AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDDING AMENDING THE REDDING CITY CODE, 1959, AS AMENDED, BY ADDING ARTICLE XI -A TO CHAPTER 2 THEREOF, PERTAINING TO THE ESTABLISHMENT OF A SENIOR CITIZENS FACILITY ADVISORY COMMISSION. The City Council of the City of Redding hereby ordains as follows: Section 1. Chapter 2 of the Redding City Code, 1959, as amended, is hereby amended by adding Article XI -A thereto, as follows: ARTICLE XI -A SENIOR CITIZENS FACILITY ADVISORY COMMISSION Section 2-99.1. Purpose. The purpose of this article is to establish a Senior Citizens Facility Advisory Commission to advise and assist the City Council in the formulation of policies for the operation of the Senior Citizens facility in compliance with the terms and condi- tions of the dedication and conveyance by the Soroptimist Club of Redding to the City of Redding which made the Senior Citizens facility possible and which was accepted by the City Council. Section 2-99.2. Commission established. There is hereby created and established a Senior Citizens Facility Advisory Commission for the City, which is hereby named "Redding Senior Citizens Facility Advisory Commission", and which is hereafter referred to as the "Commission". Section 2-99.3. Same - Membership. The Commission shall consist of seven members to be appointed by the Mayor, subject to the approval of a majority of the members of the City Council. Two shall be members of the Redding Recreation and Parks Commission, designated by that Commission, one shall be the Redding City Attorney or such other member of the Redding City staff as may be appointed by the Mayor and approved by the Council, two shall be the President and Secretary respectively of the Soroptimist Club of Redding or two members of the Soroptimist Club officially designated for appointment by said Club, and two shall be the President and Treasurer respectively of the Senior Citizens Club of Shasta County, Inc. or two members of the Senior Citizens Club officially designated for appointment by said organiza- tion. All members of the Commission shall be residents of the City of Redding. Section 2-99.4. Same - Terms of office. The term of office of each of the seven members of the Commission who are first appointed shall be for two years and until his or her successor is appointed. If a vacancy shall occur as to any of the seven members, for any reason other than the expiration of the term of office, it shall be filled by appointment by the Mayor, with and subject to the approval of the City Council, for the unexpired portion of said term. It shall be the responsibility of the City Clerk lr, -1- U� to notify the Mayor of any vacancy due to expiration of term of office or otherwise. Section 2-99.5. Same - Compensation. All members of the Commission shall serve as such members without compensation. Section 2-99.6. Same - Officers. The officers of the Commission shall consist of a Chairman, Vice Chairman, and Secretary, to be selected by the Commission from among their own members by majority vote. Section 2-99.7. Same - Meetings. The Commission shall meet not less frequently than once every two months, at the Senior Citizens facility or such other place as the members of the Commission may mutually agree upon, and at such day and hour as the members of. the Commission may estab- lish as their regular meeting time, and at special meetings when called by a majority of the Commission and after notice to all members. For the purpose of holding and conducting both regular and special meetings, four members of the Com- mission shall constitute a quorum. The meetings of the Commission shall be open to the public, and notice of Com- mission meetings shall be given to any news agency which files a request for same with the City Clerk. Section 2-99.8. Same - Powers and duties. The Commission shall have the following powers and duties. (a) To prepare and recommend policies, rules and regulations necessary for the administration of the Senior Citizens facility. (b) To review and to make recommendations in con- nection with any proposed modification to the interior or exterior of the Senior Citizens facility, and to propose such modifications. (c) To make recommendations in relation to that portion of the Parks and Recreation budget concerned with the operation, maintenance and repair of the Senior Citizens facility. (d) To make recommendations to implement the spirit and intention expressed in the dedica- tion and conveyance of the Soroptimist Club of Redding in the day to day operation of the Senior Citizens facility. Section 2. The City Clerk of the City of Redding shall certify to the adoption of this Ordinance and shall cause it to be published in accordance with law.
