Fiscal Impact The purchase of underarm side-break switches and retro-fit kits is included in Redding Electric Utility's (REU) General System Improvements Fiscal Year 2025-27 Biennial Budget. These costs include the annual recurring expenditures for installing and replacing infrastructure required to maintain reliable electric service. In the five-year plan presented to the City Council (Council) in June 2025, this and other General System Improvements, were anticipated to be funded by bond proceeds. If related capital costs exceed the approved budget, staff will return to Council with recommended budget adjustments. Alternative Actzon Council may reject staffs recommendation and provide alternative direction. Report to Redding City Council Apri116, 2026 Re: 4.5(a)--Award of Bid Schedule No. 5682 - Underarm Side-Break Switches and Retro-Fit Kits Page 2 Background/Analysis REU maintains a comprehensive inventory of electric distribution system components to support ongoing operations, system reliability, and infrastructure replacement projects. Underarm side- break switches are a standard line material used for sectionalizing, load transfer, and isolation on REU's 12 kV overhead distribution system. Maintaining an adequate supply of these switches ensures REU can effectively respond to planned construction, scheduled replacements, and unplanned emergency repairs. On March 13, 2026, staff opened bids for Bid Schedule No. 5682, with two bids received. Anixter Inc. subinitted the lowest evaluated bid; however, it was deemed non-responsive due to deviations from required specifications. These deviations included mandatory minimum electrical ratings and physical dimensions that could not be waived as minor irregularities. Following a comprehensive evaluation of both pricing and responsiveness, OneSource Supply Sol�utions submitted the lowest responsive and responsible bid, totaling $394,040.15 annually. Their proposal was confirmed to meet all bid specifications and product requirements. Awarding this contract will provide price stability, maintain appropriate warehouse inventory levels, and support reliable electric utility operations. Due to ongoing political and trade uncertainty in the United States, vendors are unable to reliably forecast future tariff rates. The requested contingency includes a standard allowance for unforeseen cost escalations, including future price increases associated with tariffs and other market conditions. The contingency also allows REU to purchase additional material as needed to meet operational requirements, including emergency repairs, unplanned replacement of failed equipment, accelerated inventory replenishment, and other reliability or maintenance needs necessary to support uninterrupted utility operations. Should total costs exceed both the base award and authorized contingency amounts, staff will ret�urn to the City Council with recommendations for any necessary adjustments. Envir�onmental Review This is not a project defined under the California Environmental Quality Act, and no further action is required.
