Fiscal Impact The Country Oaks Water Main Replacement Project (Project) is being funded by the City of Redding's (City) Water Utility Fund. The Water Utility has sufficient Fiscal Year 2025-26 budget for this project and its funding will not impact other activities or projects. Alternative Action The City Council (Council) may choose not to award the bid for the project and provide staff with alternate direction. If the proj ect is not awarded, the existing aging water system will remain in service, increasing the likelihood of continued pipe leaks and potential main breaks. These ongoing issues can result in service disruptions, higher maintenance costs, and an increased risk of damage to surrounding infrastructure and property. Background/Analysis Attached is a tabulation of bids for the project received and opened on April 9, 2026. The low bid in the amount of$2,747,792 was received from A11en Gill Construction, Inc. of Palo Cedro, California. The engineer's estimate was $3,403,800. Total project development costs for this project are estimated to be $200,000. Project development costs include engineering, surveying, right-of-way, environmental, and consultant services. The project will install approximately 9,000 feet of new &inch water main with new connections at all intersections. In addition, all existing water services and fire hydrants will be replaced along with a storm drain arch pipe. It is anticipated that the project will be completed late Fa112026. Envir�onmental Review Staff has determined that the project is categorically exempt from environmental review under California Environmental Quality Act Guidelines Section 15301 — Existing Facilities. Class 1 exemptions include minor alteration of existing public or private structures, facilities, or topographical features involving negligible or no expansion of use. The existing water mains and storm drain systems will be replaced, and the project wi11 not result in expansion of use. The action area does not have significant values for wildlife habitat or other environmental resources and the project has no potential to have a significant effect on the environment.
