�'HE AS,the Califomia Legislature enacted Assembly Bill �9'7{Water Code Section 10614 et
seq., known as the Urban Water Management Plannin� Act) during the 1983-1984 Regular
Session, which mandates that every suppli�r providing water for municipal purposes to mare than
3,000 custc�mers ar supplying mc�re than 3,000 acre�feet annr�ally prepare and adapt an Urban
Water Management Plan every five years, the primary obj�ctive of which is to plan for the
conservaYion and efficient use af water; and
�V E AS, the City of Redding is an urban water supplier under the definition af California
Water Code Section 1�617; and
WI3E AS, the City of R:edding has therefore prepared a 2025 Urban Water Mana;ement Plan
Update and completed all required coordinatian and legai notices, including;pubiication in the
Record Searchlight�n June 2, 2026 and June 9, 2026, pursuant tc� Water Code section 10642 and
Government Code section 6066, posting an the City's website, and posting at public locations
throughout the City; and
�VI�E AS,on June 16,2026,the City Cauncil c�nducted a duiy noticed public he�rir�g to cabtain
public testimony;
l�tO�V,'THE F+I� ,BE IT S�iLVE that the City Council of the City of Redd�ng hereby;
1. Determines that adopti�n of the 2025 Urban Wate� Management Plan Update is exempt from
the California Environrnental Quality Act(CEQA)�ursuant tc�the"common sense" exemption
(14 CCR 15061(b){3)), as the mandated plan update would not result in physical alteration of
the environnlent and implementation of any future acti�n would requii:e independent evaluation
under CEQA.
2: Adopts the 2025 Urban Water Management Plan Update;
3: Pur�uant to Water Code se�tion 10644; dir�cts staff to file the 2025 Urban W�ter Management
Plan tTpdate with the California Department of Water Resources and the California State
Library within thirty (30'} days of adc�ption�
4.Pursuant to Water Code sectic�n 1 Q�45,directs staff to make the 2025 Urban Water Management
Plan Update available far public review within thirty (30) days a�ter filing a copy with the
California Department af Water Res�urces;
5. Pursuant ta Water Code section 10644, directs staff to submit the final 2025 U1ban Water
Management Plan Update in electronic format to Shasta County within thirty (30) days of
adopti�n.
