Recommendation Authorize and approve the following actions relative to the City of Redding Tarmac Road Storm Drain Emergency Replacement Project (Project): (1) Accept update regarding the Project; and (2) Pursuant to Public Contract Code Section 22050(c)(1), make a determination by a four- fifths vote that there is a need to continue the emergency work. Fiscal Impact The Tarmac Road Storm Drain Emergency Replacement Project (Project) is being funded by a Wastewater loan to the Storm Drain Utility. The current total project cost is estimated to be $4,150,000. The City of Redding (City) received notification from the State on March 10, 2026, that the Governor declared emergency for the 2025 Late December Storm (CDAA 2026-02) is eligible for California Disaster Assistance Act (CDAA) funding, making this Project eligible for funding. If the CDAA funding is approved, then 75 percent of the project cost may be reimbursed to the City by the State. The remaining City cost share of 25 percent would still be loaned to the Storm Drain utility by Wastewater. Alternative Actzon The City Council (Council) may choose not to accept the project update and provide alternative direction to staf� Report to Redding City Council May 8,2026 Re: 4.21(a)--Update for the Tarmac Rd Storm Drain Emergency Replacement Project Page 2 Background/Analysis On April 7, 2026, Council adopted an emergency resolution for the project and authorized the negotiation of emergency contracts. The project proposes to replace the failed existing 20-foot by 6-foot natural bottom arch culvert with a 10-foot by 7-foot cast-in-place reinforced concrete box culvert. The work includes reconstruction of the Tarmac Rd embankment, curb and gutter, sidewalk, asphalt concrete and other miscellaneous items of work. Staff is coordinating and planning with J.F. Shea Construction Inc. for the construction of the Project. Current Project activities include contract change order, revised insurance and bonds, potholing existing underground utilities, preparation of exhibits required to obtain permits from regulatory agencies, planning for traffic control, beginning operations for staged temporary access and earthwork. The public has been notified of the impending construction activities. EnviNonmental Review This action is not a project as defined by the California Environmental Quality Act (CEQA) and no further action is required. On April 7, 2026, Council determined that the project is statutorily exempt from environmental review und the CEQA Guidelines, pursuant to Section 15269(b)- Emergency Projects. Fiscal Impact There have been approximately $55,000 in initial expenses for the project to date for emergency protective measures and engineering. However, due to further inspection, engineering and revised costs estimates the Storm Drain utility does not have suffieient funds to budget for this Project. Therefore, the attached budget resolution is for the Wastewater Utility to provide a loan that will be paid annually, every June 30th and will be amortized annually over a 20-year term at the average pooled cash rate calculated at the time of payment. Alternative Action The City Council (Council) may choose not to adopt the emergency resolution and direct staff to proceed with repairs through the regular Public Contract Code process or provide alternate direction. These processes carry the risk of being too untimely if the City is to immediately protect the public health and safety by restoration of public services and facilities. If an alternative action is approved staff requests that the budget resolution be adopted to proceed with the Project. Background/Analysis On December 21, 2025, a meteorological event known as a convergence line appeared over the City and outlying areas which released an enormous quantity of water consistent with what is calculated to be a once in every 50-year storm. On December 22, 2025, Interim City Manager Kari Kibler, in her role as the Director of Emergency Services, proclaimed that a local emergency existed throughout the City of Redding. Consistent with State law, Redding Municipal Code and City policies, Council held a special meeting on December 26, 2025, to eonfirm and ratify the Director of Emergency Services' Proclamation. Report to Reddin Apri12, 2026 Re: 9.11(g)--Dec re rgenc orth Ta a a' r rai Emer nc eplacement Project Page 3 On or about December 21, 2025, City crews observed significant failure of a 20-foot by 6-foot natural bottom arch culvert and roadway embankment along Tarmac Road potentially jeopardizing the entire embankment and access for Autumn Glenn Subdivision. Tarmac Road serves approximately 50 residences and is the sole access point other than a narrow emergency access easeinent on private property. Attached are pictures of the failure and interim protective measures described below. Staff has contracted with J.F. Shea Construction Inc. for the construction of protective measures and potentially repair. J.F. Shea, a local contractor, was selected based on their technical knowledge, resource availability, and previous performance on emergency projects of similar size and scope. The contract is to provide temporary emergency protective measures including but not limited to slope grading, culvert inlet stabilization, placement of rock slope protection and plastic sheathing to prevent further slope erosion and destabilization of the fill slope supporting Tarmac Road. Construction activities started on December 30, 2025, and the work was completed on December 31, 2025, prior to additional forecasted atmospheric storm events for New Year's Weekend. Approximately $25,000 have been spent to date. The contractor and the City have continued to monitor the temporary work to assure any additional protective measure are implemented as required. In addition, already having an executed contract with J.F. Shea will significantly increase their ability to mobilize immediately instead of waiting to secure bonds, insurance and execute contracts. City engineering staff in cooperation with the Storm Drain utility, contractor, and vendors have been assessing the condition of the arch culvert and roadway. Visual inspections have revealed significant scour erosion of the natural bottom of arch culvert footings throughout and failure of the footing close to the midpoint of the culvert. The embankment slope continues to slough and cracks along the eastbound shoulder and sidewalk are continuing to slowly increase. Staff evaluated a solution to salvage the existing culvert, however due to the extensive scour and damage to the culvert and loss of embankment it was determined that full replacement of the arch culvert with a concrete box culvert was the best solution. Replacement would allow for the roadway embankment to be reconstructed and the box culvert would provide hazard mitigation of future failure due to the concrete bottom of the new culvert. The project will also include concrete headwalls to protect the inlet of the culvert which was a primary cause of failure. The Resolution seeks authorization to declare an emergency under RMC 4.22.120 and Public Contract Code sections 20168 and 22050. As such, a fourth-fifths vote of the Council will be reguired to adopt the resolution. Public Contract Code sections 20168 and 22050 collectively provide authority to repair or replace a public facility, and procure the necessary equipment, services and supplies for those purposes without competitive bidding. While notice and competitive bidding are very bene�cial in non-emergency situations, these processes are entirely too untimely if we are to immediately protect the public safety by restoring public facilities. If the replacement is not completed prior to fall, 2026 rain season, then there is a potential for catastrophie failure of the culvert and roadway. Failure of the eulvert and roadway would be a public access and safety crisis for the Autumn Glenn Subdivision. It should be noted that RMC 4.22.120 delegates authority to the City Manager to make a finding that the emergeney will not permit the delay resulting from a competitive solicitation of bids and that immediate action is necessary to respond to the emergency. In order to ensure Council oversight, RMC 4.22120(C)(1) requires review of action under Public Contraet Code sections 20168 and 22050 at every regular meeting until such time as the emergency ceases. EnviNonmental Review Staff has determined that the project is exempt from environmental review under the California Environmental Quality Act (CEQA), pursuant to Section 15269 — Emergency Project. The CEQA Section 15269 exemption includes emergency repairs to maintain, repair, restore, demolish, or replace property or facilities damaged or destroyed as a result of a disaster in a disaster-stricken area in which a state of emergency has been proclaimed by the Governor. The 2025 Late December Storms caused significant damage to land, structures, and critical infrastructure in Shasta County, and the California Governor signed a State of Emergency Proclamation for the 2025 Late December Storms on December 24, 2025. Recommendation Adopt Resolution to confirm and ratify the Proclamation of the Director of Emergency Services declaring a local emergency. Fiscal Inzpact Adoption of the resolution could have a positive fiscal impact of an indeterminate amount as it will facilitate the recovery of'the community and the receipt of emergency aid from state, and possibly federal, authorities if it becomes available. Alter�natzve Action The City Council (Council) could choose not to adopt the resolution or provide alternate direction. Failure to adopt the resolution will result in a legal finding that the local emergency has ceased and will likely negatively impact the receipt of aid from state ancUor federal authorities, and the City of Redding's (City) ability to immediately repair or replace damaged infrastructure. Background/Analysis On December 21, 2025, a storm event arrived in the City of Redding, ultimately causing conditions beyond the immediate eontrol of loeal resourees, services, personnel, equipment, and facilities. These winter storms have brought heavy rain to all areas of Shasta County resulting in localized flooding, water rescues, and damage to roadways, storm water systems, and other infrastructure. The current forecast calls for continued storms and rainfall which could further exacerbate flooding and increase the difficulty of recovery efforts. Report to Reddin cember 24,2025 Re: 2.1--AdoptR o to Co irm a i e oc at n Dec ri a Local Emergency Page 2 Due to these events and weather conditions, a local emergency was proclaimed on December 22, 2025, and it is recommended that the Council ratify this proclamation and continue the declaration until such time that the threat of these storms has subsided, there is no longer an elevated risk to life and property, and the emergency restoration of facilities has been completed. The local emergency was declared by the City Manager serving in her capacity as Director of Emergency Services under Redding Municipal Code (RMC) section 9.12.030. The Proclamation of the Director of Emergency Services is attached. Pursuant to Government Code section 8630, the Proclamation is valid for seven days. As such, if the Council does not act to adopt a resolution which confirms and ratifies the existence of a local emergency, the declaration of local emergency made under the Proclamation wi11 lapse. A declaration of local emergency provides several benefits in time of emergency. Under Government Code section 8634, it permits a 1oca1 agency to immediately promulgate orders and regulations necessary to protect the public health and safety. It further permits the State and local agencies to provide mutual aid to the City and makes the costs of such aid incurred by other agencies chargeable to the State. Lastly, the declaration of local emergency facilitates payment to the City by the State under the Disaster Assistance Act (Gov. Code section 8680 et seq.). In accordance with the California Emergency Services Act, the Governor declared a State of Emergency to exist in Shasta County on December 24, 2025, for the 2025 Late December Storm. To help the impacted comm�nities recover from the event, CDAA funding is authorized for Shasta County for the 2025 Late December Storm (CDAA 2026-02).
