�C'�►NTIN�EN�Y PLAN
�I�E AS, in response to the severe drought of 2412-2�16, Water Cc�de section 10632 was
adopted and now mandates creation of a VJater Shortage Contingency Plan {"WSCP"} mandate
thereby replacing vvater sho�-tage contingency analysis un�er prior law, and requires updating the
plan with the Urban Water Management Plan every five years, and
�H� AS, WSCP strengthen local dr�ubht resilience through improved planning and annual
assessments; and
WH� AS, the new planning and assessment methods set fc�rth in WSCP allows local c�fficials
and their customers to understand the risks of water supply shortages from lc�nger and more severe
draughts and will improve the information sent to bath custamers and the State during drought
cc�nditians; and
'4�HE AS, better planning and inft�rmati�n will make eommunities mare resilient and wi11
reduce costs and impacts on customers in the wake of more frequent an�l severe drot�ght conditians
under climate change;and
WHE .r�S, the City of Reddir�g adopted t�rdin�nce Na. 2639; which amended Chapter 14,09
(WATER SHORTAG� Ct�7NTIGENCY PLANj of the Redding Municipal Code; and
'�V E AS, the City has prepared a 2�2G Water Shortag� Contingency Plan and completed aIl
required cc�ardination and legal notices, including publicatian in the Recc�rd Searchlight on .Tune
2, �t�26 and 7une 9, 202�, pursuant to Water Cc�de sectic�n 10642 and Csovernrnent Code section
6066,posting on the City's vvebsite, and posting at public lacations throughc�ut the City; and
WH� AS,on Ju�e 16,2026,the City Council conducted a duly noticed public he�ring ta obtain
public testimc�ny,
Nfl�'T E FO ,�E IT SOLVED,that the Gity Council of the City af Redding hereby:
1. I3etermines that adoption of the 2026 Water Shortage Contingenc� P1an is exempt frorn the
California Environmental Quality Act (CEQA) pursuant to the "common sense'' exempt��n
(14 CCR 15061(b){3)),as impiementation of the Water Shortage Respt�nse:Actions would not
impact environmental resaurces and would instead protect critical water resQurces.
2. Pursuant to Water Cade section 1�632, adopts the 2026 Water Shortage Contingenc�y Plan.
3, Directs staff tc� file the 2026 Wat�r Shortage Contingency Plan available with the California
Department of Water Resources and the California State Library within thirty (3fl) days c�f
adoption;
4. Directs staff ta make the final Water Shortage Contingency Plan available for public review
within thirty (30) days after filing a cdpy with the California Departrnent of Water Resources;
5. Directs staff to subrnit the final 20�6 Water Shortage Cantzngency Plan in electronic format to
Shasta County within thirty (30) c�ays of adoption.
