SUBJECT: 4(e)--Adopt Ordinance No. 2690 adopting an amendment to the City of Redding
Zoning map relating to the rezoning of the Churn Creek Commons Subdivision (APN 068-300-
023).
Recommendation
This is the second reading of the below-noted Ordinance introduced at the regularly scheduled
City Council Meeting of May 5, 2026:
(1) Adopt Ordinance No. 2690, an ordinance of the City of Redding adopting an
amendment to the City of Redding Zoning Map relating to the rezoning of the Churn
Creek Commons Subdivision (Assessor's Parcel No. 068-300-023) consisting of 1.65
acres located at 4363 Churn Creek Road in the City of Redding (RZ-2024-00795).

AN ORDINANCE OF THE CITY OF REDDING ADOPTING AN
AMENDMENT TO THE CITY OF REDDING ZONING MAP RELATING
TO THE REZONING OF THE CHURN CREEK COMMONS
SUBDIVISION (APN 068-300-023) CONSISTING OF 1.65 ACRES
LOCATED AT 4363 CHURN CREEK ROAD IN THE CITY OF REDDING
(RZ-2024-00795)
WHEREAS, the Zoning Map of the City of Redding is incorporated in and made part of the
Redding Municipal Code Title 18, known as the City of Redding Zoning Ordinance; and
WHEREAS, an application was submitted to the City of Redding Development Services
Department requesting a rezone of property addressed as 4363 Churn Creek Road in association
with Tentative Subdivision Map Application 5-2024-00740; and
WHEREAS, the Planning Commission held a duly noticed public hearing pertaining to the
amendment to the Zoning Map on March 24, 2026 (RZ-2024-00795), and recommended the City
Council adopt the attached amendment to the Zoning Map; and
WHEREAS,the City Council held a d�uly noticed public hearing on May 5, 2026z prior to the first
reading of the ordinance;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
REDDING AS FOLLOWS:
Section 1. Finding of fact: The City finds and declares as follows:
A. The proposed amendments to the Zoning Map are consistent with the General P1an and any
applicable specific plan.
B. Adoption of this Ordinance will not impact the welfare of the citizens of Redding and its
surrounding region.
Section 2. The City Council finds that the subject rezoning is exempt from the California
Environmental Quality Act, Article 19, Categorical Exemptions, Section 15332, Class 32, Infill
Development Projects.
Section 3. That the boundaries of the districts referred to in Section 18.01.050 of the
Redding 1Vlunicipal Code, as designated on a map entitled "Zoning Map of the City of Redding,
California," dated January 7, 2003, are hereby altered as set forth on the map attached hereto and
made a part of hereof by:

Section 4. This Ordinance sha11 take e�fect thirty (30) days after the date of its adoption;
and the City C1erk sha11 certify to the adoption of this Ordinance and cause its publication
according to law.
I HEREBY CERTIFY that this Ordinance was introduced and read at a regular meeting o�the
City Council on the Sth day of May, 2026, and was read and adopted at a regular meeting of the
