Fiscal Impact Shasta Regional Transportation Agency(SRTA) has allocated Carbon Reduction Program (CRP) funds in the amount of $500,000 to the City of Redding. City Council (Council) previously appropriated this $500,000 for the California Street Bikeway project at the February 6, 2024 Council meeting. However, these are federal funds which would've required the California Street Bikeway project to comply with NEPA and, if applied to the California Street Bikeway project, would have resulted in significant schedule delays impacting other grant fund deadlines. Therefore, since Streets (non-Federal) funds were already budgeted for both the Victor Cypress Active Transportation (VCAT) and California Street Bikeway projects, the CRP funds are being moved to VCAT, as VCAT already has federal funding and is not anticipated to experience any schedule delays as a result of the use of CRP funding. Subsequently, Streets funding to both projects was adjusted accordingly in ord�r to complete the California Street Bikeway project; essentially swapping funding between two projects to minimize impacts to project schedule associated with grant funding requirements. The City's partner agencies (Caltrans and SRTA) have adjusted their documentation to include this CRP funding as a part of the VCAT project and this recommended Council Action will put the City in alignment. Alternative Actzon The Couneil may choose not to adopt the resolution and provide staff with further direction. In this case, the City would lose $500,000 in grant funding for the project and the City's Public Works Department would need to close the funding gap with local streets funding or traffic impact fee funds. Report to Redding City Council Apri11, 2026 Re: 4.11(f)--Adopt Reso Reappropriating Carbon Reduction Program funds to Victor/Cypress ATP project Page 2 Background The CRP funds are available for five years, with 65 percent allocated as "Local" CRP to regional agencies based on a population formula and the remaining 35 percent is allocated to state departments of transportation. SRTA received CRP funding totaling $657,005 for Fiscal Years (FY) 2022-23 and FY 2023-24 and administered the local CRP funds for the Shasta Region through a competitive process. Currently, SRTA has allocated the City$500,000 to help fund the VCAT project. The proposed VCAT project is located along Victor Avenue from south of Hartnell Avenue to East Cypress Avenue, along East Cypress Avenue from Victor Avenue to Alfreda Way, and along Alfreda Way to Del Monte Street. It wi11 construct shared-use paths, curb ramps, and bike lanes. The project will enhance safety by constructing mid-block crossings with Rectangular Rapid Flashing Beacons and by installing protected intersections for safer crossings. It will also include a roundabout installation at the Victor and Cypress Intersection. EnviNonmental Review Funding appropriation is not a project as defined under the California Environmental Quality Act (CEQA), and no action is required at this time. The CRP funds for California Street will help coinplete the California Street cycle track project enhancing active transportation connections in the downtown core and increasing safety.
