Mayor's Proclamation presented to Ready for Life's Executive Director Megan Preller, M.S.W. Foster Care Agency, declaring May 2026, as Foster Care Awareness Month in the City of Redding. Presentation from Sports and Events Director Tim Bauer on behalf of Choose Redding Lodging, regarding the upcoming Ironman 70.3 event, and provided a PowerPoint presentation, incorporated herein by reference. PUBLIC COMMENT Quintin Gaddy, Executive Director for Shasta -Cascade Small Business Development Center (SBDC) invited the Council to attend the 2026 NorCal Procurement Fair on May 15, 2026, from 10:00 a.m. to 3:00 p.m. at Win -River Resort & Casino, and provided a handout to Council, incorporated herein by reference. Nick Gardner invited Mayor Pro Tempore Resner to be a guest on his Podcast, Poke the Hornet's Nest. CONSENT CALENDAR The following matters were considered inclusively under the Consent Calendar and each Report to City Council (staff report) is incorporated herein by reference: 4(a). Approve City Council Minutes: Special Meeting — Closed Session of April 21, 2026; and Regular Meeting of April 21, 2026. 4.5(a). Approve the updated 2026 Redding Electric Utility Security Plan pursuant to Senate Bill 699 (2014) and the California Public Utilities Commission Phase I Decision Order, Instituting Rulemaking, regarding the physical security of electrical corporations. 4.5(b). Authorize and approve the following actions relative to Redding Electric Utility's Customer Programs Portfolio for the Fiscal Year 2026-27: (1) update the Residential Electrification Rebate Program to add Heat Pump HVAC incentives and terminate the Heat Pump Clothes Dryer program; (2) update the Commercial Electrification Rebate Program to add Heat Pump HVAC incentives and terminate the DC Fast Charging Station and Demand Credit Programs; and (3) terminate Single -Family New Construction Electrification :Program based on updated State Energy Code requirements. 05/05/2026 210 4.6(a). Authorize and approve the following: (1) authorize the City Manager, or designee, to increase the contract amount from $364,952.16 to $367,130.00 for fiscal year 2025-2026; (2) authorize the City Manager, or designee, to execute the Second Amendment with Peerless Building Maintenance, Inc., Contract (C-10844) for janitorial services, and increase the contract amount from $364,952.16 to $435,919.84 for fiscal year 2026-2027; (3) authorize the City Manager, or designee, to approve any future amendments up to $35,000 per year; and (4) find that amending an agreement is not a project as defined under the California Environmental Quality Act, and no further action is required. 4.11(a).Authorize and approve the following actions relative to Bid Schedule No. 5681, Country Oaks Water Main Replacement Project: (1) award the project to the lowest bidder, Allen Gill Construction, Inc., in the amount of $2,747,792; (2) approve an additional $307,000 to cover the cost of administration and inspection fees; (3) approve $200,000 for project development costs; (4) approve $280,000 to provide construction contingency funding; (5) authorize the City Manager, or designee, to approve additional increases in either the construction management or construction contingency amounts up to a total of $100,000; and (6) find that the project is categorically exempt from review under the California Environmental Quality Act, pursuant to Section 15301 — Existing Facilities. 4.11(b).Authorize and approve the following actions relative to Bid Schedule No. 5684, Clear Creek Wastewater Treatment Plant 2026 Sludge Dredging Project: (1) award to Synagro - WWT, Inc., in the amount of $335,006.72; (2) approve an additional $40,000 to cover the cost of administration and inspection fees; (3) approve $12,500 for project development costs; (4) approve $33,000 to provide construction contingency funding; (5) authorize the City Manager, or designee, to approve additional increases in either the construction management or construction contingency amounts up to a total of $10,000; and (6) find that the Project is categorically exempt from review under the California Environmental Quality Act, pursuant to Section 15301 - Existing Facilities. 4.11(c). Authorize and approve the following actions relative to the City of Redding Tarmac Road Storm Drain Emergency Replacement Project (Project): (1) accept update regarding the Project; and (2) pursuant to Public Contract Code Section 22050(c)(1), make a determination by a four-fifths vote that there is a need to continue the emergency work. 4.11(d). Authorize and approve the following actions relative to the Right -of -Way Grants from the United States Department of the Interior, Bureau of Land Management for a portion of Buenaventura Boulevard and for secondary access to the proposed Peaks Subdivision: (1) approve and authorize the Public Works Director, or designee, to execute the Right -of - Way Grants; and (2) find that this action is categorically exempt from environmental review under the California Environmental Quality Act Guidelines, pursuant to Section 15301 — Existing Facilities. 4.11(e).Authorize and approve the following actions relative to Request for Proposals Schedule No. 5666, Construction Management and Inspection Services for the City of Redding Westside Road Bridge over Canyon Hollow Creek Replacement Project: (1) award to Webster Engineering, Inc.; (2) authorize the Mayor to execute a Consulting and Professional Services Contract for a not -to -exceed fee of $1,064,870.00 with Webster Engineering, Inc., to provide Construction Management and Inspection Services; (3) authorize the City Manager, or designee, to approve contract amendments not to exceed $50,000; (4) adopt Resolution No. 2026-032, a resolution of the City Council of the City of Redding, approving and adopting the 37th Amendment to City Budget Resolution No. 2025-049 appropriating $537,800 of Traffic Impact Fees for the Westside Road over Canyon Hollow Creek Bridge Replacement Project; and (5) increase the construction management budget for the Westside Road over Canyon Hollow Creek Bridge Replacement Project by $537,800 to bring the construction management total to $1,250,300 and thus the total project budget to $7,508,026. Public Hearing to consider Resolution for submission of 2026-27 Annual Action Plan and Citizen Participation Plan to the United States Department of Housing and Urban Development. Community Development Manager Nicole Smith summarized the Report to City Council (staff report), incorporated herein by reference. A MOTION WAS MADE by Council Member Resner, seconded by Council Member Munns, to: (1) adopt Resolution No. 2026-033, a resolution of the City Council of the City of Redding, approving the submission of the 2026-27 Annual Action Plan and Citizen Participation Plan to the United States Department of Housing and Urban Development (HUD); (2) authorize the City Manager, or designee, to execute all necessary documents and submit the Annual Action Plan and Citizen Participation Plan to HUD; (3) find that adopting a resolution and submission of an Annual and Citizen Participation Plan is not considered a project under the California Environmental Quality Act; and (4) find that adopting a resolution and submission of a Consolidated Plan is an exempt activity under the National Environmental Policy Act under Title 24 CFR 58.34(a)(3). Public Hearing to consider tentative Subdivision Map Application S-2024-00740, Planned Development Plan PD -2024-00741, and Rezoning Application RZ-2024-00795, by J&L Custom Homes, to subdivide a 1.65 -acre parcel located at 4363 Churn Creek Road into 16 parcels, and to rezone the property from "RM -9" Residential Multiple -Family District to "RM -9 -PD" Residential Multiple -Family District with Planned Development Overlay. Assistant Planner Drew Morgan and Planning Manager Lily Toy highlighted the Report to City Council (staff report), and provided a PowerPoint presentation, both incorporated herein by reference. In response to Mayor Pro Tempore Resner and Vice Mayor Dr. Dhanuka, Ms. Toy explained that any proposed design enhancements or architectural additions, including alternative trim, shade structures, and landscaping would require prior approval and must comply with Planning Department's standards. Ms. Toy further stated that the sound barrier retaining wall. Located between the subdivision and interstate 5 would incorporate Council's requested enhancements including murals and treated colored concrete. 05/05/2026 6.3. 212 A MOTION WAS MADE by Council Member Resner, seconded by Council Member :Dr. Dhanuka, to: (1) introduce Ordinance No. 2690, an Ordinance of the City Council of the City of Redding, approving Rezoning Application RZ-2024-00795 from "RM -9" Residential Multiple -Family District to "RM -9 -PD" Residential Multiple Family District with Planned Development Overlay for first reading by title only and waive the full reading; (2) authorize the City Attorney to prepare and the City Clerk to publish a summary ordinance; (3) approve Tentative Subdivision Map Application S-2024-00740 and Planned Development Plan Application PD -2024-00741, Churn Creek Commons Subdivision and Planned Development, subject to the draft Conditions of Approval; and (4) determine the project is exempt under the California Environmental Quality Act, upon a determination the necessary findings are in evidence. Oral update regarding agreement with Circle 6 Consulting Inc. Assistant City Manager/Public Works Director Webb highlighted the Report to the City Council (staff report), and provided a PowerPoint presentation, both incorporated herein by reference. A discussion amongst the Council ensued. Mayor Littau requested that information be made available on the City of Redding's website to keep the public apprised of progress. Vice Mayor Dr. Dhanuka opined that the intent of the efficiency study is to improve service and find ways to increase revenue, not intended to lay off or cut salaries. Council Member Munns left the Chambers at 7:29 p.m., and returned at 7:31 p.m. 9.11(f).Ordinance amending Redding Municipal Code Title 14 (Utilities), Chapter 14.09 (Water Shortage Contingency Plan). Assistant Public Works Director Ryan Bailey highlighted the Report to the City Council (staff report), and provided a PowerPoint presentation, both incorporated herein by reference. A discussion amongst the Council ensued. Interim City Attorney Stock stated that the action should include the term introduce instead of offer for first reading of the Ordinance and directed the Mayor to accept any public comment there may be. A MOTION WAS MADE by Council Member Resner, seconded by Council Member Dr. Dhanuka, to: (1) introduce Ordinance No. 2692, an Ordinance of the City Council of the City of Redding, amending Redding Municipal. Code Title 14 (Utilities), Chapter 14.09 (Water Shortage Contingency Plan) by amending Sections 14.09.030 (Definitions), 14.09.040 (Water Shortage Stages), and 14.09.050 (Water Conservation/Water Shortage Emergency Response Stages) for first reading by title only and waive the full reading, to allow for extended hours for outdoor watering to better accommodate reasonable lifestyle schedules; (2) direct the City Attorney to prepare a summary ordinance and authorized the City Clerk to publish the summary ordinance according to law; and (3) find that adoption of the ordinance is exempt from environmental review under the California Environmental Quality Act, pursuant to Section 15061(b)(3) — Common Sense Exemption.
