WHEREAS, California Vehicle Code § 22507(a) provides that a local government may, by
ordinance or resolution, restrict the stopping, parking, or standing of vehicles on certain streets or
highways, or portions thereof, during all or certain hours of the day; and
WHEREAS, California Vehicle Code § 22500(n) establishes parking restrictions near crosswalks
and intersections for purposes of pedestrian visibility ("daylighting"); and
WHEREAS, Redding Municipal Code § 11.24.040 provides that it is unlawful for the operator of
a vehicle to stop or park for any period of time at any place which the City Council, by resolution,
prohibits said action by making a finding that the area so restricted is unsuitable, dangerous, or
inconvenient for parking; and
WHEREAS, the City Traffic Engineer has reviewed certain locations within the City of Redding
and determined that modifications to parking restrictions and curb markings are necessary to
comply with State law, improve sight distance, enhance pedestrian safety, and support appropriate
curb management within the Downtown area;
1. The recitals set forth herein are true and correct.
2. Pursuant to Redding Municipal Code § 11.24.040, the City Council declares that the
locations set forth in Exhibit A are unsuitable, dangerous, or inconvenient for parking and
that it is unlawful for the operator of a vehicle to stop or park for any period of time on the
public street and public right-of-way at said locations, except as otherwise designated.
3. The Traffic Control Map is hereby amended as follows:
a. Eight (8) on -street parking spaces impacted by State daylighting requirements are
modified as shown on Exhibit A and converted to designated commercial loading
or short-term commercial spaces, and yellow curb markings are authorized where
determined appropriate by the City Traffic Engineer.
b. Red curb "No Parking" designations are established and/or extended along the full
frontage of 1155 Lake Boulevard (Kennett Court Apartments), as shown on Exhibit
B.
C. The existing red curb on Yana Avenue at the Shasta Meadows Elementary School
crosswalk is extended approximately twenty (20) feet on the north side of the
crosswalk, as shown on Exhibit C.
The City Engineer is hereby tasked with keeping a record of the no -parking and modified parking
areas set forth herein, and appropriate curb markings and signage shall be installed to give notice
of said parking restrictions.
This Resolution shall take effect immediately upon its adoption by the City Council.
The recitals set forth herein are true and correct.
2. Pursuant to Redding Municipal Code § 11.24.040, the City Council declares that the
locations set forth in Exhibit B and Exhibit C are unsuitable, dangerous or inconvenient for
parking and that it is unlawful for the operator of a vehicle to stop or park for any period
of time whatever on the public street and public right-of-way at said locations.
3. The City Engineer is hereby tasked with keeping a record of the no -parking areas set forth
herein and signage shall be placed to give notice of said parking restrictions.
4. This Resolution shall take effect immediately upon its adoption by the City Council.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 17t" day of March, 2026, by the following
vote:
