WHEREAS, the City Cauncil �f the City of Redding adopted Chapter 14.Q9 (Water
Shortage Contingency Plan) at its regular meeting an April 7, �015; and updated on
November 16, 2021; and
WHEREAS, the availability of saurce water fc�r the City of Redding may be affected by
numerous factors including regulatory rnandates imposed by the State Water Resources
Ct�ntrol Baard and/ar surface water diversion curtailments imposed by the United States
Bureau of R.e�lamation under the provisions of the Redding Settlement Contract anci the
Buckeye Water Service Contract; and
WHE AS,water produetion facilities failures,water distribution infrastructure failures;
cantamination af supply, c�r other�`actors rnay result in emergency conditions that threaten
the water utilit�'s ability to provide for public health and safety, ancl
W�IEREAS, the Urban Water Management Plan requires reviewing, and if needed,
making any updates or policy changes, and amending or re-adopting the Water Shortage
Contingency Plan, at a minimum, every five years;

Section 1. Title 14 (Utilities}, Chapter 14.09 (Water Shortage Contingency Plan);
Section 14:49.030 is amended tc�read in its entirety as follows;
14.09.030 Definiti�ns
For the purposes 4f this Plan,the following,definitions shail apply;
Automatic irrigation system: any system of one or rnore devices controlled by any means
other than a manually operated, tnomentary action,valve c�r switch, which emits water into
the air more than one inch fr�m the discharge pc�rt of the device{sj. Fbr the purposes c�f
this Chapter,rnomentary actian shall mean a device that permits the flflw of water only sa
long as a persan manually holds fhe valve or switch in the open or�n position.

City Manager: the head of the administrative branch of the City governrnent with all the
duties and responsibiiities�et forth in Chapter 2.08 afthis Code: As applies to this chapter,
City Manaber may delegate his/her authority.
Conservation: tht�se practices, techniques, and technologies that reduce the consumption of
water,reduce the loss or waste af water,improve the efficiency in the use of water or increase
th� recycling atzd reuse c�f water so that a supply is conserved and made available for future
or alternative uses.
Customer:any person,campany,or t�rganization using water supplied by the City of Redding.
I)omestic water use: water use for personal needs or for household or sanitary purpases such
as drinking, bathin�, heating, cooking, sanitation, or fi�r cleaning a residence, business,
industry, or institution.
Drip irrigation system: a permanently installed automatic watering systern which applies
water directly to or under the surface c�f the soil or, porous tsoaker) hoses fitted with both
a pressure reducing device set at ten psi maximum �nd an accurat� pressure rnonitoring
gauge. In no case shall any such system emit water more than one inch into the air frc�m
any discharge port or arifice:
Landscape irri�ation use: water used far the irrigation and maintenance of landscaped areas,
whether publicly or privately owned, including residential and commercial lawns, gardens
(including but not limited tt� orchards, fruits and vegetables, herbs, and demonstration
gardens), golf c�urses,parks, and rights-af-way and medians.
Non-essential water use: water uses that are not essential, nc�r required for the protection of
public;health, safety, and welfare, including;
(a) irrigatian of landscape areas, including parks,athletic fields, and golf courses,except
otherwise provide� under this Plan;
(b} use af water ta wash an� motor vehicle, motorbike, boat, trailer, airplane or other
vehicle;
(c) use af water fic� wash down any sidewalks, walkways, driveways, parking lats,tennis
courts, or other hard-surfaced areas;
(d) use of water to wash down buildings or structures for purposes other than immediate
fire protection,
(e} flushing gutters ox permitting water to run or accumulate in any gutter or street;
(� use af u�ater to fill,refill,,or add to any indat�r or outdoor swimming poals or jacuzzi-
tYpe pools,

(g) use of water in a fauntain or pond for aesthetic or scenic puzposes except where
necessary to support aquatic life,
(h) failure tt� repair a controllable leak(s) within a reasonable period after having been
given notice directing the repair of such leak(s), and
(ij u�e af water frorn hydrants for constructian purposes ar any other purpose other than
firefighting.
Normal Year Safe operating capacity: the maximum amaunt of potable yvater which,
expressed in millions c►f gallons per day{MGI7), the City is safely capable r�f delivering ta
the City's water distribution syst�m at any given time frorn:
1) The totai av�ilable from the City°s water treatment plants;
(2) The tfltal available from the City's groundwater wells; and
(3) Total available from other potable water saurces that may be added in the future�r,
due to regulatory changes that lncrease or decrease water�vailability,from existing
facilities/sources.
Normal Year Supply: water source allacation has not been reduced or negativeiy impacted.
Seven-day Running Average Water Demand: the daily average of the amount of water
pumped ta the Cit�'s water distribution system from a�l available sources far the period
beginning at 12:Ofl a.m. on the seuenth calendar day priar to the date the calcul�tion is
made and ending at 12:D0 a.m. on th�date the calculation is made;
State VVaterResources Cantrt�l Board:the agency designated by the Legislature of the State
of California to regulate and manage surface water diversions and water rights �vithin the
state. The State Water Resources Control Board rnay have the authority to reduee or
suspend water diversion rights under ce�-tain conditions:
Vehi�le wash facility: a business that washes vehicles with water or a water-based product,
including self-service car washes, fu11-service car washes, roll-overlin-bay style car
washes, and fleet maintenance wash facilities.
Waste: causing or permitting a flow of water frorn a City water main or service line,to run
into any river, creek �r other natural watercourse or drain, superficial or underground
channel, or into an�sanitary or storm sewer,any street,road 4r highway, or upon the lands
of another person ar upon public lands except as necessary fc�r the proper operation of any
public water supply system.

Plan), Section 14.09.040 is arnended to read in its �ntirety as failows:
14.09.04U Water Shorta��e Stages

The Gity has developed a six (6j stage cantingency plan to reduce demand by up to fifry
percent (50%) during a severe ar extended vvater shortage even:t or State mandated
conservatian effort involving both voluntary and mandatory stages. The City Manager shall
morutor �vate� supply andlor demand canditions csn a continuc�us basis and shall determine
when conditions warrant initiatic�n or termination of Stages 2 thraugh 6 of the Plan. The Water
Shortage Contingency Flan is based on available water supply cc�tnpared to nortnal water
supply and will be used to consider if water shortage event restrietions shall be implemented.
t`�ther circumstances may also be considered, including but not lirnited to the time c�f year,
weather forecasts, temperature, experience and economic feasibility; the vfllume of water
available thraugh allocati�ns, volume available from groundwater wells, and quality of the
wate� prc�dueed from each source. Public notificatian af the initiatian or terrnination of
conservation respc�nse stages 2 through� shall be by means of publication in a newspapet:of
general circulation, radia and television announcements, web site announcements, and signs
posted in public places,along with warnings of violations posted on private property.
The Stages 2 through 6 criteria described belaw�re based on running average of the seven-
day water demand expressed as a percentage Qf the water system safe operating capacity
andJor enfc�rcing mandatc�ry water use restrictions irnposed by the State af California. Stage
1 Conservation Measures are in effect regardless of any calculation of supply c�r demand.
The City Manager can declare a water supply emergency exists based on;
l. Major water line breaks; ar�ump ar system failures occur, which cause unexpected
loss of capability ta provide water service; or
2. Surface water supply curtailments imposed by the regulatory authority;or
3. Natural or man-made contamination of the water supply source(s); or
4. Consumer demand fc�r water reaches a defined percentage of the system's safe
operating capacity.
A. Stage 1 — Year-Rouncl Water Conservation Measures (Voluntary Water
Conservat�on Practices & Best Management Practices)
Established - Stage � year-round water c€�nservation measures are those comrnon-sense
practices designed ta prevent waste of th� finite water resr�urces available tc� the City af
Redding water service area. Such measures,as pro�ided in Section 14.09,050{A),are in effect
year-round and are independent of any calculation of the system's safe c�perating capacity,
shortage, or abundance af�upply. The voluntary eliminatian af water wasteful acts is the
most basic, common-sense approaeh to reducing waste of water resources. Residents of
the City of Redding are asked to always be mindful c�f the value of all natural r�sources.
B. Stage 2-1V1Coder�te Water Shc�rtage Conditions

Requiiements for initiation—The City Manager shall initiate Stage 2r and customers shall be
required ta comply with the requirements and restrictions on certain non-essential water uses`
provided in Section 14.09.050{B) in response to the imposition of mandatory water use
restrietians betvveen ten �ercent {14°l0) and twenty pereent (20%0) imposed by the State of
California, ar where a water supply emergency is declared and the City Manager determiiZes
that this stage is appropriate to addre�s the emergency.
Requirements for terrnination- Stage 2 shall terminate at 12;01 a.m, on the day following
the notice of the declaratian by the City Manager that the c�nditions triggering Stage 2
have ceased to exist for a period of fourt�en(14) consecutive days: Such declaration rnay
be made priar to the expiration of the 14-day period if, in the discretion of the City
Manager, extraordinary circurnstances exist, such as the occurrence of significant andlflr a
prolanged,period c�f precipitation. Upon the termination of Stage 2, 5tabe 1 shall go into
effect.
C. Stage 3--Medium Water Shortage Canditions
Requirements for irutiation- The City Manager s�all initiate Stage 34 and cu�tomers shall be
required ta camply with the requiremei7ts and r�strictions on certain non-essential water uses
provided in Section 14.09.050{C) when the seven�day running average daily water demand
excee�s eighty percent ($0%) of the safe operating capaciry for a period of seven (7)
cc�nsecutive days; or in respanse to the imposition of rnandatory water �se restrictic�ns
between twenty percent{20°l0)and thirty percent{30%)imposed by the State af California,
or where a water supply emergency is declared and the City Manager determines that this
stage is apprcapriate to address the emergency.
Requirernents fr�r terrninatian- Stage 3 shall terminate at 12:01 a,m. on the day f�allowing
the notice of the declaration by the City Manager that the conditions triggering Stage 3
have ceased to exist for a period of 14 consecutive days. Such declaration may be made
pria� tt� the expiratifln af the 14-day peri�d if, in the discretion of the City Manager;
extraordinary circumsta�ces exist, such as the accurrence of signi�'icant and/c�r a prolonged
period of precipitation. Upon the terrnination af Stage 3,the�ity Manager, based upon the
existing c�nditions, has the diseretion to determine whieh appropriate stage tc� initiate and
the water conservation measures set f�rth in that stage shall b�come effective.
D. Stage 4—Severe Water Shortage Conditions
Requirements for initiatian- The City Manager shall initiate Stage 4,and custt�rners shall be
required to comply with the requirements and restrictions on cerkain non-essential water uses
provided in Section 14.09.050(D) when the City Manager determines� that the seven-day
running average water demand exceeds eighty-five percent (85%} of the safe operating
capacity; for a period of seven (7} c�ansecuti�ve days; or in response to the irnposition of
mandatory water use restrictians between thirty percent (30%) and furty percent (40°10)
impased by the State of California; or where a water supply emergency is declared and the
City Manager determines that this stage is apprapriate to address the emergency,

Requirements for terminatian- Stabe 4 shall terminate at 12:01 a.m. on the day following
the notice of the declaration by the City Manager that the conditions triggering Stage 4
have ceased ta exist for a periad of fourteen(14) consecutive days. Such declaration may
be made prior tc� the expiration of the fourteen (14) day period if, in the discretian af the
City Manager, extraardinary circurnstances e�ist, such as the occurrence of significant
and/ar a prolonged period of precipitation. Upon the termination of Stage 4, the City
Manager, based upon the existing conditions, has the discretion to determine which
appropriate st�ge tc�initiate and the water conservation rneasures set forth in that stage shall
becr�me effective.
E. Stage 5—Critical Water Shortage Conditians
Requirernents far initiatian- The Cit�Manager sh�ll initiate Stage 5, and austomers shall be
required to comply with the requirements and restrictions on certain non-essential water uses
provided in Section 14.09.050{E) when the seven-day running average water demand
exceeds ninety percent (90%) of th� safe operating capa�ity for a period c�f seven (7)
consecutive days; ar in response ta the imposition of mandatary water use restrictions
between forty percent (40°l0) and fifty percent (50%0) imposed by the State of California; or
where a water supply emergency is declared and the City Manager determines that this
stage is appropriate to address the ernerg�ncy.
Requirernents for termination-Stage 5 shall terminate at 12:01 a,m. on the day following
the natice of the declaratic�n by the City Manager that the conditians triggering 5tage 5
have eeased to exist for �period of three {3) consecutive days. Such declaration may be
made prior to the expiration of the three (3) day periad if, in the discretian of the City
Manager, extraordinary circumstances exist, such as the�ccurrence of significant and/or a
prolonged peric�d of precipitation. Upon the termination of Stage 5, the City Manager,
based upon the exist�ng conditions,has the discretic�n tt�determine which appropriate stage
t� irutiate and the water conservati�n measures set farth in that stage shall become
effective>
F. Stage b—Emergency Water Sl�artage Conditions
Requirements fc�r initiafiion- The City 1Vlanager shall initiate Stage 6;and custamers shall be
reguired to comply with the requirements and restrictions c�n certain non-essential water uses
pravided in Section 14.09.050{F) when the seven-day running average water demand
exceeds ninety-five percent (95%) af the safe c�p�rating capacity for a period of seven (7)
consecutive days; or in response to the imposition of rn�ndatory water use restrictions of
fifty percent(50%) imposed by the State of California; or where a water supply emergency
is declared and the City Ivlanager determines that this stage is apprapriate to address the
emergency.
Requirements for�ernzination-Stage 6 shall terminate at 12:01 a.m. on the day following
the notice of the declaration by the City Manager that the canditions triggering Stage 6
have ceased to exist for a p�riod of 3 consecutive days. Such declarati�n rnay be mad�prior
to the expiration of the 3-d�y peric�d if,in the discretion of the City Manager,extraordinary
circumstances exist, such �s the accurrence of significant and/or a pralonged period af

precipitation. Upon the termination of Stage 6,,the City Manager, based upon the existing
conditions, has the discretion to determine which appropriate stage to initiate and the wa��r
conservati€�n measures set for�th in that stage shall become �ffective:
Section 3. Title 14(Utilities),Chapter 14.09{Water Shartage Contingency Plan),
Section 14.�9.050 is amended to read in its entirety as follows;
14.Q9.050 Water C�nservatio ater Shar-tage Ernergency Response Stages
The City Manager sha11 rr�anitor Stage 1 conservation and water supply andlor demand
conditic�ns daiiy and, in accordance with the triggering criteria set forth in Section 14:09.040;
shall determine that a water shortage candition exi�ts and shall implement the followir�g
actions upan publication of notice in a newspaper of general circulation:
A. Stage 1 —Year-rounrd Water Cc�nserv�tian Measures (Valuntary Canservation
Practices and Best Practices}
Goal. Elirninate wasteful practices to help preserve and protect €�ur finite water resaurces.
Widespread adherence to common sense valuntary conservation practices will
elirninate or delay the xequirement ta initiate mandatory restrictions required under
stages 2-6 of this Plan.
1. Voluntary Landscap�e Watering Cons�rvation Practiees:
A. Landscape watering with hose-end sprinklers or automatic irrigation
systems is str�ngly dis�auraged 9:00 a.m. and b.00 p.m.
a: Customers whose street addresses end with an odd number
should water only on Wednesday, Friday, and Sunday and
only within the designated time.
b. Custamers whose street addresses end with an even number
should water only on Tuesday, Thursday, and Saturday and
t�nly within the designated time.
2. Best Managernent Pract�ces:
Customers within the water service area shauld engage in the fc�llowing best
management practices:
a. P�table water should be applied to outdoor landscapes in a manner
that dc�es not cause runoff such that water flows c�nto adjacent
property, non-irrigated areas, private and public sidewalks,
rc�adways,parking lats or structures.
b, Customer should not use a hr�se that dispenses}�c�table water ta wash
a motor vehicle, except where the hose is fitted with a shut-aff

nozzle or deviee attaehed to it that causes it to cease dispensing
water immediately when not in use.
c: Potable water should not be applied to driveways and sidewalks for
r�utine cleaning or debris removal. The use of a pressure vuasher to
clean hard stiirfaces including driveway, sidewalks, and oufidoc�r
dining areas is permissible when such action is necessary to prc�tect
the public health and safety.
d. Potable water should not be used in a fountain or other decorative
water features, except r�here the water is part c�f a recirculatzng
systern.
e. Gustt�mers should nc�t apply potable water to o�tdoar landscapes
during and u�r ta 48 hours after measurable rainfall.
f The serving of drinking water other than up�n request in eating or
drinking establishrnents, including but not lirnited to restaurants;
hotels, cafes, cafeterias, bars, or other public places where food ar
drink a:re served, is prohibited.
g. To pramote water conservation, operators of hotels and motels
shauld provide guests with the option af choosing not to have tc�wels
and linens laundered daily: The hotel ar matel should prominently
display natice c�f this optian in each�athrc�om using clear and easily
understood langu�ge.
3. Public Facilities� Water service ta landscape maintenance districts, parks,
cemeteries, and c�ther public facilities are encouraged ta cotnply vvith the
restri�tions set forth in the 5ection.
4� Canstruction Projeets: Constructit�n projects are encouragetl to implement
common sense water conservation practices.
B. Stage 2-Moderate Water Shortage Condit�ons
Goal; Achieve a reductian in total daily water demand or in respc�nse to the imposition of
mandatary water use restrictions between ten percent(10°1a)and twenty percent{20%}
impc�sed by the State of Cal�farnia. A11 Stage 1 valuntary best management practices
set fdrth in Section 14.�9.050(A)(2)are mandatory in Stage 2,plus the following:
1, Landscape wateiing by any means including automatic irrigation systems,
hose-end sprinklers, tirip irrigation, and hanc�-held hose is proh�bited
between the hours of 9:00 a.m. and 6:00 p.m.

a. Customers whose street addresses end with an odd number may
water only on Wednesday, �'riday, and Sunday and only within the
permitted time.
b, Customers whose street addresses end with an even nurnber rnay
water anly on Tuesday, Thursday; and Saturday and t�nly within the
permitted time.
2. Fubiic Facilities: Water service to landscape maintenance districts; parks,
cerneteries, and other public facilities shall comply with the restrictions set
forth in Sectic�n 14.09.�50(A)(1).
3. Construction Projects: Water service for canstruction projects shall be
addressed on a case-b�-case basis:
4. Penalty: Any custorner in violation of Stage 2 requirements shall be first
notified of the regulatic�ns and warned of the penalty associated with
continued violation. If the violation is not timely corrected, any continued
violation of mandatary Stage 2 r�quirements after notice and warning is
pravided shall be punishable by an administrativ�fine of$5�:00 per day or
per t�ccurrence.
C. Stage 3 -Me+diurn Water Shortage Conc�it�ons
Craal: Achieve a reduction such that the seven-day running average daily water demand is
less than eighty percent{80%)of the safe operating capacity for a period of seven(7)
consecutive days; or in resp�nse to the imposition of mandatary water u�e restrictions
between twenty percent(20%0)and thirty(3{�%) imposed by the State af California,
All Stage 2 requirements apply plus the follovving:
Water R.estrictions: Watering shall be kept to a maximum af thirty {30� hours per
week when utilizing a sprinkler system and eighteen (18) hours a week when
utilizing drip and/c�r hand watering;
Enhanced Penalty; Any custamer in violatian of Stage 3 requirernents shall be first
notified of the regulations and warned of the penalty assaciated with continued
vic7latit�n. If the violation is not timely corrected, any contin�ed violation of
rnandatory Stage 3 requirements after nQtice and warning is provid�d shall be
punishable by an administrative fine of$200.00 per day or per occurrence.
D. Stage 4—Severe Water Shortage Conditions
Goal; Achieve a reduction such that the seven-day nzru�ing average daily water demand is
less than eighty-five percent(85%}of the safe operating capacity for a period o�sev�n
(�) eor�secutive days; or in response tt� the irnpasition af mandatory water use

restrictions between thirty percent (3�%) and forry percent (40%) impc�sed by the
State of Galifarnia.
All Stage 3 requirements apply,plus the following.
(1) Watering shall be kept to a maxiinum of eighteen(18)hours per week when
utilizing a sprinkler systern and eighteen{18} h�urs a week when utilizing
drip and/or hand watering.
(2) The fallowing uses af water are prahibited.
a: Operati�n of any ornamental fc�untain, pond or other ornamental
water feature for aesthetic purposes except where necessary to
support aquatic life.
b: Washing dawn buildings ar structures for purposes other than
imrnediate fire prc�tection.
(3) Vehicle washing at a cammercial vehicle wash facility is prahibited at all
times except between the hours of 7:00 a.m. and 7:00 p.m.A person awning
or operating a vehicle wash facility sha�l take affirmative actzon tc� prevent
use of the vehicle wash facility dur�n�the prohibited hc�urs specified herein.
Such actians s�iall include pc�sting a sign indicatinb that the vehicle wash
facility is clased and preventing vehicular access onto the property or into
the washing bays. In additic�n, the ownerJoperator may alsa choose ta
disable the washing me�hanisms ta prevent caperatic�n.
(4) Enhanced Penalty: Any customer in violati�an of Stage 4 requirements shall
be first notified of the regulations and wamed of'the penalty associated with
continued violatian. If the violation is not timely corrected, any cantinuecl
vir�lation of mandatory Stage 4 requirements after notice and warning is
provided shall be punishable b� an administrative fine of$400.00 per day
or per oecurrence.
E. Stage 5—+Critical'Water Shortage C'c�ncl'ttions
Gc�al: Achieve a reductian such that the seven-day running aVerage daily water demand is
less than ninety percent{90%}of the safe operating capacity for a period of seven(7)
consecutive days,or in response ta the impc�sition ofmandatory water use restrictions
between forty percent (40%) and fifty percent (50°l0) imposed by the State af
Califarnia.
All Stage 4 requireznents apply,plus the following<
(1) Use of water for dust control.
(2} Use of bulk potable water obtained from the City for construction purposes.

(3} Use of residential water to wash any motor vehicle, motorbike,boat,trailer,
airplane or other vehicle other than by a persan w�shing any public safety
vehicle on public property.
(4) Fillii�g, refilling, ar adding water to swirnming pools, wading pools, and
jacuzzi-type pools, which are located outside.
(5) Using a fire hydrant pursuantto a temparary fire hydrant permit.
(6) Outdoor Iandscape watering, including handheid irrigatic�n, with potable
water is prohibited at a11 times.
(7) No perrnits for new, additional, ar expanded vvater service connectionsg
rnet�rs, or service lines shall be granted. An exce�tion applies where the
City has already issued either a final plan far a residential lot or a
commercial building permit ft�r the site ar the construction project that
requires the water service.
{8) Enhanced Penalty: Any customer in violatian uf Stage 5 re�uirements shall
be first notified of the regulations and warned ofthe penalt�associated with
continued violation:. If'the violation�s nc�t corrected timely, any continued
violation of mandatory Stage � requirements after nc�tice and warning is
provided sha11 be punishable by an adrninistrative fine of$500.00 per day
gr par crccurrence.
F. Stage 6—E�nergency Water Shortage C�nditions
Gaal: Achieve a reduction such that the seven-day running average daily d�mand exceeds
ninety-five percent (95%0) of the safe operating capacity for a period of seven (7)
cansecutive days;or in response tc�the irnposition of mandatory water use restrictions
of fifiy percent(SO°lo) imposed by the State of California.
All Stage 5 requirements a}�ply,plus the fallowing:
(l) Vehicle washing at a comrnercial vehicle wash facility is prohibited at all
times.

Section 4. The Council hereby finds and determines that the enactment of this
ardinance is exempt fram review pursuant to the California Enviranmental Quality Act
(Public Resources Code section 21 QOQ et seq.){"�EQA"j because it has no p�tential to result
in either a direct physical change in the environment ar a reasonably foreseeable indirect
physical change in ihe environrnent. This Ordinance is e�empt from CEQA pursuant to the
"corrunon sense"exemption(14 CCR 15061(b){3)), as it can be seen with certainty that there
is no possibility that the adc�ption of the Ordinance will have a significant effect an the
environrnent.
Section 5. Severability. If any provision of this ordinance or the application
thereaf to any persan or circumstance is heid invalid,the remainder of the ordinance and the
application of such pravision will remain in effect to the extent permitted by law.
Sectian 6. This Ordinance shall take effect thirty{30)calendar days after the date
of its adoption, and the City Clerk shall certify the adoptic�n thereof and cause publication
according to law.
