Fiscal Impact The Clear Creek Wastewater Treatment Plant 2026 Sludge Dredging Project (Project) is being funded by the Wastewater Utility Division. The Wastewater Utility has sufficient Fiscal Year 2025-26 budget for this project and its funding will not impact other activities or projects. Alter�native Action City Council may choose not to award the bid for the project and provide staff with alternate direction. Without this project, there will not be sufficient time for the sludge material to dry out over the suminer months to allow it to be hauled away and provide additional storage space within the existing ponds for continuing treatment plant operations. Background/Analysis This project entails lnoving approximately 50,000 cubic yards o�sludge from Pond SA to Pond 2. The sl�udge will dry in Pond 2 over the summer which will ultimately allow it to be disposed of offsite with a future project. Attached is a tabulation of bids received and opened on April 14, 2026, for the project. The low bid in the amount of $335,006.72 was received from Synagro — WWT, Inc., of Baltimore, Maryland. The engineer's estimate was $200,000. Total project development costs for this project are estimated to be $12,500. Project development costs include engineering, surveying, right-of-way, environmental, and consultant services for the project. Environmental Review Staff has determined that the project is categorically exempt from environmental review under California Environmental Quality Act G�uidelines, pursuant to Sections 15301 - Existing Facilities. Class 1 exemptions include the minar alteration of existing public and private facilities, equipment, and topographical features involving negligible or no expansion of use. The sludge will be pumped from one pond to another to facilitate the drying process, and the activity will not result in an expansion of use. The action area does not have significant values for wildlife habitat or other environmental resources and the project has no potential to have a significant effect on the environment.
