Shea Construction, Inc., as satisfactorily complete, with a final cost of$2,098,108.44. Fiscal Impact Streets Division funding in the amount of$2,300,000.00 was approved for this project for Fiscal Year 2024-25. The total project cost, including surveying, design, bidding, construction, field engineering, inspection, and contract administration, is $2,098,108.44 (approximately 9% under budget). Alternative Action The City Council (Council) may choose to not accept the project as satisfactorily complete, and advise staff on how to proceed. Background J.F. Shea Construction, Inc. has completed all items of work on the Replace AC Surfacing 2025 Project as of January 23, 2026, which was within the contract time frame. The project warranty period expir�s one year from the completion date of J�anuary 23, 2026, and the Public Works Department subsequently filed a notice of completion with the County. Shea Construction, Inc. of Redding, for $1,630,457.00 and approved a $163,100.00 construction contingency fund. Also authorized was $239,000.00 for contract administration and construction inspection fees and $196,200.00 for project development costs, and the City Manager was authorized to approve additional increases in either the construction management or construction contingency amounts up to a total of$50,000.00, for a total authorized amount of$2,278,757.00. Project development costs include engineering, environmental, and consultant services. During construction, there were six change orders in the amount of $89,171.44, leaving a balance of $73,928.56 in the contingency fund. The final project cost was $2,098,108.44. Alternative Action The City Council may choose not to award the project or provide alternate direction to staff. If the project is not awarded, the planned annual maintenance will not occur and the streets wi11 continue to deteriorate and may require complete roadway reconstruction. Background/Analysis This project involves placing approximately 9,100 tons of asphalt concrete pavement in worn and deteriorated sections of Hartnell Avenue. The project includes other associated work items: ADA curb ramps, sidewalk replacement, improvements to the Alta Mesa Drive/Hartnell Avenue intersection, pavement delineation, pavement markings, pavement markers, and other miscellaneous items. Attached is a tabulation of bids opened on July 22, 2025. The low bid in the amount of $1,630,457 was received from J.F. Shea Construction, Inc., of Redding, California. The engineer's estimate was $1,688,779. Total project development costs for this project are estimated to be $196,200. Project development costs include engineering, environmental, and consultant services (design support). Environmental Review Staff has determined that the project is categorically exempt from environmental review under the California Environmental Quality Act G�uidelines, per Section 15301 (c). Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The project wi11 extend the life of the existing pavement, but will not create additional vehicle capacity or result in expansion of use. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources.
