I` REF(? E, IT IS AGREED AS FOLLqWS.
l. Introductaon. In entering into this Autharization of Ser�ice (`°A(JS #26-03"), the
Parties agree that each and every term of the Consulting and Prafessional Services
Contract dated �uly 23, 2021, {"Contract"} is binding upon the �'arties. Ifany term
or covenant made in the Cantract conflicts with a term or cc�venant of this AOS
#26-03, the language t�f the Cantract, as may be time to time amended, shall prevail.
Ifthis AOS #26-03 is silent an an issue addressed in the Contract, then the terms
and covenants e�ntained in the Contract shall control. This AOS #26-03 is hereby
incorporated by this reference and added as an addendum to tihe Contract and made
part trf the Contract-:
2. Scope of Work. The Scope of Wark for this Authc�rization of Servzee agreement
is set farth in Exhibit A, attached hereto and incc�rparated herein by reference, and
comprises airport engineering consulting services related to the Benton Field Eastside
T-Hangar Taxilane Pavement Recanstruction&Drainage Improvement praject.
3. Fee for Services. It is expressly understoad and agreed that the total compensatian
to be paid under this A4S #26-03 to Consultant is for an arn�unt of$37b,162.04 on
a lum�-sum basis as specified in Exhibit A.
4. Consultant Responsibilit�e� for Compensation. The Consultant shall prepare
m�nthly invoices and progress reports which clearly indicate the progress to date
and the arnount of cc�rnpensation. Consultant shall provide a fina� inv€�ice upon
completion of serviees after which z�o later znvoices will be paid by the City.
5. City Respansibilities for Compensation_ City agrees to pay the Cansultant°s invoices
within 30 days fram the date of receipt by City,unless City decides tc�withhc�ld payments
as set forth herein. Consultant agrees that City has the right in City's �ole discretion to
withhold payment fln any Consultant's invoice if City feels that the Consultant has not
performed work under this ,At3S #26-03 in a rnanner satisfact�ry to City. City shall
promptly notify Gonsultant in writhing,outlining the disputed items,the arnount withheld
and actions Consultant must take to resolve the disputed items,
6. Sulbcontracts. At the time subcantracted services are anticipated, Consultant shall
notify City af the nature Qf such serviees and identify the proposed subcontracting fi�m:
Cc�nsultant must receive appro�al in writing from City priar to utilization of a
subcantractor. Any subcontractor shall have the same resp�nsibility and obligatic�ns as
Consultant to comply with the provisions herein. Consultant shall remain sc�lely and
wholly responsible fc�r all the acts ar oznissians of subcontractors as if they were the acts
or ornissions of Consultant and �nsure that any such subcontractor is in position to
comply with all its obligations under this AOS #26-t�3 anici the�ontract,

City of Redding (City) Airports Division staff submitted applieations to the Federal Aviation
Administration (FAA) Airport Improvement Program (AIP) and Airport Infrastructure Grant
(AIG) program grants for the Reconstruct Eastside T-Hangar Taxilanes and Drainage
Improvements (Design) Project at Benton Field. The total project budget submitted is $448,173
with requested federal funding of$425,765. City Staff also anticipates applying for up to $8,515
in State Matching Grant funds from California Department of Transportation (Caltrans) for this
project - maximum eligibility local match would be $13,893.

FAA-funded grant projects often require pre-award expenditure to prepare required project
documentarion and certain environmental reparts which is why staff is requesting this budget
amendment in advance of receiving a grant. So-far pre-award expense, at-risk in case of no
award, are $32,000.
Alternative Action
City Council may choose not to authorize staff to submit the applications and to not adopt the
budget resoluti�n. Or, may choose to provide alternate direction to staff. If the grant application
is not ratified, staff would withdraw the applications thereby funding would not be available for
this project. Certain elements of the pre-award expenditure may not be reusable depending on
elapsed time between now and any future consideration of grant funding for this project,
effectively forfeiting the e�i��b�llty of the current at-risk pre-award expenses.

This project f����es on addressing tl��avelnent condition of the taxi-lanes located on the east
side of Ben����' Field which are ��riorating due to drainage conditions and defe�ed
maintenance �``��ically, an FAA proj��will only consider a narrow seginent of pavement from
the centerlme ��`;��ie taxi-lane as eligible for federal funding in a capital grant, however, because
this project ad���s an over�ll dralna�e�roblem on the east side of Benton Field, the Airports
Division may be c�,���,� � ��eiv� ������_�`�� a full reconstruction of the taxi-lanes. At this
application phase, the cu�r�ent��gra�����ortuniti���re for the design of the project.

The Airports Division is able ��-��minimize sta����erall costs for this capital improvemen� by
combining a number of entitle����t and dis��`��+�nary ��dmg sources from federal and state
government agencies. AIG is a �����am �����valla�k�,���'��� the Infrastructure Investment and
Jobs Act (2021) which is also co������.x��'�erre� ������t����������tlon industry as the Bipartisan
Infrastructure Law (or `BIL") whereas AIP Is t����gularly av����,ble federal funding source for
airport infrastructure projects. Certain pre a,v��� �xpenditures ���e already been made in order

As part of the grant application process for FAA fu�,ding th������,��"�edding ha� requested
determination of a categorieal exclusion for pro����� ���������'��or a categorical exclusion
(CATEX) that have greater potential for extraordinary�����inlstances or that otherwise require
additional documentation, as described in the FAA Order 1050.1 (current version) and FAA
Order 5050.4B (collectively, FAA Environmental Orders). The City has requested a
determination of categorical exclusion based on paragraphs 5-6.4 (e) and (o) — Categorical
Exclusions for Facility Siting, Construction, and Maintenance. The CATEX documentation is
currently being reviewed by the FAA under a request for a CATEX determination on this
project.
