WHEREAS, piirsnant ta Goverrl�nent Code § 54953.4{b)(1)(A)(r)(1)(ia),the City Cour►cil cnust, on oi•pr��r
to .Tuly 1, 2026, adopt a publicly appraved poliey ta address disruption of telephonic or interi�et service
accurring during meetings where remote access is required; and
�VHEREAS; Gc�vernment Code section 54953.4, subdivision (b)(1)(A)(i}(I)(ib)-(Ic), establishes
requirernents for recessing and reconvening a meeting and for makii�g good faith efforts to restare service
if a disruption pre�ents �nelnbers of the public from attending ar observing the meeting remotely;and
WHEREAS; tl�e City Council is tl�e Ci#y's only "elXgible legislative body" fr�r purposes of Gove�•n�nent
Code section 54953:4, and
WHEREAS, the attached Technology Disruption Policy enstires campliance with SB 707, if a disruption
prevents public members from attectding or observing via two-way telephonic service or two-way
audiovisual platform, the City Council must recess open session for at least one hour, o► until service is
restored, whicllever is earlier; and
WHEREAS, if after an haur service is �iot restored, the Gity Catincil shall reconvene and either:
1. Adjt�urn the ineeting; or
2. Adopt a finding, by ro�l call vote, that goad faith efforts were rnade in accardance with tl�e
Policy and that the p��blic interest ii1 continl�ing the meeting outweigits the public interest
in rernote public access; aild
WHEREAS, the City Council desires to adopt a palicy that implements, and does not expand upon, tl�e
requirements of Governmer�t Code section 54953.4,

Senate Bi11707{2025) („5B 7C17")amended the Brown Actto require all "etigible legisl�tive bodies"
to �ffer remote public access ft�r City Council meetings through either (1) tvvo-way telephonic
service or {2) twt�-way audiovisual platforms. The City of' Reddir►g (th� "City") is an '°eligible
legislative bcrdy„ and is required to adapt, on or befc�re July 1, 2026, a policy on haw to address
telephonic t�r internet service connectic�n disruption that prevent members af the public fram
remotely attending or observing�public c�pen meeting of the City Cour�cil .
2. Purpase
The purpose of this policy is for the City tc� establish procedures fc�r responding to a disruptic�n
in the telephc�nic ar internet services that provide twc�-way rerno#e ac�ess for the public to
attend and participate in public open meetings of City Council, as required by the Brawn Act(Gov.
Code § 54953.4). This policy is adc�pted to ensure statutory compliance, transparency, public
participation and access, and continuity of gouernment operatie�n during technology disrupticrns
that t�ccur in public open meetings�af the City Council.
3. I�efinitions
Fc�r purposes of this policy:
• "Disruptic�n" means any failure, outage, or other interrupt%on in the City's telephonic c►r
internet service tha� preuents members of the �ublic from attending or observing public open
meeting�f the City Council.
• "Remote Access S�rvices" means the two-way telephonic service andJc�r tw�a-way audiavisual
platform used to prc�vide real-time remote public attend�nce and observation of public apen
meetings af the City Crauncil.
4: Applicability
Ti��s poiicy appl�es tc� �!I opert �nd public meetings of C�ty C�un�il at which remc�te �ublic
participation is requi'red per Government Cc�de § 54953.4(b)(�.){A)(i)(I){ia) but does n€�t apply in
those circurnstances where the Brc�wn Act prt�vides that remote public access i� not required.

5.1 Respon�e�o��ervice Disruption
(f the Presiding C1fFicer or City Glerk becomes aware of a disruption to the City's Remcate
Access 5ervices that prevents members of the public from attending ar observing the
meeting remotely.
1. The Presiding C7fficer or City Clerk shall immediately announce the disruptic�n to the
public;
2. The Presiding Ufficer must either adjourn the open session or recess from open
session far at least one (1) hour to make a good faith effort to restore the Remc�te
Access S�ervices;
3. If recessed frt�m apen sessiQn, then City Council may meet in closed session as
permitted by Governrnent Code sectic�n 54953,4;
4: If recessed from apen sessian, stafF shall begin effarts to diagnose and restore the
Remc�te Access 5ervices.
5. If following recess of the t�pen session, Rernote Acces� Services h�ve not been
restored within (1) hour, then City Council may reconvene the meeting if it adopts,
by roll call vote, a finding required by Sectic�n 6.2. The recess perit�d may be
extended if restoration efforts are ongoing,
S.2 Efforts to Res#or� R�mt�te Access Seruices
The City shall make good faith eFForts to restc�re Remote Access Services, which may
inc#ude:
• Troubleshooting platfcrrm c�r teleconferencing software;
• Resetting c�r replacing audiovisuai equiprnent,
• Attempting �Iternafive cannectic�n methods,
o Contaeting necessary suppt�rt sta�f ar service providersp or
� Switching to back-up equipment or platforms, if availab[e
Pursuant to Section 7 of this pc�ticy, the City Clerk,or designee, shall m�ke a record and
enter in�c� the meeting minutes the disruption and the restaration efforts undertaken by
the �ity.

6:1. `Timing
The open session may reconvene either upan restoration of Remote Access Services or
after on� (1) hour has elapsed frt�m the tirne of disruption, and the finding r�quired by
5ectic�n 6.2 c�f this policy has been adopted by City£ouncil.
6.� if Remote Access Serrrices Are Nat Etestcrred
If Remote Access Services have not been restored affier one (�.) hour,the City Council may
either adjourn open session ar reconvene open session only �fter the followin�, ar a
substantially similar finding can be made and is adopt�d by � rol! call vofie of the City
Council;

Upr�n adoptian t�f th�finding,the City Councii may continue the open session d�spite the
fact that Remote Acce�s S�rvices have not k�een restored.
7. R�ccard4ce�p°rng
If Remote Access�ervices were disrupted,then the City Clerk shall make a recard and enter into
the meeting minutes the fc�Ilc�wing;
• The nature and time �f the disruption;
• How the City Council complied with the proceduxes pursuant to 5ection 5.1;
� The restaration efforts und�rtaken;
• The time the meeting was r��onvened (if applicable); and
� The finding adopted pursu�nt tt� 5ection 6.2 (if applicable).
S. R�vie�r and Upd�#�s
This palicy, like t�ther City Cr�unciC policies, may be reviewed and amended from time-to-time by
the City Council. As expressly required by the Brown Act, amendments tt� this pQlicy must be
�pproved at a properly noticed public meeting in open sessic�n and may not be approved on the
consent calend�r.
